【摘要】:在林產(chǎn)工業(yè)資源供給壓力劇增、質(zhì)量安全環(huán)保要求提升、節(jié)能減排要求提高以及企業(yè)利潤(rùn)空間縮小等壓力的作用下,林產(chǎn)工業(yè)必須走綠色循環(huán)發(fā)展之路,大力發(fā)展林產(chǎn)工業(yè)循環(huán)經(jīng)濟(jì)。林產(chǎn)工業(yè)循環(huán)經(jīng)濟(jì)標(biāo)準(zhǔn)體系是發(fā)展林產(chǎn)工業(yè)循環(huán)經(jīng)濟(jì)的基礎(chǔ)性和統(tǒng)領(lǐng)性工作,也是林產(chǎn)工業(yè)轉(zhuǎn)型升級(jí)的重要工具。目前林產(chǎn)工業(yè)循環(huán)經(jīng)濟(jì)技術(shù)標(biāo)準(zhǔn)散亂、關(guān)鍵技術(shù)標(biāo)準(zhǔn)缺乏、標(biāo)準(zhǔn)體系不健全,難以適應(yīng)林產(chǎn)工業(yè)循環(huán)經(jīng)濟(jì)轉(zhuǎn)型升級(jí)的需求。本論文以林產(chǎn)工業(yè)循環(huán)經(jīng)濟(jì)為研究對(duì)象,開(kāi)展中國(guó)林產(chǎn)工業(yè)循環(huán)經(jīng)濟(jì)標(biāo)準(zhǔn)體系構(gòu)建研究,對(duì)推動(dòng)我國(guó)林產(chǎn)工業(yè)循環(huán)經(jīng)濟(jì)發(fā)展具有重要意義。本論文運(yùn)用文獻(xiàn)分析、調(diào)查研究、對(duì)比研究、系統(tǒng)工程、總結(jié)歸納等研究方法,在分析中國(guó)林產(chǎn)工業(yè)發(fā)展與林產(chǎn)工業(yè)循環(huán)經(jīng)濟(jì)發(fā)展現(xiàn)狀、國(guó)外林產(chǎn)工業(yè)循環(huán)經(jīng)濟(jì)標(biāo)準(zhǔn)現(xiàn)狀的基礎(chǔ)上,以國(guó)際先進(jìn)標(biāo)準(zhǔn)為參照,構(gòu)建中國(guó)林產(chǎn)工業(yè)循環(huán)經(jīng)濟(jì)標(biāo)準(zhǔn)體系框架,編制標(biāo)準(zhǔn)體系明細(xì)表,確定急需標(biāo)準(zhǔn)名錄,提出中國(guó)林產(chǎn)工業(yè)循環(huán)經(jīng)濟(jì)標(biāo)準(zhǔn)化工作對(duì)策建議。其主要研究?jī)?nèi)容及主要結(jié)論如下:(1)中國(guó)林產(chǎn)工業(yè)發(fā)展現(xiàn)狀分析。對(duì)中國(guó)林產(chǎn)工業(yè)主要產(chǎn)品產(chǎn)量、進(jìn)出口情況、企業(yè)數(shù)量、企業(yè)資產(chǎn)、企業(yè)利潤(rùn)等分析發(fā)現(xiàn),鋸材、人造板、木竹地板、木漿、紙漿、紙和紙板、松香、松節(jié)油產(chǎn)量不斷增加,而栲膠、紫膠產(chǎn)品主要受?chē)?guó)際市場(chǎng)影響大,波動(dòng)變化較大;原木產(chǎn)量不斷下降,國(guó)內(nèi)木材原料供應(yīng)緊張的矛盾更加嚴(yán)峻;林產(chǎn)工業(yè)產(chǎn)品進(jìn)出口貿(mào)易總額總體保持增長(zhǎng);中國(guó)林產(chǎn)工業(yè)企業(yè)數(shù)量、資產(chǎn)總額、利潤(rùn)總額總體呈上漲趨勢(shì),但從2012年開(kāi)始,單位企業(yè)利潤(rùn)和資產(chǎn)利潤(rùn)率開(kāi)始不斷下降,表明企業(yè)獲利能力進(jìn)入一個(gè)瓶頸期。加快發(fā)展林產(chǎn)工業(yè)循環(huán)經(jīng)濟(jì),將成為提高企業(yè)生產(chǎn)效益的重要選擇。(2)中國(guó)林產(chǎn)工業(yè)循環(huán)經(jīng)濟(jì)現(xiàn)狀分析。對(duì)中國(guó)林產(chǎn)工業(yè)循環(huán)經(jīng)濟(jì)的能源消耗、主要污染物排放、資源化、再利用等現(xiàn)狀進(jìn)行分析發(fā)現(xiàn):中國(guó)林產(chǎn)工業(yè)能源消耗逐年增加;2014年林產(chǎn)工業(yè)能耗總量占全國(guó)制造業(yè)能源消費(fèi)總量的2.41%,總體能耗相對(duì)不高,其中紙漿和造紙對(duì)能源消耗相對(duì)較大。林產(chǎn)工業(yè)的能源結(jié)構(gòu)不盡合理,煤炭消耗占比很大;從2005年到2015年,中國(guó)林產(chǎn)工業(yè)主要污染物排放總量逐年增加,環(huán)境污染形勢(shì)相對(duì)嚴(yán)峻,其中紙漿和造紙行業(yè)污染相對(duì)較嚴(yán)重;中國(guó)林產(chǎn)工業(yè)循環(huán)經(jīng)濟(jì)資源化和再利用產(chǎn)業(yè)發(fā)展空間較大,亟需政府加大政策引導(dǎo)和扶持。(3)國(guó)外林產(chǎn)工業(yè)循環(huán)經(jīng)濟(jì)相關(guān)標(biāo)準(zhǔn)分析。搜集、整理國(guó)際標(biāo)準(zhǔn)化組織以及歐洲、英國(guó)、法國(guó)、美國(guó)、日本等發(fā)達(dá)國(guó)家林產(chǎn)工業(yè)循環(huán)經(jīng)濟(jì)標(biāo)準(zhǔn)269項(xiàng),其中減量化標(biāo)準(zhǔn)204項(xiàng),再利用標(biāo)準(zhǔn)1項(xiàng),資源化標(biāo)準(zhǔn)64項(xiàng)。對(duì)林產(chǎn)工業(yè)循環(huán)經(jīng)濟(jì)ISO國(guó)際標(biāo)準(zhǔn)、歐洲標(biāo)準(zhǔn)與相關(guān)國(guó)家標(biāo)準(zhǔn)的特點(diǎn)進(jìn)行分析。