【摘要】：公共決策和公共治理中有效社會參與的實現(xiàn)可以從參與主體、參與形式、參與程度、參與保障、參與效果評估等多維度融合的角度努力。在參與主體維度上,主體的代表性、積極性和可行能力是影響參與有效性的基礎(chǔ)性要素。要使參與具有實質(zhì)影響性和推進(jìn)有效參與的實現(xiàn),其可能的路徑是:在參與代表性層面上,審慎確定利益相關(guān)者和參與主體,平衡公眾與專家的角色沖突,增加弱勢群體的參與機(jī)會和參與分量;在參與積極性層面上,建立社會參與的回應(yīng)機(jī)制和需求表達(dá)機(jī)制,保護(hù)和培育社會主體的參與熱情;在可行能力層面上,通過教育培訓(xùn)等方式提升參與者整體的參與素養(yǎng),并提高其組織化程度,以增強(qiáng)對話能力和對抗能力。
[Abstract]:The realization of effective social participation in public decision-making and public governance can be achieved from the perspective of multi-dimensional integration of the main body, the form of participation, the degree of participation, the security of participation, the evaluation of participation effect, and so on. In the dimension of participating subject, the representation, enthusiasm and feasible ability of the subject are the basic factors that affect the effectiveness of participation. In order to make participation meaningful and to promote the realization of effective participation, the possible path is to carefully identify stakeholders and participants at the representative level of participation, and to balance the conflict of roles between the public and experts. Increasing participation opportunities and participation of vulnerable groups; On the level of participation enthusiasm, the response mechanism and demand expression mechanism of social participation should be established to protect and cultivate the participation enthusiasm of social subjects. At the level of feasible ability, the participation literacy of participants is improved by means of education and training, and the degree of organization is improved, so as to enhance the ability of dialogue and confrontation.
