【摘要】：20世紀(jì)70、80年代，計(jì)算機(jī)網(wǎng)絡(luò)蓬勃發(fā)展，使人類社會(huì)開始邁入網(wǎng)絡(luò)化時(shí)代。網(wǎng)絡(luò)的發(fā)展，不僅全面變革著社會(huì)經(jīng)濟(jì)、政治、文化領(lǐng)域，而且也對(duì)人們的生活方式和思維方式產(chǎn)生重大影響。隨著這種影響在政治領(lǐng)域的深入，網(wǎng)絡(luò)政治學(xué)應(yīng)運(yùn)而生，網(wǎng)絡(luò)政治也悄然形成。網(wǎng)絡(luò)政治的興起，不僅賦予政治文化新的內(nèi)涵，使政治文化呈現(xiàn)出一系列新特征，而且也給政治文化發(fā)展帶來了重大影響。就中國而言，網(wǎng)絡(luò)政治興起于20世紀(jì)90年代，在這種時(shí)代背景的影響下，我國政治文化開始了由傳統(tǒng)向現(xiàn)代的變遷，這其中既有積極的進(jìn)步，亦有亟需解決的問題。因此，我們必須結(jié)合網(wǎng)絡(luò)政治時(shí)代的特點(diǎn)，針對(duì)政治文化發(fā)展存在的問題找出應(yīng)對(duì)措施，以更好地適應(yīng)時(shí)代發(fā)展的要求，推動(dòng)我國社會(huì)主義現(xiàn)代化建設(shè)的順利進(jìn)行與和諧社會(huì)目標(biāo)的實(shí)現(xiàn)。 本文正文共分四章內(nèi)容： 第一章，網(wǎng)絡(luò)政治與政治文化的基本理論，包括網(wǎng)絡(luò)政治的概念與特征和網(wǎng)絡(luò)政治視野下政治文化的內(nèi)涵與特征兩部分。網(wǎng)絡(luò)政治是指政治主體通過網(wǎng)絡(luò)新媒體對(duì)政治系統(tǒng)施加影響以實(shí)現(xiàn)自身利益訴求的政治現(xiàn)象。它具有主體的平等性、形式的虛擬性、溝通的便捷性和信息的交互性特征。而網(wǎng)絡(luò)政治視野下政治文化的內(nèi)涵與一般政治文化內(nèi)涵不同，是指社會(huì)成員借助于以互聯(lián)網(wǎng)技術(shù)為基礎(chǔ)的網(wǎng)絡(luò)新媒體在長期的社會(huì)生活和實(shí)踐中所形成的政治價(jià)值取向、政治心理特征和政治行為模式的總和，包括政治觀念、政治態(tài)度、政治人格、政治信仰、政治思維、政治參與意識(shí)等內(nèi)容，具有開放性、多元性、沖突性和發(fā)展性特征。 第二章，網(wǎng)絡(luò)政治對(duì)政治文化的影響。隨著網(wǎng)絡(luò)技術(shù)在政治領(lǐng)域影響的深入，網(wǎng)絡(luò)政治應(yīng)運(yùn)而生，并對(duì)政治文化產(chǎn)生深刻影響。它在塑造一種新型政治文化、普及政治知識(shí)、提高公民政治參與意識(shí)、拓展公民政治社會(huì)化渠道的同時(shí)，也沖擊主導(dǎo)政治文化、消解人們的政治信仰、導(dǎo)致政治價(jià)值取向多元化、容易引發(fā)非理性政治參與。 第三章，，我國政治文化在網(wǎng)絡(luò)政治時(shí)代的變遷。網(wǎng)絡(luò)政治作為一種新的政治發(fā)展模式，必然會(huì)對(duì)上層建筑中的政治文化產(chǎn)生重大影響，促使其實(shí)現(xiàn)由傳統(tǒng)向現(xiàn)代的變遷。一方面，它使政治文化由臣民型轉(zhuǎn)向公民型、政治觀念由集權(quán)轉(zhuǎn)向民主、政治態(tài)度由政治冷漠轉(zhuǎn)向政治參與、政治人格由依附轉(zhuǎn)向獨(dú)立、政治思維由封閉轉(zhuǎn)向開放；另一方面，網(wǎng)絡(luò)政治中各種政治文化沖突日益加劇、政治認(rèn)同危機(jī)已經(jīng)顯現(xiàn)、政治價(jià)值觀念復(fù)雜多樣、政治參與水平參差不齊等問題不容忽視。 第四章，網(wǎng)絡(luò)政治時(shí)代我國政治文化建設(shè)的對(duì)策。網(wǎng)絡(luò)政治時(shí)代的到來是不可阻擋的歷史潮流。所以，我國政治文化建設(shè)也要適應(yīng)這一潮流，結(jié)合這一時(shí)代的特點(diǎn)，通過各方面的共同努力，為構(gòu)建有利于推動(dòng)我國社會(huì)主義現(xiàn)代化建設(shè)進(jìn)程和構(gòu)建和諧社會(huì)的新型政治文化提供各方面的支持。 本文特點(diǎn)在于從網(wǎng)絡(luò)政治的特定視角出發(fā)，研究網(wǎng)絡(luò)政治視野下政治文化的內(nèi)涵與特征以及網(wǎng)絡(luò)政治對(duì)政治文化的影響，并對(duì)網(wǎng)絡(luò)政治時(shí)代中國政治文化發(fā)生的變遷及其建設(shè)對(duì)策進(jìn)行了較為全面的分析。
[Abstract]:In the 70,80 years of twentieth Century, the computer network flourished and the human society began to enter the era of network. The development of the network not only changed the social economy, political and cultural fields, but also had great influence on the way of life and the way of thinking. With the deepening of the political field, the network politics came into being. Network politics has also been formed quietly. The rise of network politics not only gives political culture a new connotation, makes a series of new features of political culture, but also brings great influence on the development of political culture. In terms of China, the network politics rose in 1990s. Under the influence of this era, the political culture of our country began. From the traditional to modern changes, there are both positive and urgent problems to be solved. Therefore, we must combine the characteristics of the era of network politics to find out the countermeasures against the problems of the development of political culture in order to better adapt to the requirements of the development of the times and push the smooth progress of the socialist modernization in our country and to promote the development of our socialist modernization. The realization of the goal of a harmonious society.
The text of this article is divided into four chapters.
