【摘要】:公共決策的科學(xué)化與民主化一直以來都是各國政府面對的一個(gè)重要問題,而促進(jìn)公共決策科學(xué)化、民主化的重要途徑即是公民參與公共決策。公民參與的實(shí)質(zhì)性意義在于公民參與的可操作性,而公民參與決策的方式也是公民順利進(jìn)入到政府公共決策過程的重要保證。在二十一世紀(jì)的今天,公共管理者與公民之間更應(yīng)該是一種合作的關(guān)系,因此公民參與公共決策的方式更強(qiáng)調(diào)其積極地參與到公共決策的各個(gè)過程中去。這就要求公共政策制定者在政策供給時(shí)必須要考慮公民的利益需求,切實(shí)將公民參與納入到公共決策過程中來,從而提升政府公共服務(wù)品質(zhì)。但目前我國公共管理者對于公民參與公共決策制定過程的關(guān)注還遠(yuǎn)遠(yuǎn)不夠,公民參與的具體機(jī)制亦不成熟。西方國家興起的行政改革浪潮,為公民有效參與決策過程提供了一個(gè)全新的視角。它既有利于推動(dòng)人類社會(huì)政治文明的進(jìn)程,也有利于服務(wù)型政府的建構(gòu)和社會(huì)主義和諧社會(huì)的建設(shè)。 本文從系統(tǒng)性的閘述托馬斯教授公民參與決策理論入手,期望能給我國公共決策中公民參與決策體制的完善有所幫助。本文詳細(xì)闡述了托馬斯教授的公民參與決策理論構(gòu)建的一個(gè)公民積極參與的有效決策模型,分析了其為公共管理者提供了5種可供選擇的決策方式。在這個(gè)模型中,托馬斯教授反復(fù)思考并介紹的公共管理者在不同決策背景下,需要如何界定標(biāo)準(zhǔn)進(jìn)而選擇不同范圍及不同程度的公民參與這一核心問題,這恰恰也是中國政府管理者在當(dāng)今公民參與決策迅速發(fā)展的背景下迫切需要回應(yīng)的問題。本文通過分析公民參與決策的適宜度,為管理者提出相應(yīng)的特定政策問題的公民參與方式,為了方便對這些技術(shù)方法進(jìn)行選擇。本文還詳細(xì)闡述了公民參與決策技術(shù)的分類標(biāo)準(zhǔn),分別是以獲取信息為目標(biāo)的公民參與和以增進(jìn)政策可接受性的公民參與。最后,為公民參與決策提出了公民參與的共同生產(chǎn):化及公民參與決策角色的制度化兩種公民參與的新形式。 本文以公共決策中的公民參與問題作為選題,其研究目的在于幫助公共管理者一定程度上確定公民參與的標(biāo)準(zhǔn)及方式,從而促進(jìn)公共管理者與公民參與之間的良性互動(dòng)和合作,形成有效、有序的公民參與決策氛圍。因此,本文在客觀評價(jià)托馬斯公民參與決策理論的基礎(chǔ)上,提出了其理論對我國公民參與決策的現(xiàn)現(xiàn)啟示,尤其在增進(jìn)公民參與決策的有序化和捉升公共管理者管理技能方面的借鑒意義。
[Abstract]:The scientization and democratization of public decision-making has always been an important issue facing governments of all countries, and the important way to promote the scientization of public decision-making is for citizens to participate in public decision-making. The substantive significance of citizen participation lies in the maneuverability of citizen participation, and the way of citizen participation in decision-making is also an important guarantee for citizens to enter the government public decision-making process smoothly. In the 21 century, the relationship between public administrators and citizens should be more cooperative, so the way that citizens participate in public decision-making emphasizes their active participation in all the processes of public decision-making. This requires public policy makers to take into account the interests of citizens in the policy supply process and to effectively integrate citizen participation into the process of public decision-making so as to improve the quality of government public service. However, at present, the attention of public administrators on citizen participation in public decision-making process is far from enough, and the concrete mechanism of citizen participation is not mature. The wave of administrative reform in western countries provides a new perspective for citizens to participate in the decision-making process effectively. It is not only conducive to promoting the process of political civilization of human society, but also conducive to the construction of service-oriented government and the construction of a harmonious socialist society. This paper begins with the systematic introduction of Thomas' theory of citizen participation in decision-making, hoping that it will be helpful to improve the system of citizen participation in public decision making in our country. This paper expounds in detail an effective decision-making model of citizen active participation, which is constructed by Professor Thomas' theory of citizen participation, and analyses five kinds of decision-making modes that can be chosen for public administrators. In this model, Professor Thomas repeatedly pondered and introduced the central question of how public administrators, in different decision-making contexts, need to define criteria and then select different ranges and degrees of citizen participation. This is precisely the question that Chinese government managers urgently need to respond to in the context of the rapid development of citizen participation in decision-making. Based on the analysis of the suitability of citizen participation in decision-making, this paper puts forward the corresponding specific policy issues for managers to participate in citizen participation, in order to facilitate the choice of these technical methods. This paper also elaborates on the classification criteria of citizen participation in decision-making, which are citizen participation with the aim of obtaining information and citizen participation with the aim of enhancing policy acceptability. Finally, two new forms of citizen participation are put forward for citizen participation in decision-making, that is, the co-production of citizen participation and the institutionalization of citizen participation in decision-making role. The purpose of this paper is to help public administrators to determine the standards and ways of citizen participation to a certain extent, so as to promote the positive interaction and cooperation between public administrators and citizens. To form an effective and orderly atmosphere for citizens to participate in decision-making. Therefore, based on the objective evaluation of Thomas' theory of citizen participation in decision-making, this paper puts forward the present enlightenment of his theory on the participation of Chinese citizens in decision-making. Especially in enhancing citizen participation in decision-making orderly and to capture the management skills of public managers.
