【摘要】：當(dāng)代社會(huì)正在步入互聯(lián)網(wǎng)時(shí)代,互聯(lián)網(wǎng)的高速發(fā)展為政治、社會(huì)、經(jīng)濟(jì)、文化帶來(lái)了多方面全方位的深刻影響,以其獨(dú)有的優(yōu)勢(shì),廣泛而深刻的影響著政治生態(tài),沖擊著傳統(tǒng)的政治思維。在互聯(lián)網(wǎng)的環(huán)境下,所有的政治活動(dòng)、經(jīng)濟(jì)活動(dòng)、文化活動(dòng)都是以信息為核心的,信息本身的特性又決定了互聯(lián)網(wǎng)政治生態(tài)的非物質(zhì)性、超時(shí)空性和平等性,而正是互聯(lián)網(wǎng)政治生態(tài)的特性才為其構(gòu)成要素的多樣化提供了可能的平臺(tái),其中網(wǎng)民、網(wǎng)絡(luò)共同體、網(wǎng)絡(luò)社群是互聯(lián)網(wǎng)政治的主體也是公民網(wǎng)絡(luò)政治參與的表現(xiàn)形式；網(wǎng)絡(luò)政府一方面作為網(wǎng)絡(luò)政治主體的核心,領(lǐng)導(dǎo)公民的政治生活,另一方面合理分配其所掌握的公共資源,提供網(wǎng)上服務(wù)、實(shí)施網(wǎng)上管理；傳統(tǒng)媒體則在互聯(lián)網(wǎng)政治生態(tài)中架起了虛擬與現(xiàn)實(shí)之間的橋梁。但是,互聯(lián)網(wǎng)政治生態(tài)的發(fā)展不會(huì)是一帆風(fēng)順的,突發(fā)事件中的一個(gè)刺激性意見、失控的自我議程設(shè)置以及弱勢(shì)群體的“集體盲思”都有可能成為互聯(lián)網(wǎng)政治生態(tài)危機(jī)的產(chǎn)生誘因。我們只有對(duì)這些危機(jī)進(jìn)行分類,深入分析危機(jī)的形成和傳播過程才能及時(shí)有效的采取措施防止危機(jī)的發(fā)生、擴(kuò)大和蔓延。 傳統(tǒng)政治生態(tài)下公共權(quán)力的進(jìn)行雖然取得顯著的成就,但是由于權(quán)力壟斷和運(yùn)行的不透明,導(dǎo)致尋租腐敗、脫離群眾監(jiān)督、社會(huì)不公平現(xiàn)象此起彼伏,嚴(yán)重暴露傳統(tǒng)政治生態(tài)下公共權(quán)力運(yùn)行的弊端�；ヂ�(lián)網(wǎng)政治生態(tài)下的公共權(quán)力運(yùn)行恰恰基于互聯(lián)網(wǎng)這樣一個(gè)開放的技術(shù)平臺(tái)彌補(bǔ)了傳統(tǒng)公共權(quán)力運(yùn)行的瑕疵,公權(quán)力與互聯(lián)網(wǎng)相結(jié)合,取雙方的優(yōu)點(diǎn)合而為迅捷性、合法性、有效性、透明性、克服短視效應(yīng)的新時(shí)期公共權(quán)力運(yùn)行的特點(diǎn)�；ヂ�(lián)網(wǎng)政治生態(tài)同樣為公權(quán)力的機(jī)制架構(gòu)提供了有力的契機(jī)：在網(wǎng)絡(luò)迅猛發(fā)展的今天“強(qiáng)政府,弱社會(huì)”的時(shí)代正在遠(yuǎn)去,爆炸式的信息增長(zhǎng)量,呈幾何形態(tài)散播出去,適度分權(quán)機(jī)制的構(gòu)建已成為勢(shì)不可擋的潮流；互聯(lián)網(wǎng)的開放性使一些信息真假難辨,威脅國(guó)家安全的言論在網(wǎng)民中肆意流傳,法制化運(yùn)行機(jī)制的構(gòu)建在此時(shí)顯得必不可少；互聯(lián)網(wǎng)特別強(qiáng)調(diào)社會(huì)監(jiān)督的效力,互聯(lián)網(wǎng)利用現(xiàn)代信息技術(shù)、網(wǎng)絡(luò)技術(shù)使權(quán)力在網(wǎng)上運(yùn)行,并對(duì)其進(jìn)行全方位、全過程的監(jiān)督,是對(duì)行政權(quán)力監(jiān)控機(jī)制的深化；信息流動(dòng)機(jī)制的構(gòu)建就是建立一個(gè)權(quán)威的信息發(fā)布平臺(tái),真正實(shí)現(xiàn)政府信息公開,從而避免因信息不暢通,而導(dǎo)致網(wǎng)絡(luò)危機(jī)的發(fā)生。和諧健康的公權(quán)力必然會(huì)與公民形成交相輝映的互動(dòng)格局,以平等的對(duì)話、協(xié)商的理念來(lái)構(gòu)建政府與公民間的新角色,建立政府與公民間持續(xù)有效的溝通機(jī)制。當(dāng)互聯(lián)網(wǎng)政治生態(tài)發(fā)生危機(jī)時(shí),公權(quán)力不僅應(yīng)建立網(wǎng)絡(luò)輿情監(jiān)測(cè)、預(yù)警和應(yīng)對(duì)系統(tǒng),還應(yīng)通過“意見領(lǐng)袖”引導(dǎo)網(wǎng)絡(luò)集群和加強(qiáng)公民文化發(fā)展來(lái)預(yù)防危機(jī)發(fā)生。在危機(jī)發(fā)生后更應(yīng)第一時(shí)間以誠(chéng)懇態(tài)度回應(yīng)公眾的質(zhì)疑,堅(jiān)持體制性預(yù)防治本,并且允許非政府阻止介入為危機(jī)治理注入更多更專業(yè)的力量。 互聯(lián)網(wǎng)新技術(shù)的不斷興起筑起了一個(gè)個(gè)新的溝通平臺(tái),這些能夠暢所欲言的新平臺(tái)逐漸發(fā)展成為公民權(quán)利保障的一種重要途徑。近年來(lái),不斷擴(kuò)大的收入差距、社會(huì)階層結(jié)構(gòu)的分化和一路飆升的CPI如沉重的鞭子一根根抽在老百姓的身上,有怒不敢言,有怨無(wú)處吟的中國(guó)百姓在互聯(lián)網(wǎng)世界里得到解放,人們的公民權(quán)利意識(shí)逐漸被喚醒,日益增強(qiáng)的權(quán)利意識(shí)促使人們通過網(wǎng)絡(luò)參與政治,爭(zhēng)取自己的政治權(quán)利,知情權(quán)、表達(dá)權(quán)、監(jiān)督權(quán)、參與權(quán)等逐步得到維護(hù)。同時(shí)公共權(quán)力在互聯(lián)網(wǎng)政治生態(tài)下新的運(yùn)行方式也為公民權(quán)利提供了可靠的保障。
[Abstract]:The contemporary society is entering the age of the Internet. The rapid development of the Internet has brought a profound and profound influence on politics, society, economy and culture. With its unique advantages, it has a wide and profound influence on the political ecology and the impact of the traditional political thinking. Under the environment of the Internet, all political activities, economic activities, and cultural activities are carried out. The characteristics of the information itself are the core of the information, and the characteristics of the information itself determine the non material, ultra space-time and equality of the Internet Political Ecology, and it is the characteristics of the internet political ecology that provide the possible platform