【摘要】：建設(shè)現(xiàn)代農(nóng)業(yè)園區(qū),推進農(nóng)業(yè)適度規(guī)模經(jīng)營和產(chǎn)業(yè)集聚發(fā)展,是加快農(nóng)業(yè)現(xiàn)代化進程的重要手段和有效方式。當(dāng)前,上至國家下至市縣,各個層面都在推動現(xiàn)代農(nóng)業(yè)園區(qū)發(fā)展,努力探索契合中國農(nóng)業(yè)特點、符合各地實際情況的現(xiàn)代農(nóng)業(yè)園區(qū)發(fā)展模式。浙江盡管土地面積偏小、農(nóng)業(yè)的規(guī)模與占經(jīng)濟的比重不大,但歷來富有改革精神、充滿創(chuàng)新活力,早在20世紀90年代就開始了現(xiàn)代農(nóng)業(yè)園區(qū)的探索與實踐,在推進農(nóng)業(yè)現(xiàn)代化的進程中始終走在前列。尤其是2010年,浙江省委、省政府作出建設(shè)現(xiàn)代農(nóng)業(yè)園區(qū)和糧食生產(chǎn)功能區(qū)(簡稱“兩區(qū)”)的戰(zhàn)略決策部署以來,經(jīng)過五年多的創(chuàng)建、摸索、實踐,現(xiàn)代農(nóng)業(yè)園區(qū)(重點是現(xiàn)代農(nóng)業(yè)綜合區(qū))建設(shè)取得了明顯成效,獲得了良好的經(jīng)濟、社會、生態(tài)效益,現(xiàn)代農(nóng)業(yè)園區(qū)建設(shè)作為浙江現(xiàn)代農(nóng)業(yè)發(fā)展的主抓手、主平臺作用得到充分發(fā)揮。本文以浙江省級現(xiàn)代農(nóng)業(yè)綜合區(qū)為重點,對現(xiàn)代農(nóng)業(yè)園區(qū)建設(shè)的目標任務(wù)、布局特點、工作舉措等進行了分析回顧。同時,通過開展專題調(diào)查,對五年來浙江現(xiàn)代農(nóng)業(yè)園區(qū)建設(shè)的成效進行系統(tǒng)的量化分析,并分別進行整體評價和差異性評價。從評價結(jié)果來看,五年來,浙江現(xiàn)代農(nóng)業(yè)園區(qū)建設(shè)成果明顯,在資金投入、基礎(chǔ)設(shè)施、設(shè)施裝備應(yīng)用、科技服務(wù)支撐、經(jīng)營主體培育、農(nóng)業(yè)發(fā)展質(zhì)量等方面較好的完成了預(yù)定指標,說明現(xiàn)代農(nóng)業(yè)園區(qū)建設(shè)總體思路正確,決策落實到位。同時,也分析了當(dāng)前存在的突出問題,如園園存在量多面廣、區(qū)域發(fā)展不平衡、輻射帶動能力偏弱等,在此基礎(chǔ)上,進一步探討浙江省現(xiàn)代農(nóng)業(yè)園區(qū)發(fā)展戰(zhàn)略,提出集現(xiàn)代農(nóng)業(yè)園區(qū)科學(xué)定點、強化新型主體的培育、構(gòu)建富有浙江特色的現(xiàn)代農(nóng)業(yè)園區(qū)運作模式于一體的浙江省現(xiàn)代農(nóng)業(yè)園區(qū)發(fā)展戰(zhàn)略,并據(jù)此給出了相應(yīng)的政策建議。
[Abstract]:The construction of modern agricultural parks and the promotion of appropriate agricultural scale management and industrial agglomeration are important means and effective ways to speed up the process of agricultural modernization. At present, from the top to the bottom of the country to the cities and counties. All levels are promoting the development of modern agricultural parks, trying to explore the development model of modern agricultural parks in accordance with the characteristics of Chinese agriculture and the actual situation in various places. Zhejiang Province has a small land area. The scale and proportion of agriculture in the economy is not large, but always full of reform spirit, full of innovative vitality, as early as 1990s began the exploration and practice of modern agricultural parks. In the process of promoting agricultural modernization has always been in the forefront, especially in 2010, Zhejiang Provincial Party Committee. Since the provincial government made the strategic decision to construct the modern agricultural park and the functional area of grain production (referred to as "two districts"), it has been established, groped, and practiced for more than five years. The construction of modern agricultural park (focus on modern agricultural comprehensive area) has achieved obvious results, and achieved good economic, social and ecological benefits. The construction of modern agricultural park as the main grasp of modern agricultural development in Zhejiang Province. The role of the main platform has been given full play. This paper focuses on Zhejiang provincial modern agricultural comprehensive area, analyzes the target task, layout characteristics, work measures and so on of the construction of modern agricultural park. At the same time. Through the special investigation, this paper makes a systematic quantitative analysis on the effect of the construction of Zhejiang modern agricultural park in the past five years, and carries on the overall evaluation and the difference evaluation separately. Zhejiang modern agricultural park construction results are obvious, in the investment, infrastructure, facilities and equipment applications, science and technology services support, management cultivation, agricultural development quality and other aspects of the better completion of the target. It shows that the overall idea of modern agricultural park construction is correct, and the decision-making is in place. At the same time, it also analyzes the current outstanding problems, such as a wide range of existing garden, unbalanced regional development, weak ability of radiation drive and so on. On this basis, the development strategy of Zhejiang modern agricultural park is further discussed, and the scientific fixed point of modern agricultural park is put forward to strengthen the cultivation of new main body. The development strategy of modern agricultural park in Zhejiang province is constructed, which is full of Zhejiang characteristics, and the corresponding policy suggestions are given.
