【摘要】：吏部乃尚書(shū)省第一曹部,執(zhí)掌選事,權(quán)責(zé)樞重。拓跋鮮卑建立的元魏政權(quán)以鞏固統(tǒng)治為根本,效仿魏晉,建立吏部來(lái)主管人事運(yùn)作。元魏吏部作為職官制度的關(guān)鍵組成,結(jié)構(gòu)周密、權(quán)責(zé)明晰、等級(jí)森嚴(yán)、品級(jí)有序,形成以吏部尚書(shū)為長(zhǎng)官,下轄吏部、考功、南主客和北主客的權(quán)力序列。完備的吏部體制的形成是消除太和改革前選部、吏部并存的現(xiàn)象,學(xué)習(xí)中原官制,并不斷發(fā)展的結(jié)果。元魏吏部主掌官員銓選、品鑒人才、厲行考課,同時(shí)在處理國(guó)家政務(wù),參訂典章制度等方面發(fā)揮著舉足輕重的作用。中古社會(huì)推崇清濁流品、家格門(mén)第,太和改革后的拓跋王朝奉此為圭臬,且吏部官職位高權(quán)重,既清且要,故而在選任標(biāo)準(zhǔn)即政治歸屬、家世門(mén)第、民族成分、起家官品、學(xué)識(shí)修養(yǎng)方面要求嚴(yán)格。與此同時(shí),吏部的任職和遷轉(zhuǎn)方式獨(dú)具特色,自成體系。吏部有力地推動(dòng)了元魏的官制完備,加強(qiáng)中央集權(quán),推動(dòng)元魏貴族制度的發(fā)展和胡人勛貴的漢化。從宏觀視角來(lái)說(shuō),元魏吏部體制上承魏晉,下啟隋唐,殊于同期南朝吏部體制,形成了對(duì)后世影響深遠(yuǎn)的職官制度,為中國(guó)古代職官制度的發(fā)展進(jìn)步增光添彩。
[Abstract]:The official Department is the first Cao Department of Shangshu Province, responsible for the election, power and responsibility pivot. Tuoba Xianbei established the Yuan and Wei regime based on the consolidation of the rule, imitating the Wei and Jin dynasties, and establishing the Department of officials to supervise personnel operation. As the key component of the official system of the Yuan Dynasty, the official department of the Yuan Dynasty, with its well-structured structure, clear powers and responsibilities, strict grades and orderly grades, formed the power sequence of the officials' Shang Shu as the chief, the official department under the jurisdiction of the official department, the examination of achievement, the subject and guest in the south and the subject and guest in the north. The formation of a complete system of officials is the result of eliminating the phenomenon of the coexistence of the departments of officials before the reform of Taihe and learning the official system of the Central Plains and developing continuously. In the Yuan Dynasty, the officials in charge of the Department of official selection, personnel, strict examination, at the same time in the handling of state affairs, to participate in the system of laws and regulations play a pivotal role. In the middle ancient society, it was highly regarded as the standard of the Qing Dynasty and the Tuoba Dynasty after the Taihe Reform, and the official position of the officials was high and important. Therefore, the criteria for selection were political ownership, family affiliation, ethnic composition, and starting official goods. Strict requirements are required in the field of learning and accomplishment. At the same time, the service and transfer of the Department of Civil Service has its own characteristics and its own system. The official department promoted the perfection of the official system of the Yuan and Wei dynasties, strengthened the centralization of power, and promoted the development of the aristocratic system of the Yuan and Wei dynasties and the Sinicization of the Huren Xiangui. From the macro angle of view, the official system of the Yuan and Wei dynasties inherited the Wei and Jin dynasties, and the lower Sui and Tang dynasties, especially in the same period of the Southern Dynasty official system, formed a far-reaching impact on future generations of the official system, for the development of the ancient Chinese official system to add glory to the progress.
