【摘要】：伴隨國際科技競爭的加劇以及金融危機(jī)對世界各國經(jīng)濟(jì)發(fā)展產(chǎn)生的巨大影響,世界各國都在尋找國家經(jīng)濟(jì)與科技發(fā)展的新的支撐點(diǎn)與動力,開始關(guān)注體現(xiàn)當(dāng)今世界知識經(jīng)濟(jì)、循環(huán)經(jīng)濟(jì)、低碳經(jīng)濟(jì)發(fā)展潮流并具有巨大發(fā)展?jié)摿�、對�?jīng)濟(jì)社會具有重大帶動和引領(lǐng)作用的戰(zhàn)略性新興產(chǎn)業(yè)。隨著我國及各區(qū)域創(chuàng)新驅(qū)動戰(zhàn)略的實(shí)施,創(chuàng)新能力建設(shè)成為區(qū)域戰(zhàn)略性新興產(chǎn)業(yè)(以下簡稱RSEI)發(fā)展的首要任務(wù)。區(qū)域戰(zhàn)略性新興產(chǎn)業(yè)創(chuàng)新是一個(gè)創(chuàng)新系統(tǒng)的動態(tài)運(yùn)作過程,隨著以“生態(tài)化”為導(dǎo)向的創(chuàng)新日益成為產(chǎn)業(yè)可持續(xù)發(fā)展的重要創(chuàng)新模式,加強(qiáng)產(chǎn)業(yè)創(chuàng)新生態(tài)系統(tǒng)建設(shè),提升產(chǎn)業(yè)創(chuàng)新生態(tài)化水平,實(shí)現(xiàn)資源消耗少、創(chuàng)新效率高、持續(xù)性強(qiáng)的創(chuàng)新,已成為區(qū)域戰(zhàn)略性新興產(chǎn)業(yè)快速和可持續(xù)發(fā)展的必然選擇。然而,區(qū)域戰(zhàn)略性新興產(chǎn)業(yè)創(chuàng)新生態(tài)化離不開政府的規(guī)劃和扶持,尤其是政府的科技支撐,因此探索區(qū)域戰(zhàn)略性新興產(chǎn)業(yè)創(chuàng)新生態(tài)化的政府科技支撐機(jī)制,對于完善區(qū)域以創(chuàng)新生態(tài)化為導(dǎo)向的戰(zhàn)略性新興產(chǎn)業(yè)科技支撐機(jī)制、加快推進(jìn)新興產(chǎn)業(yè)創(chuàng)新生態(tài)化進(jìn)程具有重要的理論意義和實(shí)際價(jià)值。本文在分析區(qū)域戰(zhàn)略性新興產(chǎn)業(yè)及其創(chuàng)新生態(tài)化的特點(diǎn)及影響因素基礎(chǔ)上,從演化動力、演化過程和升級條件三個(gè)方面揭示了區(qū)域戰(zhàn)略性新興產(chǎn)業(yè)創(chuàng)新生態(tài)化演化機(jī)理,明確了政府對區(qū)域戰(zhàn)略性新興產(chǎn)業(yè)創(chuàng)新生態(tài)化的科技支撐功能及作用方式并構(gòu)建了作用模型,從科技引導(dǎo)、科技服務(wù)、科技培育和科技平衡四個(gè)方面設(shè)計(jì)了政府科技支撐機(jī)制框架;分析了區(qū)域戰(zhàn)略性新興產(chǎn)業(yè)創(chuàng)新生態(tài)化的政府科技引導(dǎo)機(jī)制構(gòu)成與功能,重點(diǎn)優(yōu)化設(shè)計(jì)了科技計(jì)劃引導(dǎo)機(jī)制,包括科技計(jì)劃項(xiàng)目指南生成機(jī)制、經(jīng)費(fèi)配置與立項(xiàng)機(jī)制、實(shí)施監(jiān)控與驗(yàn)收機(jī)制,并構(gòu)建了科技計(jì)劃促進(jìn)產(chǎn)業(yè)創(chuàng)新生態(tài)化的有效性評價(jià)指標(biāo);明確了區(qū)域戰(zhàn)略性新興產(chǎn)業(yè)創(chuàng)新生態(tài)化的政府科技服務(wù)功能和載體,分別設(shè)計(jì)了科技服務(wù)需求識別機(jī)制、科技資源整合機(jī)制和科技服務(wù)匹配對接機(jī)制;遵循“核心產(chǎn)品→創(chuàng)新型企業(yè)→創(chuàng)新生態(tài)化網(wǎng)絡(luò)”培育思路,構(gòu)建了政府科技培育機(jī)制,包括戰(zhàn)略性新興產(chǎn)業(yè)核心產(chǎn)品篩選、孵化和衍生配套擴(kuò)散機(jī)制,設(shè)計(jì)創(chuàng)新型企業(yè)認(rèn)定和孵化機(jī)制,構(gòu)建了戰(zhàn)略性新興產(chǎn)業(yè)創(chuàng)新生態(tài)化核心網(wǎng)絡(luò)、配套網(wǎng)絡(luò)以及服務(wù)支持網(wǎng)絡(luò)培育機(jī)制;明確了政府科技平衡機(jī)制功能,構(gòu)建了科技平衡機(jī)制模型,設(shè)計(jì)了戰(zhàn)略性新興產(chǎn)業(yè)創(chuàng)新生態(tài)化科技支撐效果評估指標(biāo)與方法,并提出創(chuàng)新生態(tài)化的政府科技平衡策略;最后對黑龍江省戰(zhàn)略性新興產(chǎn)業(yè)(以下簡稱HSEI)的政府科技支撐機(jī)制進(jìn)行了實(shí)證研究,提出有關(guān)策略。