低碳經(jīng)濟(jì)下中國(guó)制造業(yè)技術(shù)創(chuàng)新擴(kuò)散機(jī)理及活躍度研究

【摘要】:在創(chuàng)建創(chuàng)新型國(guó)家以及氣候變化和環(huán)境問(wèn)題日益凸顯的背景下,作為中國(guó)技術(shù)經(jīng)濟(jì)發(fā)展重要組成部分的中國(guó)制造業(yè)對(duì)實(shí)現(xiàn)創(chuàng)新發(fā)展和低碳經(jīng)濟(jì)發(fā)展必定都具有至關(guān)重要的作用。關(guān)于這方面,學(xué)者們進(jìn)行了較多研究,但以往研究大多未從政府、企業(yè)以及市場(chǎng)等多主體角度來(lái)系統(tǒng)性地綜合分析三個(gè)議題(制造業(yè)發(fā)展、低碳經(jīng)濟(jì)發(fā)展和技術(shù)創(chuàng)新擴(kuò)散),也未能很好回答怎么利用技術(shù)創(chuàng)新擴(kuò)散來(lái)實(shí)現(xiàn)制造業(yè)新型化與低碳經(jīng)濟(jì)融合發(fā)展。為此,作者通過(guò)相關(guān)文獻(xiàn)分析,豐富了低碳經(jīng)濟(jì)下制造業(yè)技術(shù)創(chuàng)新擴(kuò)散的概念內(nèi)涵,強(qiáng)調(diào)其系統(tǒng)性、多主體性和低碳效應(yīng)性,并對(duì)其進(jìn)行了機(jī)理效應(yīng)分析,提出了“政府-企業(yè)-市場(chǎng)-技術(shù)-低碳效應(yīng)”因素模式(“GEMT-LCE”),分析建立了不同類(lèi)型模型。通過(guò)低碳經(jīng)濟(jì)下制造業(yè)產(chǎn)業(yè)技術(shù)創(chuàng)新擴(kuò)散活躍度評(píng)價(jià)模型的分析發(fā)現(xiàn),低碳經(jīng)濟(jì)下制造業(yè)技術(shù)創(chuàng)新擴(kuò)散活躍度在總體持續(xù)增強(qiáng)的趨勢(shì)下存在產(chǎn)業(yè)差異性,并通過(guò)聚類(lèi)分析指出了合理的產(chǎn)業(yè)類(lèi)別及其特征;而通過(guò)低碳經(jīng)濟(jì)下區(qū)域制造業(yè)技術(shù)創(chuàng)新擴(kuò)散活躍度評(píng)價(jià)模型的分析發(fā)現(xiàn),區(qū)域活躍度在總體上也呈現(xiàn)逐年加強(qiáng)但也存在東西區(qū)域逐漸拉大的趨勢(shì),并繪制了低碳經(jīng)濟(jì)下技術(shù)創(chuàng)新擴(kuò)散時(shí)空分布圖以反映出各區(qū)域基于點(diǎn)、線(xiàn)以及面分布特征的技術(shù)創(chuàng)新擴(kuò)散活躍度的差異性;基于制造業(yè)產(chǎn)業(yè)和區(qū)域差異性觀點(diǎn),分析建立了企業(yè)、產(chǎn)業(yè)和區(qū)域的路徑分析模型。從企業(yè)角度采用博弈分析方法研究表明,低碳經(jīng)濟(jì)下技術(shù)創(chuàng)新擴(kuò)散過(guò)程中先采用企業(yè)技術(shù)創(chuàng)新行為及其效應(yīng)對(duì)潛在企業(yè)來(lái)說(shuō)具有的重要標(biāo)桿意義,還要重視政府財(cái)稅政策和市場(chǎng)培育對(duì)不同類(lèi)型制造業(yè)企業(yè)問(wèn)的作用:從產(chǎn)業(yè)和區(qū)域?qū)用娣謩e建立結(jié)構(gòu)方程PLS路徑模型,實(shí)證分析了各因素間關(guān)系及其作用路徑,研究表明,低碳經(jīng)濟(jì)下制造業(yè)技術(shù)創(chuàng)新擴(kuò)散路徑存在“斷層”路徑、“扭曲”路徑和“通路”三種類(lèi)型,總體上看制造業(yè)無(wú)論在產(chǎn)業(yè)層面還是區(qū)域?qū)用娴吞冀?jīng)濟(jì)下技術(shù)創(chuàng)新擴(kuò)散效應(yīng)預(yù)期都是趨好的,其中在所有路徑中市場(chǎng)驅(qū)動(dòng)都具有至關(guān)重要的積極正面作用,而對(duì)差異性產(chǎn)業(yè)或者區(qū)域來(lái)說(shuō)技術(shù)創(chuàng)新擴(kuò)散路徑也都具有各自典型的特征。最后結(jié)合對(duì)歐美國(guó)家組織和中國(guó)的政策分析,在借鑒國(guó)際優(yōu)勢(shì)、總結(jié)自身不足以及上述發(fā)展路徑觀點(diǎn)的基礎(chǔ)上,從企業(yè)層面、產(chǎn)業(yè)層面以及區(qū)域?qū)用鏋楦弥贫ǖ吞冀?jīng)濟(jì)下技術(shù)創(chuàng)新擴(kuò)散的政策提出建議。上述有關(guān)技術(shù)創(chuàng)新擴(kuò)散的觀點(diǎn)、結(jié)論和政策建議將對(duì)促進(jìn)低碳經(jīng)濟(jì)和制造業(yè)新型化融合發(fā)展具有重要積極的理論和實(shí)踐指導(dǎo)意義。
[Abstract]:Under the background of creating an innovative country, climate change and environmental problems, China's manufacturing industry, as an important part of China's technological and economic development, must play a vital role in realizing the development of innovation and low-carbon economy. In this regard, scholars have carried out more research, but most of the previous studies have not systematically analyzed three topics (development of manufacturing industry) from the perspective of government, enterprise and market. The development of low-carbon economy and the diffusion of technological innovation also fail to answer how to utilize the diffusion of technological innovation to realize the integration development of manufacturing industry and low-carbon economy. Therefore, through the analysis of relevant literature, the author enriches the