面向自貿(mào)區(qū)的保稅區(qū)效力效率評價及突變演化研究

【摘要】:作為自由貿(mào)易區(qū)的一種過渡性區(qū)域—保稅區(qū),其轉(zhuǎn)型升級勢在必行。2013年9月,上海自由貿(mào)易試驗區(qū)成立,2014年12月,國家又批準(zhǔn)設(shè)立了廣東、福建、天津三個自由貿(mào)易試驗區(qū)。在當(dāng)前保稅區(qū)向自由貿(mào)易區(qū)轉(zhuǎn)型升級背景下,文章對保稅區(qū)向自由貿(mào)易區(qū)的演化問題進(jìn)行研究。首先對保稅區(qū)的演化效力進(jìn)行評價;建立保稅區(qū)演化效力評價指標(biāo)體系;將熵權(quán)法與TOPSIS法結(jié)合,建立評價模型;對我國12個主要保稅區(qū)的演化效力進(jìn)行實證分析。分析結(jié)果顯示上海外高橋保稅區(qū)、天津保稅區(qū)、大連保稅區(qū)分別為演化效力評價的前三名。然后對保稅區(qū)綜合效率進(jìn)行評價,分析效率評價的影響因素,建立綜合效率評價指標(biāo)體系;分別建立靜態(tài)效率評價DEA模型和動態(tài)效率評價DEA-Malmquist指數(shù)模型;對我國12個主要保稅區(qū)的綜合效率進(jìn)行靜態(tài)和動態(tài)實證分析。靜態(tài)評價中上海外高橋保稅區(qū)、天津保稅區(qū)和張家港保稅區(qū)分別為綜合效率評價的前三名;動態(tài)評價中廈門象嶼保稅區(qū)的全要素生產(chǎn)效率最高,大連保稅區(qū)、天津保稅區(qū)、張家港保稅區(qū)和寧波保稅區(qū)的全要素生產(chǎn)效率并列第二名;技術(shù)進(jìn)步因素導(dǎo)致動靜態(tài)評價結(jié)果出現(xiàn)分歧,上海保稅區(qū)在技術(shù)進(jìn)步上出現(xiàn)了明顯下滑,廈門保稅區(qū)表現(xiàn)出了很好的技術(shù)進(jìn)步趨勢。最后對保稅區(qū)向自由貿(mào)易區(qū)的突變演化問題進(jìn)行研究;將保稅區(qū)自身演化效力和綜合效率作為控制變量、外界因素作為隨機(jī)變量、演化階段作為狀態(tài)變量,建立了保稅區(qū)向自由貿(mào)易區(qū)演化的尖點突變模型。實證分析結(jié)果顯示我國保稅區(qū)主要處于A、B、D三個階段,沒有處于C階段的保稅區(qū)。模型的擬合結(jié)果驗證了保稅區(qū)向自由貿(mào)易區(qū)的演化符合尖點突變機(jī)制,保稅區(qū)的演化效力和綜合效率共同決定其向自由貿(mào)易區(qū)演化的正則因子,演化效力決定分歧因子;A、B、C、D四個階段的保稅區(qū)向自由貿(mào)易區(qū)突變可能性由大到小排序結(jié)果為DACB;保稅區(qū)向自由貿(mào)易區(qū)的突變是不可逆的;正則因子和分歧因子在分歧區(qū)域之外時,保稅區(qū)的演化狀態(tài)是均衡的。
[Abstract]:As a transitional region of the Free Trade area, bonded area is imperative. In September 2013, Shanghai Free Trade pilot Zone was established, and in December 2014, the state approved the establishment of Guangdong, Fujian, Three free trade experimental zones in Tianjin. Under the background of the transition from bonded zone to free trade area, this paper studies the evolution of free trade zone from bonded area to free trade area. The evaluation index system of evolution effectiveness of bonded area is established, the evaluation model is established by combining entropy weight method with TOPSIS method, and the evolution effectiveness of 12 major bonded zones in China is analyzed empirically. The results show that Shanghai Waigaoqiao bonded area, Tianjin bonded area, Dalian bonded area is the top three in the evaluation of evolution effectiveness. Then the comprehensive efficiency of bonded area is evaluated, the influencing factors of efficiency evaluation are analyzed, and the index system of comprehensive efficiency evaluation is established. The static efficiency evaluation DEA model and the dynamic efficiency evaluation DEA-Malmquist index model are established respectively, and the comprehensive efficiency of 12 major bonded areas in China is analyzed by both static and dynamic empirical analysis. The static evaluation of Shanghai Waigaoqiao bonded Zone, Shanghai Waigaoqiao Free Trade Zone, Tianjin Free Trade Zone and Zhangjiagang Free Trade Zone are the top three in comprehensive efficiency evaluation respectively. In dynamic evaluation, Xiamen Xiangyu bonded area has the highest total factor production efficiency, Dalian bonded area, Tianjin Free Trade Zone, Zhangjiagang bonded Zone and Ningbo bonded Zone ranked second in terms of total factor production efficiency. Technological progress factors led to differences in dynamic and static evaluation results, and the Shanghai bonded area saw a marked decline in technological progress. Xiamen bonded area shows a good trend of technological progress. Finally, the sudden evolution from bonded zone to free trade area is studied. The evolution effectiveness and comprehensive efficiency of bonded area are taken as control variables, and external factors as random variables. As a state variable, a cusp mutation model of the free trade zone is established. The empirical results show that the bonded zone is mainly in the three stages of Agna BfD. The fitting result of the model verifies that the evolution from bonded area to free trade area accords with the cusp mutation mechanism. The evolution effectiveness and comprehensive efficiency of bonded area jointly determine the regular factor of its evolution to free trade area. The evolutionary effectiveness determines that the probability of catastrophe from the bonded zone to the free trade area in the four stages of the divergence factor Agna BCU D is DACB. the mutation from the bonded area to the free trade area is irreversible, while the regular factor and the bifurcation factor are outside the diverging region. The evolution of the bonded area is balanced.
