【摘要】：隨著我國改革開放的深入,國際先進的工程項目管理模式也引入到工程項目管理中,中國海洋石油總公司作為一家大型國有企業(yè),在海上油氣田建設中接觸和引進項目管理比較早且應用較徹底,特別是海上合資的油氣田項目。生產(chǎn)準備項目,涵蓋從完成油(氣)田開發(fā)項目總體開發(fā)方案批準到該項目試運行前的各項準備工作,其中涉及到健康安全環(huán)保、質(zhì)量、進度、費用、人員管理、溝通管理和采辦,這典型的九大項目管理要素。然而國內(nèi)外還沒有類似的項目管理經(jīng)驗,中國海洋石油總公司在建設油氣田項目中,急需要一套項目管理理論指導開展生產(chǎn)準備項目的各項工作。如何把項目管理理論應用到生產(chǎn)準備項目組中,達到提高項目質(zhì)量、解決資源沖突、培養(yǎng)生產(chǎn)準備項目團隊的目的,使生產(chǎn)準備項目管理更規(guī)范化,是本文研究的方向。本文依托文昌油田群生產(chǎn)準備項目,根據(jù)項目管理理論,針對生產(chǎn)準備項目特點開展了項目研究。首先結(jié)合文昌油田群項目實際,甄選適合于文昌油田群質(zhì)量管理的基本方式和方法；其次,從文昌油田群項目地理位置,項目特征,對文昌油田群項目情況進行分析；此外,圍繞著文昌油田群項目管理的目標,運用了項目管理八大原則、魚骨刺圖、甘特圖等項目管理方法,并通過建立項目質(zhì)量控制組織機構(gòu)、項目實施過程中的測量,分析和改進,以及調(diào)試跟蹤的具體方法對項目具體實施中的質(zhì)量進行把控；最后,通過魚骨刺圖分析方法等工具分析查找項目問題的解決方案,并采用嚴謹?shù)捻椖繂栴}跟蹤方法及項目工藝變更控制等手段,對生產(chǎn)準備項目質(zhì)量改進進行進一步的管理和控
[Abstract]:With the deepening of China ' s reform and opening up , the advanced international engineering project management model is introduced into the project management , and China National Offshore Oil Corporation ( CNOOC ) , as a large state - owned enterprise , is in contact with and imported project management in offshore oil and gas field .
Secondly , from the geographical location and project characteristics of Wenchang Oilfield Group , the paper analyses the project situation of Wenchang Oilfield Group ;
In addition , around the target of Wenchang oilfield group project management , the project management methods such as the eight principles of project management , bone spur chart and Gantt chart are applied , and the quality of project implementation is controlled through the establishment of project quality control organization , measurement , analysis and improvement in the project implementation process , as well as the specific methods of debugging and tracking ;
Finally , the solution of finding the project problem is analyzed by using tools such as fish bone spur analysis method and so on , and the rigorous project problem tracking method and the project process change control are adopted to further manage and control the quality improvement of the production preparation project .
