【摘要】：“十三五”時期,是溫州進入了“拓展藍色經(jīng)濟空間、發(fā)展壯大海洋經(jīng)濟”的關(guān)鍵時期。溫州發(fā)展海洋經(jīng)濟的自然資源和社會資源支撐條件較好,與此同時,海洋資源利用、海洋產(chǎn)業(yè)發(fā)展、海洋生態(tài)環(huán)境等方面存在的問題也成為制約溫州海洋經(jīng)濟發(fā)展的重要因素。當前,溫州市海洋環(huán)境保護存在環(huán)保、海洋與漁業(yè)、海事、漁港監(jiān)督等“九龍鬧�！钡默F(xiàn)象,陸地、海洋環(huán)境保護執(zhí)法并未形成聯(lián)動、各自為政,相關(guān)數(shù)據(jù)未進行對接,出現(xiàn)環(huán)境污染防控真空地帶,海洋環(huán)境污染趨勢未得到遏制。同時,溫州海洋環(huán)境保護尚存在許多薄弱環(huán)節(jié),如防治海洋污染應(yīng)急能力薄弱,海洋環(huán)保技術(shù)支撐明顯不足、海洋環(huán)保污染防控綜合數(shù)據(jù)平臺未建立�；跍刂菔泻Ｑ蟓h(huán)保現(xiàn)狀的調(diào)研和分析,借鑒國內(nèi)外海洋環(huán)保海陸聯(lián)動理論和實踐經(jīng)驗,在海洋環(huán)境與海洋經(jīng)濟協(xié)調(diào)推進的前提下,探討基于海陸聯(lián)動機制下建立健全溫州市海洋環(huán)境保護綜合機制。本論文共分五部分研究內(nèi)容。第一部分為緒論部分。闡述海洋作為溫州經(jīng)濟發(fā)展、空間拓展、資源開展的重要平臺和載體,開展海陸聯(lián)動角度下的溫州海洋環(huán)保研究的重要和必要性。第二部分為相關(guān)概念和基礎(chǔ)理論。梳理分析國內(nèi)學者關(guān)于海陸聯(lián)動相關(guān)概念界定,明確海陸聯(lián)動的概念、建設(shè)的空間范圍。同時在海域聯(lián)動的理念下就海洋環(huán)保展開分析。第三部分為溫州市海洋環(huán)保現(xiàn)狀和問題分析。通過對溫州海洋概況,特別是海域概、海洋漁業(yè)資源、沿海灘涂資源、海島資源、海洋礦產(chǎn)資源、海洋能源的情況了解,分析溫州海洋環(huán)境質(zhì)量基本狀況,指出海洋環(huán)保缺乏海陸聯(lián)動導致的問題。第四部分為國內(nèi)外海陸聯(lián)動建設(shè)實踐經(jīng)驗借鑒。通過列舉美國、加拿大、日本,福建省、江蘇省南通市等國內(nèi)外海洋環(huán)保海陸聯(lián)動實踐案例,借此獲得在海陸聯(lián)動機制下的溫州海洋環(huán)保綜合機制啟示。第五部分為溫州海洋環(huán)保海陸聯(lián)動機制構(gòu)建與對策建議。針對溫州海洋環(huán)保缺乏海陸聯(lián)動導致的系列問題,從調(diào)整溫州沿海產(chǎn)業(yè)結(jié)構(gòu)、加強功能區(qū)劃、控制污染總量、聯(lián)動修復海洋環(huán)境、強化海洋管理等方面著手建立海陸聯(lián)動下的溫州海洋環(huán)保綜合機制。
[Abstract]:During the 13th Five-Year Plan period, Wenzhou entered the key period of "expanding the blue economic space and developing and strengthening the marine economy." Wenzhou has better supporting conditions for natural and social resources to develop the marine economy, and at the same time, the utilization of marine resources. The problems in marine industry development and marine ecological environment have also become important factors restricting the development of Wenzhou marine economy. At present, there are environmental protection, ocean and fishery, maritime affairs in Wenzhou City. The phenomenon of "Jiulong Panghai" such as fishing port supervision, land and marine environmental protection law enforcement has not formed a linkage, each of them has handled its own affairs, the relevant data have not been docked, and there is a vacuum in environmental pollution prevention and control. The trend of marine environmental pollution has not been stopped. At the same time, there are still many weak links in Wenzhou marine environmental protection, such as the weak emergency capacity to prevent and control marine pollution, and the obvious lack of technical support for marine environmental protection. The comprehensive data platform for prevention and control of marine environmental pollution has not been established. Based on the investigation and analysis of the present situation of marine environmental protection in Wenzhou City, and drawing lessons from the theory and practical experience of marine environmental protection and land interaction at home and abroad, under the premise of the coordinated promotion of marine environment and marine economy, This paper is divided into five parts: the first part is the introduction. The important platform and carrier of resource development, the importance and necessity of carrying out the marine environmental protection research in Wenzhou under the angle of sea and land linkage. The second part is related concepts and basic theories. Make clear the concept of sea and land interaction, the space scope of construction. At the same time, analyze the marine environmental protection under the concept of sea area linkage. The third part is the analysis of the current situation and problems of marine environmental protection in Wenzhou. Through the overview of Wenzhou ocean, especially the sea area, Understanding of marine fishery resources, coastal beach resources, island resources, marine mineral resources and marine energy resources, and analyzing the basic status of marine environmental quality in Wenzhou, The paper points out the problems caused by the lack of sea and land interaction in marine environmental protection. The fourth part refers to the practical experience of sea and land linkage construction at home and abroad. By listing the United States, Canada, Japan, Fujian Province, the United States, Canada, Japan, Fujian Province, Nantong City, Jiangsu Province, and other domestic and international practice cases of marine environmental protection, sea and land linkage, The fifth part is the construction and countermeasures of Wenzhou marine environmental protection linkage mechanism, aiming at a series of problems caused by the lack of sea and land interaction in Wenzhou marine environment. From the aspects of adjusting the industrial structure of Wenzhou coast, strengthening the functional zoning, controlling the total amount of pollution, repairing the marine environment and strengthening the marine management, the comprehensive mechanism of Wenzhou marine environmental protection under the combination of sea and land is established.
