【摘要】：社會主義核心價值觀是中國特色社會主義理論體系的重要組成部分,是馬克思主義中國化的重要成果,是指引中國特色社會主義事業(yè)建設(shè)的明確價值目標(biāo),是引領(lǐng)當(dāng)代中國不斷發(fā)展進(jìn)步的鮮明精神旗幟。本文以唯物史觀、歷史考察、比較與分析、歸納與演繹相結(jié)合的研究方法,對社會主義核心價值觀的淵源、中國共產(chǎn)黨探索社會主義核心價值觀的歷程進(jìn)行了系統(tǒng)地研究,并對社會主義核心價值觀的未來走向探討設(shè)計。這一研究將有助于人們深刻體悟為什么要建設(shè)社會主義核心價值觀,怎樣理解和看待社會主義核心價值觀的積極作用,以及怎樣有效培育和踐行社會主義核心價值觀。社會主義核心價值觀是人類優(yōu)秀價值觀念的凝結(jié),具有理論、傳統(tǒng)、文化、歷史和實踐五個維度的淵源。它是對馬克思主義經(jīng)典作家相關(guān)理論的運(yùn)用與發(fā)展,主要是意識形態(tài)理論、國家學(xué)說、未來社會特征的科學(xué)構(gòu)想和人的道德素質(zhì)論述;它是對中華優(yōu)秀傳統(tǒng)文化的自然傳承,繼承、吸收了其的中“富國”、“民本”、“和諧”、“均平”、“誠信”等觀念的合理內(nèi)核;它是對西方先進(jìn)文明成果的有益借鑒,近代西方的自由、平等、民主、法治的價值理念對核心價值觀產(chǎn)生積極影響;它是近代中國反帝反封建斗爭的歷史總結(jié),即實現(xiàn)民族獨立和人民解放價值理想及自強(qiáng)求富和民主自由的價值追求;它是社會主義革命、建設(shè)和改革開放成就的實踐概括,主要是樹立富強(qiáng)、民主、文明的價值理想,強(qiáng)調(diào)平等、公正、法治的價值追求,注重培育社會主義、共產(chǎn)主義觀念和樹立“四有”新人的價值規(guī)范。社會主義核心價值觀是我們黨長期探索的成果,經(jīng)歷了社會主義精神文明建設(shè)、社會主義核心價值體系建設(shè)、區(qū)域行業(yè)精神探索、“三個倡導(dǎo)”核心價值觀構(gòu)建四個時期。改革開放后,我們黨高度重視社會主義精神建設(shè),強(qiáng)調(diào)正確認(rèn)識“社會主義”價值理念,建設(shè)高度的社會主義精神文明,建設(shè)“現(xiàn)代化的、高度民主的、高度文明的社會主義強(qiáng)國”和培養(yǎng)社會主義思想道德觀念,這是社會主義核心價值觀的精神文明建設(shè)時期。進(jìn)入新世紀(jì)后,黨的十六屆六中全會提出建設(shè)社會主義核心價值體系的戰(zhàn)略任務(wù),繼而大力推動社會主義核心價值體系建設(shè),并且在宣傳教育核心價值體系中開始重視核心價值觀提煉,因此,核心價值觀的探索轉(zhuǎn)入社會主義核心價值體系建設(shè)時期。黨的十七大、十七屆六中全會繼續(xù)推進(jìn)核心價值觀建設(shè),并推動了地方和行業(yè)提煉概括區(qū)域行業(yè)精神的熱潮,即省級層面,凝練省、自治區(qū)和直轄市精神;市級層面,概括省會城市精神;行業(yè)層面,提取行業(yè)核心價值觀,因此,這是核心價值觀的區(qū)域行業(yè)精神的探索時期。2012年,黨的十八大在總結(jié)各方理論研究和實踐探索的基礎(chǔ)上,凝聚各方價值共識,集社會主義價值理念之大成,實現(xiàn)價值觀建設(shè)的實質(zhì)性突破,首次以24字提升和凝練社會主義核心價值體系,形成了“三個倡導(dǎo)”,并在一年后將其確立為社會主義核心價值觀的基本內(nèi)容,對社會主義核心價值觀進(jìn)行了重點闡述,對培育和踐行核心價值觀活動作出了重要部署,這是“三個倡導(dǎo)”核心價值觀的構(gòu)建時期。從歷史發(fā)展的邏輯看,“三個倡導(dǎo)”核心價值觀的形成既是我國改革開放以來的歷史與現(xiàn)實發(fā)展的必然要求,又是應(yīng)對我國正處于全面深化改革關(guān)鍵時期所面臨的復(fù)雜形勢與時代要求的需要。社會主義核心價值觀是順應(yīng)歷史潮流的時代產(chǎn)物,它作為一種嶄新的理論將伴隨社會主義事業(yè)的開拓走向未來。在對“三個倡導(dǎo)”核心價值觀的理論意蘊(yùn)和理論品格作出認(rèn)知后,本文闡明了這一核心價值觀的發(fā)展走向,即理論上,其概括將“更精準(zhǔn)、更鮮明、更簡潔”;實踐上,重在抓好“落細(xì)、落小、落實”。
