【摘要】：作為國(guó)內(nèi)一種新興研究領(lǐng)域的開拓,民族政治發(fā)展研究既是民族國(guó)家現(xiàn)實(shí)發(fā)展的呼喚,也是民族政治學(xué)學(xué)科發(fā)展的需要。為促進(jìn)民族政治發(fā)展研究的有序開展和規(guī)范前行,需要建構(gòu)民族政治發(fā)展理論體系。從理論上看,該體系可以為民族政治發(fā)展研究的拓展和深化奠定學(xué)理基礎(chǔ)、廓清研究框架；從實(shí)踐上看,該體系可以憑借自身的解釋力和適用性,為中國(guó)民族政治發(fā)展的現(xiàn)實(shí)服務(wù)。本文即是建構(gòu)該理論體系的努力和嘗試。 文章以民族政治發(fā)展研究得以成立的理論邏輯和現(xiàn)實(shí)依據(jù)為切入點(diǎn),以此導(dǎo)入民族政治發(fā)展理論體系建構(gòu)問題。之后,從對(duì)民族政治發(fā)展的理論淵源、基本內(nèi)涵的分析入手,探討作為民族政治發(fā)展載體的民族政治體系的發(fā)展,以及作為民族政治發(fā)展主體的民族共同體的發(fā)展。最后,還討論了民族與國(guó)家政治關(guān)系的協(xié)調(diào)發(fā)展問題,以此作為該理論體系的補(bǔ)充和延伸。 本研究以歷史唯物主義為指導(dǎo),堅(jiān)持歷史與邏輯相統(tǒng)一、事實(shí)與價(jià)值相結(jié)合的方法論原則,以民族政治學(xué)為專業(yè)背景,結(jié)合發(fā)展政治學(xué)的學(xué)科知識(shí),借鑒民族學(xué)、社會(huì)學(xué)、歷史學(xué)等相關(guān)學(xué)科的理論與方法,進(jìn)行跨學(xué)科、綜合性的理論研究。文獻(xiàn)分析法、比較分析法、規(guī)范分析法和案例分析法,是本文的主要研究方法。 文章由導(dǎo)論、正文和結(jié)語三個(gè)部分組成。其中,導(dǎo)論主要介紹了選題意義、研究現(xiàn)狀、“民族”概念的使用邊界、思路與方法,以及結(jié)構(gòu)與要點(diǎn)。 正文分為五章。第一章,是民族政治發(fā)展的理論溯源。民族政治發(fā)展理論體系是要建構(gòu)在相關(guān)理論研究成果基礎(chǔ)之上的,這些理論主要包括馬克思主義民族理論、政治發(fā)展理論、西方民族主義理論、多元文化主義理論和族際政治理論,等等。對(duì)于這些理論主張的梳理,有利于該理論體系的建構(gòu)；第二章,是民族政治發(fā)展的基本內(nèi)涵。廓清其基本內(nèi)涵是推進(jìn)本研究順利開展的基礎(chǔ)。本章從概念界定入手,把民族政治發(fā)展的基本內(nèi)容劃分為“民族政治體系的發(fā)展”和“民族共同體的發(fā)展”兩個(gè)層面,之后討論了原生形態(tài)、衍生形態(tài)和后發(fā)形態(tài)這三種民族政治發(fā)展模式；第三章,是民族政治體系的發(fā)展。民族政治體系是民族政治發(fā)展的載體,其發(fā)展主要包括民族國(guó)家政治體系發(fā)展、民族地方政治體系發(fā)展和非國(guó)家形態(tài)民族政治體系發(fā)展。就前者而言,包括單一民族國(guó)家發(fā)展和多民族國(guó)家發(fā)展,實(shí)現(xiàn)國(guó)族的“一體多元”是其方向。就中者而言,包括民族地方立法體系的建構(gòu)、民族地方政府能力的提升等內(nèi)容。就后者而言,包括民族村社政治體系的良性運(yùn)行和民族政治社團(tuán)政治參與的有序和有效等內(nèi)容；第四章,是民族共同體的發(fā)展。民族共同體是民族政治發(fā)展的主體,其發(fā)展主要包括民族個(gè)體發(fā)展和民族群體發(fā)展兩個(gè)層面。就前者而言,如何實(shí)現(xiàn)民族身份與公民身份的統(tǒng)合,以及承擔(dān)不同政治角色(領(lǐng)袖、精英和群眾)民族個(gè)體政治作用的發(fā)揮和協(xié)調(diào),是其主要內(nèi)容。就后者而言,主要包括族群政治發(fā)展與族際政治整合兩個(gè)方面,實(shí)現(xiàn)兩者的良性互動(dòng)是促進(jìn)民族群體發(fā)展的應(yīng)有之義；第五章,是民族與國(guó)家政治關(guān)系的協(xié)調(diào)。想要實(shí)現(xiàn)民族政治發(fā)展,還需協(xié)調(diào)民族與國(guó)家之間的政治關(guān)系。這些關(guān)系主要包括民族利益與國(guó)家利益、民族認(rèn)同與國(guó)家認(rèn)同、民族建設(shè)與國(guó)家建設(shè)等等。文章主張通過“多元一體”的思路協(xié)調(diào)民族利益與國(guó)家利益的關(guān)系,以“共存共生”的理念協(xié)調(diào)民族認(rèn)同與國(guó)家認(rèn)同的關(guān)系,而協(xié)調(diào)民族建設(shè)與國(guó)家建設(shè)的前提,是要修正一些觀念上的誤區(qū)。 結(jié)語就本研究的基本結(jié)論、各主要內(nèi)容與本文研究主旨之間的邏輯關(guān)系,以及本研究的討論框架與研究前景做了說明。 鑒于民族政治發(fā)展問題的現(xiàn)實(shí)性、敏感性和重要性,民族政治發(fā)展研究具有重大的學(xué)術(shù)價(jià)值和強(qiáng)烈的現(xiàn)實(shí)意義,擁有開闊的研究場(chǎng)域和豐富的研究層次,迫切期待著更多學(xué)人的學(xué)術(shù)投入。
[Abstract]:As a new research field in China, the study of national political development is not only the call for the development of national state, but also the need of the development of national political science. In order to promote the research of national political development in an orderly way and standardize its advance, it is necessary to construct a theoretical system of national political development. In theory, the system can be the people. The development and deepening of the study of ethnic political development has laid the foundation for the study and clarifies the research framework. In practice, the system can serve the reality of China's national political development by virtue of its own explanatory power and applicability. This article is the effort and attempt to construct the theoretical system.
Based on the theoretical logic and realistic basis of the study of national political development, the article introduces the theoretical system of national political development, and then, starting with the analysis of the theoretical origin and basic connotation of the national political development, discusses the development of the national political system as the carrier of the national political development, as well as the development of the national political development. In the end, the coordinated development of the political relations between the nation and the state is discussed as a supplement and extension of the theoretical system.
