【摘要】：北宋神宗熙寧四年五月,正在試行雇役法的開封府東明縣的大量縣民因不滿官府為征收役錢重定的戶等而進(jìn)京越訴。反對(duì)變法之臣將此事歸咎于雇役法的施行,試圖借此迫使朝廷撤銷雇役法。事發(fā)之初,神宗與王安石的失措幾乎導(dǎo)致雇役法的夭折,但曾布、鄧綰、趙子^~等人的應(yīng)對(duì)與配合十分到位。他們或迅速面見王安石,助其控制事態(tài);或逐條辯駁反對(duì)派之言論;或揭發(fā)對(duì)事件負(fù)有重要責(zé)任的東明縣知縣賈蕃的違法事實(shí),為變法君臣將事件化"危"為"機(jī)"奠定了基礎(chǔ)。事后,變法君臣一方面針對(duì)東明縣民的訴求改進(jìn)雇役制,另一方面更加注意新法的系統(tǒng)性,變法派的理政能力亦由此得到提升。曾布由于事件中的出色表現(xiàn),奠定了其后在變法集團(tuán)中的核心地位。
[Abstract]:Shenzong Xining in the Northern Song Dynasty in May, a large number of people in Dongming County, Kaifeng Prefecture, who were trying out the law of employment, came to Beijing to sue because they were dissatisfied with the government's decision to collect money. Opponents of the reform blamed the execution of the servitude law in an attempt to force the court to rescind the servitude law. At the beginning of the incident, the panics of Shenzong and Wang Anshi almost led to the collapse of the law of servitude, but Zeng Bu, Deng Wan, Zhao Zi and others responded and cooperated very well. They either quickly meet with the Wang Anshi to help them control the situation; or they refute the opposition's statements one by one; or they expose the illegal facts of Tibet County, Dongming County, which has important responsibility for the incident. For the reform of the monarch, the event will be "dangerous" for the "opportunity" laid the foundation. Afterwards, on the one hand, the reform monarch aimed at the demands of the people in Dongming County to improve the employment system, on the other hand, pay more attention to the systematization of the new law. Zeng Bu, due to the outstanding performance in the incident, laid down the core position in the reform group.
