【摘要】：當(dāng)前,中國正處在社會轉(zhuǎn)型的關(guān)鍵時期,各種新問題、新矛盾層出不窮,價值、利益多元化特征日益明顯。中國公共政策執(zhí)行作為社會價值分配的重要實現(xiàn)手段之一,考量和整合諸多的價值和利益關(guān)系是其所要解決的基本問題之一。隨著改革開放的深入發(fā)展,越來越多的主體,包括政策執(zhí)行主體以及各種類型的政策目標(biāo)群體和社會公眾等均參與到公共政策執(zhí)行過程中,為實現(xiàn)自身的價值、利益的最大化而與其他局中人展開激烈的競爭,使得公共政策執(zhí)行過程充斥著各種價值矛盾和沖突,主要表現(xiàn)為:公共政策執(zhí)行主體內(nèi)在確定性價值和外在規(guī)定性價值間的沖突;公共政策執(zhí)行體系內(nèi)層級間的價值沖突;公共政策執(zhí)行主體與目標(biāo)群體的價值沖突,由此導(dǎo)致了公共政策沒有得到執(zhí)行或在執(zhí)行過程中走樣、變形等不良后果,使得公共政策難以擔(dān)負(fù)起協(xié)調(diào)各種利益、價值關(guān)系,體現(xiàn)社會公正的職責(zé)。為有效解決這些問題,必須在公共政策執(zhí)行過程中努力協(xié)調(diào)好各方利益,強(qiáng)化責(zé)任意識;優(yōu)化執(zhí)行體系,規(guī)范執(zhí)行職權(quán);培養(yǎng)參與型文化,營造良好的輿論監(jiān)督氛圍,以有效化解和整合公共政策執(zhí)行過程中的價值沖突,實現(xiàn)公共政策的有效執(zhí)行。 本文以價值沖突為視角,深刻剖析公共政策執(zhí)行困境產(chǎn)生的原因和內(nèi)在機(jī)理,并提出有相應(yīng)的的對策和措施,這不僅對于深化公共政策過程理論研究,拓展公共政策執(zhí)行研究視野具有重大的理論價值,而且對于化解和整合政策執(zhí)行過程中的各種價值沖突和矛盾,樹立和落實科學(xué)發(fā)展觀和正確政績觀,實現(xiàn)政策執(zhí)行的高質(zhì)量和社會的大和諧,均具有重要的實踐意義。
[Abstract]:At present, China is in the critical period of social transformation. As one of the important means of social value distribution, the implementation of Chinese public policy is one of the basic problems to be solved by considering and integrating many value and interest relations. With the deepening development of reform and opening up, more and more subjects, including the main body of policy implementation, as well as various types of policy target groups and the public participate in the process of public policy implementation, in order to realize their own value. The maximization of benefits and the fierce competition with others make the process of public policy implementation full of various value contradictions and conflicts. The main manifestations are: the conflict between the deterministic value and the external mandatory value of the public policy executive body; the value conflict between the levels within the public policy implementation system; the value conflict between the public policy executive subject and the target group; As a result, the public policy has not been carried out or distorted in the process of implementation, which makes it difficult for the public policy to take on the responsibility of coordinating various interests, value relations and reflecting social justice. In order to solve these problems effectively, we must coordinate the interests of all parties and strengthen the sense of responsibility in the process of public policy implementation; optimize the implementation system, standardize the executive power, cultivate a participatory culture, and create a good atmosphere of public opinion supervision. In order to effectively resolve and integrate the value conflict in the process of public policy implementation, realize the effective implementation of public policy. From the perspective of value conflict, this paper deeply analyzes the causes and internal mechanism of the dilemma of public policy implementation, and puts forward corresponding countermeasures and measures, which is not only for deepening the theoretical study of public policy process, It is of great theoretical value to expand the research field of public policy implementation, and to resolve and integrate all kinds of value conflicts and contradictions in the process of policy implementation, and to establish and implement the scientific concept of development and the correct view of political achievement. It is of great practical significance to realize the high quality of policy implementation and the great harmony of society.
