【摘要】：越南的權力監(jiān)督改革主要緣于正式規(guī)則的連續(xù)性累積作用,非正式規(guī)則的漸進、內生式影響以及特殊利益集團保持制度變遷慣性的推動力。其中,憲政制度、國家治理模式與融合型文化及宗教信仰的結合,共同奠定了多元監(jiān)督之基,而頂層設計的缺失和意識形態(tài)之爭又為其憑添變數(shù);全局視域下,經濟體制轉型和權力格局的調整,共同構筑了越南權力監(jiān)督改革的穩(wěn)定性,而法律規(guī)制效果欠佳、權力崇拜與服從型政治文化以及權力紅利的存在則是改革漸進性的重要原因;特殊利益集團關于權力監(jiān)督的態(tài)度認知和風險成本,使內發(fā)式監(jiān)督陷入困境,執(zhí)政黨的外部效應成為決定改革成敗的關鍵。
[Abstract]:The reform of power supervision in Vietnam is mainly due to the continuous accumulation of formal rules, the gradual evolution of informal rules, the endogenous influence and the driving force of special interest groups to maintain the inertia of institutional change. Among them, the combination of constitutional system, national governance model and fusion culture and religious belief has laid the foundation of pluralistic supervision, and the lack of top-level design and ideological controversy have added variables to it. The transformation of economic system and the adjustment of power structure together build the stability of the reform of power supervision in Vietnam, but the effect of legal regulation is not good, the existence of political culture of power worship and servitude and the existence of power dividend are the important reasons for the gradual reform. The attitude cognition and risk cost of special interest group on power supervision make the internal supervision fall into a dilemma and the external effect of the ruling party becomes the key to the success or failure of the reform.
