洛陽江流域跨行政區(qū)水污染治理研究

【摘要】:在我國,由于水資源的流動特性以及流域的跨行政區(qū)特性,流域水污染極易從某一行政轄區(qū)擴散到其他行政轄區(qū),從而產(chǎn)生跨行政區(qū)流域水污染問題。近年來,跨行政區(qū)的水污染事件頻發(fā),區(qū)域間沖突日益激化,成為我國現(xiàn)今水資源危機中的一大難題。本文在分析國內(nèi)外跨行政區(qū)流域水污染治理研究現(xiàn)狀以及相關(guān)研究理論的基礎(chǔ)上,針對洛陽江流域的現(xiàn)狀,分析出其水污染問題存在的主要原因為:多元利益主體存在利益沖突、合作的動力激勵和監(jiān)督約束不足、經(jīng)濟保障措施不完善、公眾參與機制未健全。綜合以上分析本文構(gòu)建了以府際合作為主導(dǎo)的復(fù)合型洛陽江流域跨行政區(qū)水污染治理模式。為了提高治理效率,需建立健全相關(guān)管理機制。包括完善跨區(qū)域合作的法律法規(guī)制度、完善水污染治理的聯(lián)合執(zhí)法機制、完善科學(xué)的考核獎懲制度、優(yōu)化流域生態(tài)補償機制、建立基礎(chǔ)設(shè)施共建共享機制、拓寬社會公眾參與渠道、完善社會公眾監(jiān)督機制、構(gòu)建環(huán)保資金扶持政策、建立合理的流域產(chǎn)業(yè)布局機制、健全排污權(quán)有償使用和交易制度、拓展“第三方治理”運作、建立多元化流域融資機制等等。
[Abstract]:In our country, due to the characteristics of water resources flow and the cross-administrative area of river basin, water pollution in river basin is easy to spread from one administrative area to other administrative areas, which results in the water pollution problem of cross-administrative basin in recent years. The frequent occurrence of cross-administrative water pollution events and the intensification of inter-regional conflicts have become a major problem in the current water resources crisis in China. Based on the analysis of the current research situation and related research theories of cross-administrative watershed water pollution control at home and abroad. In view of the present situation of Luoyang River Basin, the main causes of water pollution problems are analyzed. The main reasons are: the conflict of interest among the multi-interest subjects, the insufficient incentive and supervision of cooperation, the imperfection of economic guarantee measures. The mechanism of public participation is not perfect. In order to improve the efficiency of water pollution control, this paper constructs a compound water pollution control model of Luoyang River basin, which is dominated by inter-government cooperation. It is necessary to establish and perfect the relevant management mechanism, including perfecting the laws and regulations system of cross-regional cooperation, perfecting the joint law enforcement mechanism of water pollution control, perfecting the scientific system of examination, reward and punishment, and optimizing the ecological compensation mechanism of river basin. We should establish a sharing mechanism for the co-construction of infrastructure, broaden the channels of public participation, perfect the mechanism of supervision by the public, construct a policy of supporting environmental protection funds, establish a reasonable mechanism for industrial distribution in watersheds, and improve the system of compensation for the use and trading of pollution discharge rights. Expand the operation of third-party governance and establish diversified watershed financing mechanism and so on.
