【摘要】：任何社會(huì)都是在參與與控制二者關(guān)系的矛盾運(yùn)動(dòng)中生存和發(fā)展的。社會(huì)治理如何,就在于對(duì)上述問題的解決。在參與和控制之間,過分強(qiáng)調(diào)哪方面都是不可取的。其中一方超出一方而長(zhǎng)期處于壓倒性優(yōu)勢(shì),都會(huì)使社會(huì)的正常發(fā)展受到危害。處理好政治參與和政治控制的關(guān)系,實(shí)現(xiàn)參與力量與控制機(jī)制二者均衡,將是一種有意義的探索。 本論文以政治參與和政治控制為分析范疇,采用均衡研究方法,探求在政治運(yùn)作過程中二者如何獲得均衡。論文由緒論、正文四章和結(jié)束語三部分構(gòu)成。主要內(nèi)容如下： 緒論,主要說明論文選題的緣由及其意義、國(guó)內(nèi)外研究現(xiàn)狀、研究思路、研究方法及擬解決的問題。 第一章,政治參與和政治控制的一般理論。結(jié)合中外學(xué)者已有的研究成果,詳細(xì)闡述了政治參與的類型與方式、價(jià)值、功能、后果,論述了政治控制的涵義、構(gòu)成要素、限度與范圍、結(jié)構(gòu)與方式。以此做鋪墊,為下面的分析提供理論背景。 第一章,政治參與與政治控制的關(guān)系模式。以“參與——控制”這一分析框架為基礎(chǔ),從理論和實(shí)踐層面上對(duì)政治參與與政治控制的關(guān)系模式作了深入的探討,認(rèn)為二者之間主要有三種關(guān)系模式,即“強(qiáng)參與——弱控制”,“弱參與——強(qiáng)控制”,“參與——控制”平衡。并指出“參與——控制”平衡是最佳模式。此外,還探討了政治參與的控制方式、政治參與中進(jìn)行政治控制的必要性。 第三章,政治參與視角下傳統(tǒng)政治近控制模式而臨挑戰(zhàn)。為分析哪些因素使得參與與控制的關(guān)系失去平衡,在這一章里剖析了傳統(tǒng)控制模式的特點(diǎn)以及面臨哪些挑戰(zhàn),這些挑戰(zhàn)使得傳統(tǒng)政治控制模式無法適應(yīng)政治參與的變化,從而引出政治控制模式的轉(zhuǎn)換與發(fā)展。 第四章,樹立新的政治參與觀與新的政治控制觀。在現(xiàn)代化過程中,為建構(gòu)政治參與與政治控制關(guān)系的均衡模式,實(shí)現(xiàn)二者的良性互動(dòng),就要對(duì)傳統(tǒng)的口標(biāo)模式進(jìn)行必要的調(diào)整,積極主動(dòng)地轉(zhuǎn)型。這主要是從兩個(gè)方向展開,一方面是將控制機(jī)制嵌入?yún)⑴c過程,另一方面是讓參與者參與控制過程。這樣,互相賦權(quán),實(shí)現(xiàn)共治,建構(gòu)一種能夠發(fā)揮雙方作用的關(guān)系模式。具體的路徑和措施有：提高政治制度化水平,構(gòu)建權(quán)限清晰的多元主體參與控制過程,使參與者成為控制中的力量之一,參與與控制地位的平等設(shè)定,建立利益均衡機(jī)制。 結(jié)語,社會(huì)就是在參與與控制的不斷博弈中前進(jìn)的,必須建立二者的均衡機(jī)制。參與與控制均衡理論的核心就是要深入探討二者之間的相互制約和相互合作關(guān)系,強(qiáng)調(diào)一方不能離開另一方而單獨(dú)發(fā)生作用。要通過各種手段使參與與控制協(xié)調(diào)發(fā)展,即實(shí)現(xiàn)有節(jié)制的參與和有限度的控制。 盡管政治參與和政治控制這兩個(gè)概念經(jīng)常出現(xiàn)在政治學(xué)研究中,但是就二者關(guān)系進(jìn)行系統(tǒng)探討和分析的專著或論文比較少見。本論文嘗試運(yùn)用均衡分析方法對(duì)這一問題進(jìn)行研究,可以說是一種全新的嘗試。不過文中對(duì)有些問題的探討尚未能充分展開,一些觀點(diǎn)和分析還存在不足之處,有待進(jìn)一步深入研究。
[Abstract]:Any society exists and develops in the contradictory movement between participation and control. The solution to the above-mentioned problems lies in how to govern society. It is not advisable to overemphasize any aspect between participation and control. It will be a meaningful exploration to deal with the relationship between political participation and political control, and to realize the balance between participation and control mechanism.
This paper takes political participation and political control as the analysis category, uses the balanced research method to explore how to achieve the balance in the process of political operation.
The introduction mainly explains the reason and significance of the topic selection, the research status at home and abroad, research ideas, research methods and problems to be solved.
The first chapter is the general theory of political participation and political control.Combining with the existing research results of Chinese and foreign scholars,this paper elaborates the types and modes,values,functions and consequences of political participation,and expounds the connotation,constituent elements,limits and scope,structure and mode of political control.This paves the way for the following analysis and provides the theoretical background.
The first chapter is about the relationship model between political participation and political control. Based on the analysis framework of "participation-control", this paper makes a thorough discussion on the relationship model between political participation and political control from the theoretical and practical levels. It holds that there are three main relationship models between the two, namely "strong participation-weak control" and "weak participation-weak control". It also points out that the "participation-control" balance is the best model. In addition, it discusses the control mode of political participation and the necessity of political control in political participation.
Chapter 3, the challenges faced by the traditional political near-control model from the perspective of political participation. In order to analyze the factors that make the relationship between participation and control unbalanced, this chapter analyzes the characteristics of the traditional control model and the challenges faced by it. These challenges make the traditional political control model unable to adapt to the changes of political participation, thus leading to The transformation and development of political control mode.
In the process of modernization, in order to construct a balanced model of the relationship between political participation and political control, and to realize the positive interaction between them, it is necessary to adjust the traditional slogan model and actively transform it. This is mainly from two directions. On the one hand, it is necessary to control the relationship between political participation and political control. The mechanism is embedded in the process of participation, on the other hand, the participants are allowed to participate in the process of control. In this way, the participants are empowered to each other, to achieve co-governance and to construct a relationship model that can play the role of both sides. One of them is to participate in and control the equality of status, and to establish a mechanism for balancing interests.
The core of the equilibrium theory of participation and control is to probe into the mutual restriction and cooperative relationship between the two, and emphasize that one side can not leave the other side and play a separate role. Coordinated development means achieving controlled participation and limited control.
Although the concepts of political participation and political control often appear in political studies, there are few monographs or papers on the systematic discussion and analysis of the relationship between political participation and political control. This paper attempts to use equilibrium analysis method to study this problem, which can be said to be a new attempt. There are still some deficiencies in some viewpoints and analysis that have not yet been fully developed.
