【摘要】:利用黃河干流水文、水質(zhì)、取耗水、排污等監(jiān)測數(shù)據(jù),考慮區(qū)間污染負(fù)荷輸入、污染物在水體中稀釋擴(kuò)散和衰減等要素,根據(jù)水環(huán)境自身演變規(guī)律,以省界斷面水體COD、氨氮濃度為主要因子,結(jié)合水資源管理需求劃分時(shí)間單元,構(gòu)建水污染損害責(zé)任模型,實(shí)現(xiàn)上游及本地超標(biāo)取水、排污對(duì)下游省(區(qū))出境斷面水質(zhì)超標(biāo)貢獻(xiàn)率的量化,從而界定損害責(zé)任關(guān)系。研究成果可為我國全面開展流域水環(huán)境補(bǔ)償相關(guān)損益核算提供實(shí)用的評(píng)估方法。
[Abstract]:Based on the monitoring data of hydrology, water quality, water consumption and sewage discharge of the main stream of the Yellow River, considering the input of the interval pollution load, the dilution, diffusion and attenuation of pollutants in the water body, and according to the evolution law of the water environment itself, With COD and ammonia nitrogen concentration as the main factors, combined with the water resources management needs to divide the time unit, the water pollution damage liability model was constructed to achieve the upstream and local exceeding the standard water intake. In order to define the damage liability relationship, the contribution rate of sewage discharge to the water quality of the exit section of the downstream province (region) is quantified. The research results can provide a practical evaluation method for the comprehensive calculation of the profit and loss of watershed water environment compensation in China.
