【摘要】：實(shí)施素質(zhì)教育是在理論與實(shí)踐的結(jié)合中不斷深化和豐富的過(guò)程,不僅要作為國(guó)家教育改革發(fā)展的戰(zhàn)略主題,也要成為教育工作者的工作主題。在"知"方面,必須認(rèn)識(shí)到素質(zhì)教育的實(shí)質(zhì)是立德樹(shù)人,要注重通識(shí)但不止于通識(shí),要包含和超越而不是排斥專(zhuān)業(yè)教育,是戰(zhàn)略主題而不是補(bǔ)充,是具有根本性、全局性、長(zhǎng)遠(yuǎn)性的統(tǒng)領(lǐng)教育改革之"綱"。在"行"方面,須在指導(dǎo)思想上,真正把素質(zhì)教育作為戰(zhàn)略主題;須在辦學(xué)實(shí)踐中,實(shí)現(xiàn)從教育觀念、內(nèi)涵到模式的轉(zhuǎn)變;須在培養(yǎng)格局上,形成德智體美相互融合的局面;須在體制機(jī)制上,建立適應(yīng)素質(zhì)教育的管理體系特別是評(píng)價(jià)體系;須在工作推進(jìn)中,把打造德能兼?zhèn)涞慕處熽?duì)伍作為重中之重。
[Abstract]:The implementation of quality education is a process of deepening and enriching in the combination of theory and practice, not only as the strategic theme of national education reform and development, but also as the work theme of educators. In the aspect of "knowledge", it is necessary to realize that the essence of quality education is to build people by virtue, to pay attention to general knowledge but not to general knowledge, to include and transcend professional education rather than to reject professional education, which is a strategic theme rather than a supplement, and is fundamental and comprehensive. The "outline" of the long-term education reform. In the aspect of "action", it is necessary to take quality education as the strategic theme in guiding ideology, to realize the transformation from educational concept, connotation to mode in the practice of running a school, to form a situation in which morality, intelligence, physical beauty and beauty are merged in the cultivation pattern. It is necessary to establish the management system, especially the evaluation system, which adapts to the quality education in the system and mechanism, and to make the teachers with both morality and ability the top priority in the course of the work.
