【摘要】：清廷于1644年入主中原后,在吉林烏拉一帶先后設(shè)立打牲烏拉總管衙門、烏拉協(xié)領(lǐng)衙門。打牲烏拉兩衙門作為皇家朝貢機(jī)構(gòu),專門負(fù)責(zé)采捕貢品,以供清皇室四時之需。打牲烏拉總管衙門在設(shè)立之初,直屬于內(nèi)務(wù)府都虞司,與駐防衙門互不統(tǒng)屬,是獨(dú)立于地方軍政機(jī)構(gòu)之外的納貢機(jī)構(gòu)。打牲烏拉總管衙門在二百多年的發(fā)展過程中,因地處于吉林將軍轄區(qū)內(nèi),隨著烏拉地區(qū)人丁增長以及打牲事務(wù)的增多,吉林將軍對打牲烏拉總管衙門相關(guān)事務(wù)的干預(yù)及監(jiān)管范圍不斷擴(kuò)大。在打牲烏拉總管衙門的官員選任、打牲事務(wù)、教育、稅收等社會生活方面,均有吉林將軍不同程度的參與。烏拉協(xié)領(lǐng)衙門作為從屬衙門,對不同事務(wù),需要聽從不同的領(lǐng)導(dǎo):如,在軍事方面,需聽命于吉林將軍;在貢品采捕方面,則需聽從打牲烏拉總管的調(diào)遣及其調(diào)配,由于這種雙重領(lǐng)導(dǎo)關(guān)系,顧此失彼的事情也時有發(fā)生。打牲烏拉兩衙門因打牲而設(shè),雖獨(dú)居一隅,卻不能完全獨(dú)立于地方軍政機(jī)構(gòu)之外,吉林將軍作為地方大員,對其轄區(qū)內(nèi)行政、軍事、官員選調(diào)等發(fā)揮著重要作用,打牲烏拉兩衙門在一定程度上需要服從吉林將軍的管理,以保證各項(xiàng)事務(wù)的正常運(yùn)行。
[Abstract]:Qing Dynasty in 1644 into the Central Plains, in the region of Jilin Wula has set up the Shoula Yamen, Ulahwa Yamen. As a royal tributary institution, the two Yamen were specially responsible for collecting and collecting tribute for the royal family at 04:00. At the beginning of the establishment of the Yamen, the head of the Shevula was directly under the Yusi Department of the House of the Interior, and was independent of the garrison Yamen and the tributary organization outside the local military and administrative organs. In the course of more than two hundred years of development, the Yamen, the chief administrative officer of the Shoula district, was in the general jurisdiction of Jilin Province. With the increase of the population and the increase in the number of animals in the Wula area, Jilin General to the Shoula Chief of Yamen-related matters of intervention and regulatory scope continues to expand. The general of Jilin participated in social life, such as selecting officials, attacking animal affairs, education, taxation and so on. As a subordinate to the Yamen, the Ulahwa Yamen needs to follow different leadership in different matters: for example, in the military field, it is required to obey General Jilin General; in the case of collecting and collecting tribute, it is necessary to listen to the dispatch and deployment of the chief of the Wullah chief of the attack. As a result of this kind of double leadership relationship, the thing that pays attention to one side also happens from time to time. Although the two Yamen of Sheula were set up because of the beating of animals, although they lived alone, they could not be completely independent of the local military and administrative organs. As a major member of the local authorities, General Jilin played an important role in the administration, military, and official selection and transfer of officials within his jurisdiction. To a certain extent, it is necessary to serve the management of General Jilin General in order to ensure the normal operation of all affairs.
