摘 要

新賓縣位于遼寧省撫順市，地處于撫順市的東南部，新賓滿族自治縣成立于1985年是我國(guó)第一個(gè)滿族自治縣，轄區(qū)面積約4400平方公里，人口達(dá)到30余萬(wàn)。新賓縣為滿清發(fā)源地、文化古城，有著悠久的歷史和自然人文景觀，多處AAAA級(jí)旅游景區(qū)、歷史遺址和森林公園，開(kāi)辦了多年的滿族風(fēng)情游等大型活動(dòng)。新賓縣政府利用這一旅游優(yōu)勢(shì)，開(kāi)發(fā)具有滿族特色的鄉(xiāng)村旅游，并通過(guò)這一產(chǎn)業(yè)帶動(dòng)了全縣經(jīng)濟(jì)的穩(wěn)定增長(zhǎng)，同時(shí)對(duì)于縣區(qū)的剩余勞動(dòng)力也起到了合理分流的作用。尤其在近幾年，新賓縣的鄉(xiāng)村旅游已經(jīng)成為了新賓的一個(gè)重要經(jīng)濟(jì)支柱。不可否認(rèn)的，由于新賓縣的落后本該如火如荼的鄉(xiāng)村旅游行業(yè)卻處于發(fā)展速度過(guò)于緩慢的尷尬境地，因此新賓縣政府要在這個(gè)重要的發(fā)展階段及節(jié)點(diǎn)上發(fā)揮政府職能，加入到鄉(xiāng)村旅游發(fā)展中去，這也是政府新的公共管理職能的要求之一。

本文以新賓縣政府在發(fā)展鄉(xiāng)村旅游中的公共管理職能為出發(fā)點(diǎn)，通過(guò)數(shù)據(jù)收集、調(diào)查研究、文獻(xiàn)參考、實(shí)地取證、約談相關(guān)人員等方法，對(duì)于新賓縣鄉(xiāng)村旅游這一產(chǎn)業(yè)的整體情況進(jìn)行研究分析，找出新賓縣政府在發(fā)展鄉(xiāng)村旅游中所應(yīng)當(dāng)起到的引導(dǎo)作用及存在的不足以及問(wèn)題存在的原因。幫助新賓縣找準(zhǔn)在發(fā)展鄉(xiāng)村旅游行中的職能定位、近一步探索新賓縣政府在引導(dǎo)發(fā)展鄉(xiāng)村旅游產(chǎn)業(yè)中應(yīng)當(dāng)行使的職能及措施等。

本文針對(duì)新賓縣鄉(xiāng)村旅游行業(yè)的現(xiàn)狀及政府在公共管理中起到作用提出，第一，，明確本地區(qū)鄉(xiāng)村旅游管理的體制，加強(qiáng)對(duì)于本地區(qū)鄉(xiāng)村旅游的監(jiān)督管理，增加本地區(qū)鄉(xiāng)村旅游的政策指導(dǎo)與扶持作用，暢通政務(wù)體系建立突發(fā)狀況應(yīng)對(duì)機(jī)制；第二，建立全方位多角度的公共服務(wù)平臺(tái)，健全本地區(qū)公共服務(wù)網(wǎng)絡(luò)及網(wǎng)上信息服務(wù)平臺(tái)，增加媒體及宣傳機(jī)構(gòu)的宣傳力度打造本地區(qū)鄉(xiāng)村旅游品牌，提高本地區(qū)居民教育水平，專業(yè)培訓(xùn)旅游服務(wù)人業(yè)人員，平衡及管理本地區(qū)旅游行業(yè)經(jīng)濟(jì)收益；第三，對(duì)于本地區(qū)現(xiàn)有的鄉(xiāng)村旅游環(huán)境加強(qiáng)配套設(shè)施建設(shè)、維護(hù)及管理，在發(fā)展鄉(xiāng)村旅游的同時(shí)找出找準(zhǔn)更多的經(jīng)濟(jì)增長(zhǎng)點(diǎn)及投資項(xiàng)目；第四，依托現(xiàn)有的歷史文化背景增加軟環(huán)境保護(hù)及推廣，形成生態(tài)、文化的保護(hù)風(fēng)尚，建立本地區(qū)旅游行業(yè)協(xié)會(huì)等組織機(jī)構(gòu)。

Abstract

Xinbin county is located in Fushun City, Liaoning Province, is located in the southeast of Fushun City, Xinbin Manchu Autonomous County was founded in 1985 is the first Manchu Autonomous County in China, the area of about 4400 square kilometers, population reached more than 30. Xinbin Manchu birthplace, as theculture of the ancient city, has a long history and natural landscape, multiple AAAA level scenic spots, historical sites and Forest Park, opened many years of Manchucustoms tour and other large-scale activities. Xinbin county government used thetourism advantages, development with Manchu characteristics of rural tourism, and through this industry drives the steady growth of the county economy, at the same time for the surplus labor counties also played the role of a reasonable diversion.Especially in recent years, Xinbin county rural tourism has become an importanteconomic pillar of xinbin. Undeniable, the Xinbin County behind the full swing of therural tourism industry is in the development speed is too slow embarrassment,Xinbin county government therefore should exert the function of government in this important stage of development and the node, to join in the development of rural tourism, one of the public management function of the government is the requirement of the new.

Taking Xinbin county government in the development of rural tourism in the public management functions as the starting point, through data collection, investigation,literature reference, field evidence, interviews with relevant personnel and other methods, for the overall situation of Xinbin County Rural Tourism of this industry to carry on the research analysis, find out why Xinbin County government exists a guiding role in the development of rural tourism the should be played and the existing shortcomings and problems. The

functions of positioning, to help identify the Xinbin County in the development of rural tourism in a row one step closer to explore Xinbin County Government shall exercise the functions and measures to guide the development of rural tourism industry in.

In this paper, current situation and government for the rural tourism industry Xinbin County in public management play a role in present, first, a clear local rural tourismmanagement system, strengthening the supervision and management for localarea of rural tourism, rural tourism in the region to increase policy guidance and support for the establishment of smooth e-government system, emergencyresponse mechanism; second the establishment of a comprehensive multi angle,the public service platform, improve the local public service network and Internetinformation service platform, increase of media and propaganda propaganda tobuild rural tourism brand in the region, to improve the education level of localresidents, the professional training of tourism service workers, economic incomebalance and management of tourism industry local area; third and for the existingrural tourism environment in the region to strengthen infrastructure construction,maintenance and management, to find out at the same time the development of rural tourism to find more points of economic growth and investment projects;fourth, relying on the existing historical and cultural background, increase the softenvironment protection and promotion, the formation of protective fashion ecology,culture, the

tourism industry association organization.