研究發(fā)現(xiàn),國(guó)際上高度重視有毒有害物質(zhì)控制、木材防腐、軟木產(chǎn)品和測(cè)試方法、能源管理、生物質(zhì)固體燃料標(biāo)準(zhǔn)。國(guó)外先進(jìn)標(biāo)準(zhǔn)分析研究為構(gòu)建中國(guó)林產(chǎn)工業(yè)循環(huán)經(jīng)濟(jì)標(biāo)準(zhǔn)體系提供了重要參考。(4)中國(guó)林產(chǎn)工業(yè)循環(huán)經(jīng)濟(jì)標(biāo)準(zhǔn)體系構(gòu)建研究。以國(guó)家標(biāo)準(zhǔn)GB/T 13016-2009《標(biāo)準(zhǔn)體系表編制原則和要求》以及相關(guān)法律、法規(guī)為依據(jù),結(jié)合中國(guó)林產(chǎn)工業(yè)循環(huán)經(jīng)濟(jì)產(chǎn)業(yè)特征,參考國(guó)外林產(chǎn)工業(yè)循環(huán)經(jīng)濟(jì)標(biāo)準(zhǔn),提出了中國(guó)林產(chǎn)工業(yè)循環(huán)經(jīng)濟(jì)標(biāo)準(zhǔn)體系構(gòu)建的原則、方法,構(gòu)建了林產(chǎn)工業(yè)循環(huán)經(jīng)濟(jì)標(biāo)準(zhǔn)體系框架,編制了林產(chǎn)工業(yè)循環(huán)經(jīng)濟(jì)標(biāo)準(zhǔn)體系明細(xì)表。中國(guó)林產(chǎn)工業(yè)循環(huán)經(jīng)濟(jì)標(biāo)準(zhǔn)體系框架劃分為“基礎(chǔ)與綜合、節(jié)材、節(jié)水、節(jié)能、清潔生產(chǎn)、有害物質(zhì)控制、再利用、廢固資源化、廢水及工業(yè)余熱資源化”等9個(gè)子體系。中國(guó)林產(chǎn)工業(yè)循環(huán)經(jīng)濟(jì)標(biāo)準(zhǔn)體系明細(xì)表中共計(jì)449項(xiàng)標(biāo)準(zhǔn),其中基礎(chǔ)與綜合標(biāo)準(zhǔn)69項(xiàng),節(jié)材標(biāo)準(zhǔn)111項(xiàng),節(jié)水標(biāo)準(zhǔn)7項(xiàng),節(jié)能標(biāo)準(zhǔn)76項(xiàng),清潔生產(chǎn)標(biāo)準(zhǔn)24項(xiàng),有害物質(zhì)控制標(biāo)準(zhǔn)68項(xiàng),再利用標(biāo)準(zhǔn)6項(xiàng),廢固資源化標(biāo)準(zhǔn)83項(xiàng),廢水及工業(yè)余熱資源化標(biāo)準(zhǔn)5項(xiàng)。提出了近期急需制定的林產(chǎn)工業(yè)循環(huán)經(jīng)濟(jì)標(biāo)準(zhǔn)43項(xiàng)。(5)中國(guó)林產(chǎn)工業(yè)循環(huán)經(jīng)濟(jì)標(biāo)準(zhǔn)化發(fā)展對(duì)策建議研究。針對(duì)中國(guó)林產(chǎn)工業(yè)循環(huán)經(jīng)濟(jì)標(biāo)準(zhǔn)化工作存在的問(wèn)題,提出了建立林產(chǎn)工業(yè)循環(huán)經(jīng)濟(jì)標(biāo)準(zhǔn)制定協(xié)調(diào)機(jī)制,加大林產(chǎn)工業(yè)循環(huán)經(jīng)濟(jì)標(biāo)準(zhǔn)的研制力度,發(fā)展企業(yè)標(biāo)準(zhǔn)和團(tuán)體標(biāo)準(zhǔn)、擴(kuò)大林產(chǎn)工業(yè)循環(huán)經(jīng)濟(jì)標(biāo)準(zhǔn)供給,適應(yīng)標(biāo)準(zhǔn)化深化改革需要、提升林產(chǎn)工業(yè)循環(huán)經(jīng)濟(jì)標(biāo)準(zhǔn)化服務(wù)能力,加強(qiáng)林產(chǎn)工業(yè)循環(huán)經(jīng)濟(jì)標(biāo)準(zhǔn)化人才隊(duì)伍建設(shè)等5條對(duì)策建議。
[Abstract]:The forest production industry must take the road of green circulation development and vigorously develop the circular economy of the forest production industry under the pressure of increasing pressure on the supply of forest industry resources, the requirements for improving the quality, safety and environmental protection, the improvement of energy saving and emission reduction and the reduction of the profit space of the enterprise. The circular economy of forest production industry is the development of the circular economy of the forest industry. The basic and command work is also an important tool for the transformation and upgrading of the forest industry. At present, the technical standards of the circular economy of the forest industry are scattered, the key technical standards are lacking, and the standard system is not perfect. It is difficult to adapt to the demand for the