【摘要】：新世紀以來我國經(jīng)濟高速發(fā)展,經(jīng)濟總量已躍居世界第二,全面建成小康社會已到關(guān)鍵階段,然而必須承認的是,各種環(huán)境問題也已成為困擾我國進步與發(fā)展的重大難題。面對如此嚴峻的形勢,黨中央圍繞環(huán)境保護,生態(tài)文明建設(shè)采取了一系列措施,這些生態(tài)保護思想與生態(tài)文明建設(shè)措施構(gòu)成了新世紀中國共產(chǎn)黨生態(tài)文明建設(shè)的思想與實踐內(nèi)容。本文試圖對我國在21世紀以后的生態(tài)文明建設(shè)思想和實踐進行了梳理、分析,并提出今后的努力方向。首先,本文對新世紀以來黨的生態(tài)建設(shè)思想進行了探討研究。分析了新世紀中國共產(chǎn)黨生態(tài)文明建設(shè)思想的理論淵源,具體包括馬克思恩格斯的生態(tài)思想、新世紀前主要中央領(lǐng)導(dǎo)人的生態(tài)思想、中國古代生態(tài)思想和西方可持續(xù)發(fā)展理論;以此作為理論基礎(chǔ),形成了“人與自然和諧發(fā)展”、“節(jié)約資源、保護環(huán)境”、“建立兩型社會”、“綠色發(fā)展、循環(huán)發(fā)展、低碳發(fā)展”以及“生態(tài)生產(chǎn)力”等具有中國特色的生態(tài)文明建設(shè)思想,這些思想繼承和發(fā)展了馬克思恩格斯的生態(tài)思想和中國特色社會主義理論體系內(nèi)容。其次,本文對新世紀中國共產(chǎn)黨生態(tài)文明建設(shè)的實踐內(nèi)容進行了分析研究。從加大生態(tài)文明建設(shè)財政投入力度,優(yōu)化國土空間開發(fā)格局,全面促進資源節(jié)約,加大自然生態(tài)系統(tǒng)和環(huán)境保護力度,加強生態(tài)文明制度建設(shè)這五個方面進行分析探討,論述了新世紀中國共產(chǎn)黨生態(tài)文明建設(shè)的實踐內(nèi)容。最后,本文在理解新世紀中國共產(chǎn)黨生態(tài)文明建設(shè)思想的基礎(chǔ)上,針對生態(tài)文明建設(shè)實踐過程中顯露出的問題與不足,論述了我國生態(tài)文明建設(shè)的下一步努力方向,主要從大力推進生態(tài)文明建設(shè)的良好社會風(fēng)尚、建立健全生態(tài)文明建設(shè)制度體系、重點推進對空氣和水資源的污染防治這三個方面進行了建議和論證。本文研究過程中的創(chuàng)新之處,主要體現(xiàn)在對我國生態(tài)文明建設(shè)的實踐分析方面。搜集整理國家環(huán)境保護財政投入數(shù)據(jù),直觀地展示出新世紀以來生態(tài)文明建設(shè)在國家發(fā)展中的地位。不足之處是在本文的最后一章,生態(tài)文明建設(shè)的努力方向部分,論述分析較淺,有待在今后加強研究。
[Abstract]:Since the new century, China's economy has developed at a high speed, the total economic volume has leapt to the second place in the world, and the building of a well-off society in an all-round way has reached a critical stage. However, it must be acknowledged that it is. A variety of environmental problems have become a major problem for the progress and development of our country. In the face of such a grim situation, the Party Central Committee has taken a series of measures around environmental protection and ecological civilization construction. These ecological protection thoughts and ecological civilization construction measures constitute the ideological and practical contents of the ecological civilization construction of the Communist Party of China in the new century. This paper attempts to advance the ecological civilization construction thought and practice of our country after 21th century. All right, combing. First of all, this paper probes into the Party's ecological construction thought since the new century, and analyzes the theoretical origin of the Party's ecological civilization construction thought in the new century. It includes the ecological thought of Marx and Engels, the ecological thought of the main central leaders before the new century, the ancient Chinese ecological thought and the western theory of sustainable development. Based on this theory, "harmonious development of man and nature", "conservation of resources, protection of the environment", "building a two-type society", "green development, circular development" have been formed. Low-carbon development "and" ecological productivity "with Chinese characteristics of ecological civilization construction ideas. These thoughts inherit and develop Marx and Engels' ecological thought and the content of socialism theory system with Chinese characteristics. Secondly. This paper analyzes and studies the practical contents of the construction of ecological civilization of the Communist Party of China in the new century, from increasing the financial input of ecological civilization construction, optimizing the pattern of land and space development, and promoting the conservation of resources in an all-round way. This paper analyzes and discusses the five aspects of strengthening the protection of natural ecosystem and environment, strengthening the construction of ecological civilization system, and discusses the practical contents of the construction of ecological civilization of the Communist Party of China in the new century. On the basis of understanding the construction thought of ecological civilization of the Communist Party of China in the new century, this paper discusses the next step of the construction of ecological civilization in China in view of the problems and deficiencies in the practice of ecological civilization construction. Mainly from vigorously promote the good social custom of ecological civilization construction, establish and perfect the system system of ecological civilization construction. Emphasis on the promotion of air and water pollution prevention and control of these three aspects of the recommendations and arguments. It is mainly reflected in the practical analysis of the construction of ecological civilization in China, and the collection and collation of national environmental protection financial input data. Intuitively show the status of ecological civilization construction in the national development since the new century. The deficiency is in the last chapter of this article, the direction of the construction of ecological civilization, discussed and analyzed shallowly. The research needs to be strengthened in the future.
