【摘要】：本文主要采用歸納演繹、對(duì)比分析、實(shí)證分析和專家咨詢等研究方法,結(jié)合政府規(guī)制理論、產(chǎn)業(yè)組織理論、市場失靈理論和新制度經(jīng)濟(jì)學(xué)等相關(guān)理論,深入分析研究了中國石油流通管理體制的發(fā)展歷程、存在問題和國外發(fā)展模式等。從理順流通與生產(chǎn)的關(guān)系入手,完成了對(duì)石油流通主要管理環(huán)節(jié)的系統(tǒng)分析。從妥善處理政府與市場的關(guān)系入手,著力理清政府管理的邊界。從國內(nèi)國際市場一體化發(fā)展的角度入手,強(qiáng)化對(duì)內(nèi)開放與對(duì)外開放、“引進(jìn)來”與“走出去”融合發(fā)展,形成了我國石油流通管理體制改革策略。本文的主要結(jié)論包括：一是我國石油流通領(lǐng)域經(jīng)過多輪改革和政策調(diào)整,市場化程度有所提高,主體日趨多元化,市場管理逐步規(guī)范,對(duì)我國石油流通行業(yè)規(guī)模、市場結(jié)構(gòu)、價(jià)格體系、儲(chǔ)備體系和市場體系建設(shè)均產(chǎn)生了深刻的影響。二是我國石油流通市場的開放度仍有待進(jìn)一步提升。政府在經(jīng)營主體的資質(zhì)管理、價(jià)格管理方面管控措施嚴(yán)格。流通與生產(chǎn)的關(guān)系尚未理順,原油開采、煉化等非流通環(huán)節(jié)的管理措施仍對(duì)流通管理具有影響。這對(duì)保障市場秩序穩(wěn)定具有積極意義,但也在一定程度上束縛了市場經(jīng)濟(jì)發(fā)展,抑制了發(fā)展活力。三是從國際趨勢(shì)看,擴(kuò)大市場開放,降低政府干預(yù)度,促進(jìn)形成公平競爭的市場格局已是各國石油流通管理的大勢(shì)所趨。我國也應(yīng)該順應(yīng)這種發(fā)展趨勢(shì),理清政府和市場的關(guān)系,明確政府管理的邊界,強(qiáng)化資質(zhì)管理、放開價(jià)格管理、加強(qiáng)儲(chǔ)備管理、完善市場體系,規(guī)范行業(yè)秩序。四是在經(jīng)濟(jì)全球化的大背景下,未來應(yīng)從完善市場準(zhǔn)入機(jī)制、改革石油定價(jià)機(jī)制、提高監(jiān)管水平、優(yōu)化財(cái)稅調(diào)控機(jī)制、加強(qiáng)儲(chǔ)備能力建設(shè)、完善市場體系、加強(qiáng)國際合作等方面入手,深化石油流通管理體制改革,充分發(fā)揮市場機(jī)制作用,強(qiáng)化政府事中事后監(jiān)管職能,保障石油供應(yīng)安全,提升石油流通現(xiàn)代化水平,促進(jìn)石油流通綠色低碳、均衡協(xié)調(diào)發(fā)展,構(gòu)建新形勢(shì)下統(tǒng)一開放、競爭有序的石油流通體系。
[Abstract]:This paper mainly adopts the methods of induction, contrastive analysis, empirical analysis and expert consultation, combined with the theory of government regulation, industrial organization theory, market failure theory and new institutional economics and other related theories, in-depth analysis and Research on the development process, existing problems and foreign development models of China's petroleum circulation management system. Starting with the relationship between circulation and production, a systematic analysis of the main management links of oil circulation is completed. Starting with the proper handling of the relationship between the government and the market, the boundary of government management is clarifying. From the perspective of the integration of the domestic and international markets, the internal opening and opening to the outside world, the "Introduction" and "going out" are strengthened. The main conclusions of this paper are as follows: first, after many rounds of reform and policy adjustment in the field of petroleum circulation in China, the degree of marketization has been improved, the main body is increasingly diversified, the market management is gradually standardized, and the scale, market structure, price system and reserve system of China's petroleum flow through the industry. The opening degree of the market system has had a profound influence. Two the opening degree of the oil circulation market in China remains to be further promoted. The government has strict management and control measures in the management of the operating main body, the price management is strict. The relationship between circulation and production has not been straightened out, and the management measures of non circulation links such as crude oil exploitation and refining are still managed by the circulation management. It has a positive effect on ensuring the stability of the market order, but it also bound the development of the market economy to a certain extent and restrain the vitality of the development. Three, from the international trend, it is the general trend of the oil circulation management of various countries to expand the market opening, reduce the government intervention and promote the formation of a fair competition market pattern. In accordance with this trend of development, we should clarify the relationship between the government and the market, clear the boundary of the government management, strengthen the management of the qualification, release the price management, strengthen the management of the reserve, improve the market system and standardize the order of the industry. Four, under the background of economic globalization, the market access mechanism should be finished, the oil pricing mechanism should be reformed, and the supervision water should be improved. Ping, optimizing the financial and tax regulation mechanism, strengthening the construction of the reserve capacity, perfecting the market system, strengthening the international cooperation and so on, deepening the reform of the management system of petroleum circulation, giving full play to the role of the market mechanism, strengthening the function of supervision after the government, ensuring the safety of petroleum supply, improving the modernization level of oil circulation, and promoting the low green circulation of petroleum. Carbon, balanced and coordinated development, and build a unified, open and competitive oil circulation system under the new situation.