transformation and upgrading of the circular economy of the forest industry. The research on the construction of industrial circular economy standard system is of great significance for promoting the development of circular economy in China's forestry industry. This paper uses literature analysis, investigation, comparative study, systematic engineering, summary and induction, and analyzes the development of Chinese forestry industry and the development of circular economy in forestry industry. On the basis of the current situation of the economic standard, the standard system framework of China's forest production industry is constructed with the reference of advanced international standards, the detailed list of standard system is compiled, the urgent standard list is determined and the countermeasures and suggestions for the standardization work of China's forestry industry recycling economy are put forward. The main contents and main conclusions are as follows: (1) Chinese forest production workers Analysis of the current situation of industry development. The analysis of the main product production, import and export situation, the number of enterprises, enterprise assets, enterprise profit and so on found that the output of sawn timber, wood-based board, wood bamboo flooring, wood pulp, pulp, paper and cardboard, rosin and turpentine are increasing, and tannin tannin and lac products are mainly influenced by the international market, and the fluctuation has changed greatly; The output of wood is declining, the contradiction between the supply of wood raw materials is more severe, the total amount of import and export trade of forest product industry keeps increasing; the number of enterprises, the total assets and the total profit of China's forestry industry are generally rising, but the profit and the profit rate of the enterprises begin to decline continuously from 2012, indicating the enterprises An important choice to accelerate the development of the circular economy of the forest industry will be an important choice to improve the production efficiency of the enterprises. (2) the analysis of the current situation of the circular economy in China's forestry industry. The energy consumption of the industry is increasing year by year; the total energy consumption of the forest industry in 2014 accounts for 2.41% of the total energy consumption of the national manufacturing industry. The overall energy consumption is relatively low. The energy consumption of pulp and paper paper is relatively large. The energy structure of the forest industry is not reasonable and the coal consumption is very large; from 2005 to 2015, the major pollutants in China's forest industry are the major pollutants. The