【摘要】：正奏折作文文書,始于清朝。奏意即進(jìn),中國古代凡人們言情于上,均可稱奏。秦初改書為奏,奏才成為臣子上書皇帝的專用文書。自漢迄明,上奏文書稱謂也各不相同,如奏議、奏疏、奏章等。清代奏折制度是君主集權(quán)專制制度加強(qiáng)的產(chǎn)物�？滴醭�,清朝已基本完成全國統(tǒng)一。在例行的題本、奏本之外,皇帝還任命一些事情,用密折報(bào)告一些官場隱私和民間動(dòng)態(tài),以便更加機(jī)密、快速地了解政情。查動(dòng)官吏。雍正時(shí),奏折使用范圍擴(kuò)大,不僅督、撫、提、鎮(zhèn)等高級官員可用,其他科道官員,甚至周知也可密折奏事。
[Abstract]:The writing document was written in the Qing Dynasty. The meaning of playing is advancing, in ancient China, all people can say love on the top, can be said to play.