本研究有利于促進(jìn)創(chuàng)新生態(tài)化理念在區(qū)域戰(zhàn)略性新興產(chǎn)業(yè)創(chuàng)新及其政府管理方面的應(yīng)用,為進(jìn)一步完善產(chǎn)業(yè)創(chuàng)新發(fā)展與管理理論方法提供參考,同時(shí)也為政府部門建立完善的區(qū)域戰(zhàn)略性新興產(chǎn)業(yè)創(chuàng)新生態(tài)化科技支撐體系以及制定有關(guān)規(guī)劃、政策和優(yōu)化管理方法提供方法支持與決策參考,對于提高政府對區(qū)域戰(zhàn)略性新興產(chǎn)業(yè)創(chuàng)新生態(tài)化支持的科學(xué)性和有效性、加快提升區(qū)域戰(zhàn)略性新興產(chǎn)業(yè)創(chuàng)新水平與競爭優(yōu)勢具有重要的理論價(jià)值和實(shí)際意義。
[Abstract]:With the tremendous impact of international science and technology competition and the financial crisis to the economic development of countries in the world, all the countries in the world are looking for new support for national economy and development of science and technology and power, began to focus on the knowledge-based economy, the world economic cycle, the trend of the development of low carbon economy and has great potential for development, has great impetus on the economy society and the leading role of strategic emerging industry. With the implementation of China's strategy of driving and regional innovation, innovation ability construction has become a regional strategic emerging industries (hereinafter referred to as RSEI) development of the primary task. Regional strategic emerging industrial innovation is a dynamic process of innovation system and innovation with the "ecological" orientation has become an important industry innovation mode of sustainable development, strengthen the construction of ecological industrial innovation system, improve the level of innovation of industrial ecology, To realize the resource consumption, innovation, high efficiency, strong innovation, has become the inevitable choice of regional strategic emerging industry, rapid and sustainable development. However, the regional strategic emerging industry innovation ecology cannot do without the government's planning and support, especially the government support of science and technology, so the exploration of regional strategic emerging industry innovation ecology the government science and technology supporting mechanism, to improve the regional ecological innovation oriented strategic emerging industries to accelerate scientific and technological support mechanism, has important theoretical significance and practical value to promote the new innovation of industrial ecology process.