The first chapter, the basic theory of network politics and political culture, including the concept and characteristics of network politics and the connotation and characteristics of political culture in the field of network politics two parts. The network politics refers to the political phenomenon that the political body exerts influence on the political system through the network new media in order to realize its own interest demand. It has the equality of the subject. The connotation of the political culture in the field of network politics is different from that of the general political and cultural connotation. It refers to the political value orientation formed by the social members in the long-term social life and practice based on the Internet technology, and the political psychology. The sum of characteristics and political behavior patterns, including political concept, political attitude, political personality, political belief, political thinking, political participation consciousness and so on, has the characteristics of openness, pluralism, conflict and development.
The second chapter, the influence of network politics on political culture. With the deepening of the influence of network technology in the political field, network politics emerges as the times require, and has a profound influence on political culture. It is also impacted at the same time in shaping a new political culture, popularizing political knowledge, raising the consciousness of citizens' political participation and expanding the channels of the socialization of citizens' politics. Leading political culture, dispelling people's political beliefs, leading to the diversification of political value orientation, and easily lead to irrational political participation.
The third chapter is the change of political culture in the era of network politics. As a new mode of political development, network politics will inevitably have a great influence on the political culture in the superstructure, and promote the change from traditional to modern. On the one hand, it makes the political culture shift from the courtier to the citizen, and the political idea is changed from centralization to the people. The political attitude is changed from political apathy to political participation, political personality from attachment to independence, political thinking from closed to opening; on the other hand, various political and cultural conflicts in network politics are increasingly intensifying, political identity crisis has emerged, political values are complicated and political participation is uneven and other problems can not be ignored.
The fourth chapter, the Countermeasures of China's political and cultural construction in the era of network politics. The arrival of the era of network politics is an irresistible historical trend. Therefore, the political and cultural construction of our country should also adapt to this trend, combining the characteristics of this era and through the joint efforts of all aspects to promote the process of construction of socialist modernization in China. And provide support for all kinds of new political culture in building a harmonious society.
The characteristic of this paper is to study the connotation and characteristics of political culture in the field of network politics and the influence of network politics on political culture from a specific perspective of network politics, and make a more comprehensive analysis of the changes in Chinese political culture in the era of network politics and the Countermeasures for its construction.