concept connotation of technological innovation diffusion in manufacturing industry under low carbon economy, emphasizes its systematization, multi-subjectivity and low carbon effect, and analyzes its mechanism effect. A factor model of "government-firm-market-technology-low carbon effect" ("GEMT-LCE") is proposed, and different types of models are established. Through the analysis of the evaluation model of technological innovation diffusion activity of manufacturing industry in low carbon economy, it is found that there are industrial differences in manufacturing technology innovation diffusion activity in low carbon economy. Through cluster analysis, the paper points out the reasonable industry category and its characteristics, and finds out through the analysis of regional manufacturing industry technological innovation diffusion activity evaluation model under low carbon economy. On the whole, the regional activity has been strengthened year by year, but there is a trend that the east-west region is gradually expanding. The spatio-temporal distribution of technological innovation diffusion in low-carbon economy is plotted to reflect the point based on each region. Based on the view of manufacturing industry and regional difference, this paper analyzes and establishes the path analysis model of enterprises, industries and regions. From the point of view of enterprises, the game analysis method is used to study the significance of adopting technological innovation behavior and its effect to potential enterprises in the process of technological innovation diffusion in low-carbon economy. It is also important to pay attention to the role of government finance and taxation policy and market cultivation on different types of manufacturing enterprises: to establish the structure equation PLS path model from the industrial and regional levels, and empirically analyze the relationship between the various factors and their action paths. There are three types of "fault" path, "distortion" path and "path" in the diffusion path of manufacturing technological innovation in low-carbon economy. Generally speaking, the diffusion effect of technological innovation in manufacturing industry is expected to be better both at the industrial level and in the regional level, and market driving plays an important and positive role in all paths. For different industries or regions, the diffusion path of technological innovation also has their own typical characteristics. Finally, combined with the policy analysis of European and American countries and China, on the basis of drawing lessons from international advantages, summing up their own shortcomings and the above views of the development path, from the enterprise level, The industrial level and the regional level provide suggestions for better formulation of policies on diffusion of technological innovation in a low carbon economy. The above views, conclusions and policy recommendations on the diffusion of technological innovation will be of important theoretical and practical significance in promoting the integration of low-carbon economy and manufacturing industry.
