【摘要】：成本是經(jīng)濟學的概念,人類的經(jīng)濟活動要講成本。但經(jīng)濟學的成本原則不能無原則地擴展和推廣到社會生活的一切領(lǐng)域,尤其是政治領(lǐng)域。政治活動的首要原則是正義,人類社會為了追求進步,有時不但不能講成本,甚至還要不惜一切代價。經(jīng)濟學的成本是可以選擇的,而民主的成本卻無法選擇,民主博弈的結(jié)果往往不可預見。民主的進程是人類社會的一種自然歷史過程。減少民主進程中的陣痛和動蕩,不是用民主的成本遏制人們的民主參與,而是要正視民主成本的正當性和合理性,廣泛促進人民自由而平等的參與。現(xiàn)代社會的基本價值如正義、自由、法治與和諧,只有在民主的基礎(chǔ)上才能產(chǎn)生。
[Abstract]:The cost is the concept of economics, the human economic activity must stress the cost. But the cost principle of economics cannot be expanded and extended to all fields of social life, especially politics. The first principle of political activity is justice. In order to pursue progress, human society sometimes can not only pay no attention to cost, but also at all costs. The cost of economics can be chosen, but the cost of democracy can not be chosen. The result of democratic game is often unpredictable. The process of democracy is a natural historical process of human society. To reduce the pain and turbulence in the democratic process is not to use the cost of democracy to restrain people's democratic participation, but to face up to the legitimacy and rationality of the democratic cost and to promote the people's free and equal participation. The basic values of modern society, such as justice, freedom, rule of law and harmony, can only come into being on the basis of democracy.