This study, guided by historical materialism, adheres to the unification of history and logic, the methodology of combination of facts and values, with national politics as a professional background, combining the subject knowledge of the development of political science, and drawing on the theories and methods of related disciplines, such as ethnology, sociology and history, to carry out a comprehensive and comprehensive theoretical study. Offering analysis, comparative analysis, normative analysis and case analysis are the main research methods of this article.
The article is composed of three parts: introduction, text and conclusion. The introduction mainly introduces the significance of the topic, the present situation, the use of the concept of "nationality", ideas and methods, as well as the structure and key points.
The text is divided into five chapters. The first chapter is the origin of the theory of national political development. The theoretical system of national political development should be based on the results of relevant theoretical research. These theories include Marx's national theory, the theory of political development, the theory of western nationalism, the theory of Multiculturalism and the political theory of the ethnic groups, and so on. The combing of these theories is conducive to the construction of the theoretical system; the second chapter is the basic connotation of the development of national politics. The clarification of its basic connotation is the basis for promoting the smooth development of this study. The development of the community "two levels, then discussed the primary form, the derivative form and the post form of the three ethnic political development patterns; the third chapter is the development of the national political system. The national political system is the carrier of the national political development, and its development mainly includes the development of the political system of the national state and the development of the national political system. In terms of the former, the development of the single national state and the development of multi-ethnic countries and the realization of the "one pluralism" of the nation are the direction of the former. In the case of the Chinese, the construction of the national local legislative system and the promotion of the ability of the national local government, as far as the latter is concerned, include the politics of the national village society. The good operation of the system and the orderly and effective political participation of the national political community; the fourth chapter is the development of the national community. The national community is the main body of the national political development, and its development mainly includes the two aspects of the national individual development and the development of the ethnic group. As for the former, how to realize the national identity and Citizenship Integration, and the play and coordination of the political role of ethnic individuals in different political roles (leaders, elites and the masses) are its main content. In the latter part, it mainly includes two aspects of ethnic political development and inter ethnic political integration, and the realization of the positive interaction between the two is the proper meaning of promoting the development of ethnic groups; the fifth chapter is the nation and the nation. The coordination of national political relations. In order to achieve national political development, it is necessary to coordinate the political relations between the nation and the state. These relationships include national interests and national interests, national identity and national identity, national construction and national construction, etc.. The article advocates the coordination of national interests and national interests through a "pluralistic" idea. The conclusion is about the basic conclusions of this study, the logical relationship between the main contents and the main thrust of this study, as well as the discussion framework and research prospects of this study.
In view of the reality, sensitivity and importance of the problem of national political development, the study of national political development has great academic value and strong practical significance. It has an open research field and a rich level of research, and is eager for more academic input.