total emissions increase year by year, the environmental pollution situation is relatively severe, among which the pulp and paper industry pollution is relatively serious; China's forestry industry recycling economy resources and reuse industry development space is larger, the government needs to increase the government policy guidance and support. (3) the analysis of related standards of foreign forestry industry recycling economy, collection and arrangement of international standards In the developed countries and Europe, Britain, France, the United States, Japan and other developed countries, there are 269 standards for the circular economy of the developed countries, including 204 reduction standards, 1 reuse standards and 64 resource standards. The characteristics of ISO international standards, European standards and related national standards are analyzed. According to the control of toxic and harmful substances, wood preservative, cork products and testing methods, energy management, biomass solid fuel standard. Foreign advanced standard analysis and research provide important reference for the construction of the Chinese forest product industrial circular economy standard system. (4) the construction of China's forestry industrial cycle economic standard system. The national standard GB/T 13016-20 09< standard system table compilation principle and requirements > as well as relevant laws and regulations as the basis, combined with the characteristics of the industrial circular economy in China's forest production industry, and referring to the foreign forest production industrial circular economy standard, the principles and methods for the construction of the circular economy standard system of China's forest production industry are put forward, and the framework of the standard system of circular economy of the forest industry has been constructed. The standard system of the circular economy standard system of forestry industry is divided into 9 sub systems: "basic and comprehensive, timber saving, water-saving, energy saving, clean production, control of harmful substances, reuse, waste solid resource, waste water and industrial waste heat resource". There are 449 standards, including 69 basic and comprehensive standards, 111 standards, 7 water saving standards, 76 energy saving standards, 24 clean production standards, 68 hazardous material control standards, 83 reuse standards, 83 waste solid resource standards, 5 items of waste water and industrial waste heat resources, which are urgently needed in the near future. 43 items of circular economy standard. (5) countermeasures and suggestions on the development of circular economy standardization in China's forestry industry.
