【摘要】：傳統(tǒng)的自然保護(hù)區(qū)管理模式通過對(duì)保護(hù)區(qū)居民采伐、捕獵等行為的禁止及活動(dòng)空間的限制,實(shí)現(xiàn)對(duì)自然保護(hù)區(qū)的管控。實(shí)踐證明,這種管控機(jī)制在維護(hù)公眾環(huán)境權(quán)的同時(shí),也損害了保護(hù)區(qū)社區(qū)居民的生存權(quán),使得保護(hù)區(qū)管理機(jī)構(gòu)與社區(qū)居民的緊張關(guān)系不斷升級(jí)。社區(qū)共管則兼顧公眾的環(huán)境權(quán)和居民的生存權(quán),一方面通過吸收保護(hù)區(qū)社區(qū)居民參與保護(hù)管理,提高管理效能,以保證自然保護(hù)區(qū)環(huán)境生態(tài)功能的實(shí)現(xiàn);另一方面通過開發(fā)保護(hù)區(qū)資源,改善保護(hù)區(qū)的民生,以滿足保護(hù)區(qū)社區(qū)居民生存權(quán)的需求,從而緩和保護(hù)區(qū)管理機(jī)構(gòu)與社區(qū)居民的緊張關(guān)系。社區(qū)共管優(yōu)勢(shì)明顯,勢(shì)必將成為自然保護(hù)區(qū)管理模式發(fā)展的方向。
[Abstract]:The traditional management mode of nature reserve realizes the control of nature reserve through the prohibition of cutting and hunting and the restriction of activity space. Practice has proved that this kind of control mechanism not only protects the public environmental rights, but also damages the right of survival of the community residents in the protected areas, which makes the tension between the management institutions of the reserves and the residents of the communities escalating. On the one hand, the community co-management takes into account the public environmental rights and residents' survival rights. On the one hand, it can ensure the realization of the environmental ecological function of nature reserves by absorbing the community residents in protected areas to participate in the protection and management, and improve the management efficiency. On the other hand, by developing the resources of protected areas, improving the livelihood of the protected areas, to meet the needs of the right to life of community residents in protected areas, thus easing the tension between the management agencies and community residents. The advantages of community management are obvious, which will become the development direction of nature reserve management mode.
