馬達(dá)加斯加是位于非洲東南部的一個(gè)島國。在該國,來自不同國家的人們從事著頻繁的貿(mào)易及外事活動(dòng),因而翻譯的重要性不言而喻。然而,這個(gè)國家并沒有被20世紀(jì)70年代以來所發(fā)生的翻譯研究熱潮所觸動(dòng)。馬達(dá)加斯加只是最近才制定了一項(xiàng)國家語言政策,而翻譯政策則尚為一片空白。在當(dāng)前的國際化背景下,馬達(dá)加斯加與其他國家的經(jīng)濟(jì)、文化交流日趨頻繁,因此馬達(dá)加斯加急需形成切實(shí)有效的翻譯政策并予以實(shí)施,以便能夠有效促進(jìn)該國的翻譯實(shí)踐和翻譯研究活動(dòng)。本研究對(duì)此問題進(jìn)行了較為深入系統(tǒng)的探討。構(gòu)建本研究的理論是多元系統(tǒng)論、規(guī)范理論和后殖民主義翻譯理論。筆者認(rèn)為,這些理論支持這樣的觀點(diǎn):馬達(dá)加斯加一直需要一個(gè)翻譯政策,這不僅可以促進(jìn)該國的文學(xué)和文學(xué)翻譯的發(fā)展,而且可以促進(jìn)馬達(dá)加斯加的外交、政治、經(jīng)濟(jì)和文化進(jìn)步,為馬達(dá)加斯加與國外的經(jīng)濟(jì)、文化交流與互動(dòng)打下堅(jiān)實(shí)的語言基礎(chǔ)。由于馬達(dá)加斯加存在限制本翻譯政策制定的各種因素和障礙,因此本研究中我們提出了一系列建議來化解這些障礙。這些建議涉及政府、經(jīng)濟(jì)、社會(huì)、文化、語言等方面。作為與政府相關(guān)的建議,我們認(rèn)為,政府應(yīng)該設(shè)立專門的機(jī)構(gòu)或組織來制定和實(shí)施翻譯政策,因?yàn)橹挥姓庞心芰橐?..
