馬達加斯加是位于非洲東南部的一個島國。在該國,來自不同國家的人們從事著頻繁的貿(mào)易及外事活動,因而翻譯的重要性不言而喻。然而,這個國家并沒有被20世紀70年代以來所發(fā)生的翻譯研究熱潮所觸動。馬達加斯加只是最近才制定了一項國家語言政策,而翻譯政策則尚為一片空白。在當前的國際化背景下,馬達加斯加與其他國家的經(jīng)濟、文化交流日趨頻繁,因此馬達加斯加急需形成切實有效的翻譯政策并予以實施,以便能夠有效促進該國的翻譯實踐和翻譯研究活動。本研究對此問題進行了較為深入系統(tǒng)的探討。構(gòu)建本研究的理論是多元系統(tǒng)論、規(guī)范理論和后殖民主義翻譯理論。筆者認為,這些理論支持這樣的觀點:馬達加斯加一直需要一個翻譯政策,這不僅可以促進該國的文學和文學翻譯的發(fā)展,而且可以促進馬達加斯加的外交、政治、經(jīng)濟和文化進步,為馬達加斯加與國外的經(jīng)濟、文化交流與互動打下堅實的語言基礎(chǔ)。由于馬達加斯加存在限制本翻譯政策制定的各種因素和障礙,因此本研究中我們提出了一系列建議來化解這些障礙。這些建議涉及政府、經(jīng)濟、社會、文化、語言等方面。作為與政府相關(guān)的建議,我們認為,政府應(yīng)該設(shè)立專門的機構(gòu)或組織來制定和實施翻譯政策,因為只有政府才有能力為一...