for the diversification of its components. Among them, the Internet users, the network community and the network community are the main body of the Internet politics. On the one hand, the network government, as the core of the network political body, leads the political life of the citizens on the one hand, on the other hand, it rationally distributes the public resources it holds, provides online services, and implements the network management; the traditional media has built a bridge between the virtual and the reality in the ecological governance of the Internet. However, the development of the Internet's political ecology will not be smooth sailing. An exciting opinion in the emergency, the uncontrolled self agenda and the "collective blindness" of the vulnerable groups are all likely to be the cause of the internet political ecological crisis. We only classify these crises and analyze the formation of the crisis and the formation of the crisis. The process of communication can take timely and effective measures to prevent the occurrence, expansion and spread of the crisis.
The public power under the traditional political ecology has made remarkable achievements, but because of the opacity of power monopoly and operation, it leads to the corruption of rent-seeking, divorced from the supervision of the masses, the phenomenon of social unfairness rises and then, and it seriously exposes the pros and cons of the operation of public power under the traditional political ecology. The public power under the internet political ecology is running exactly An open technical platform, such as the Internet, makes up for the defects of the traditional public power operation, the combination of public power and the Internet, and the advantages of the two sides to be swift, legitimate, effective and transparent, and the characteristics of the public power operation in the new period of overcoming the short sight effect. The internet political ecology is also a mechanism of public power. The framework provides a powerful opportunity: the era of "strong government and weak society" is far away in the rapid development of the network. The explosive information growth is spread out in geometric form, and the construction of moderate decentralization mechanism has become an unstoppable trend; the openness of the Internet makes some information true and false and threaten the security of the country. On the Internet, the construction of the legal system is indispensable; the Internet emphasizes the effectiveness of social supervision, the Internet uses modern information technology, network technology to make power run on the Internet, and the whole process of supervision is the deepening of the supervision mechanism of administrative power; information flow The construction of the dynamic mechanism is to establish an authoritative information release platform to truly realize the public information, thus avoiding the unimpeded information, which leads to the occurrence of the network crisis. The public power of harmony and health is bound to form an interactive pattern with the citizens, and constructs the government and the citizen with the concept of equal dialogue and negotiation. When the internet political ecology crisis, public power should not only establish network public opinion monitoring, early warning and response system, but also should guide the network cluster and strengthen civic culture development through "opinion leaders" to prevent the crisis. It should be the first time after the crisis. In a sincere manner, we should respond to public queries, adhere to systemic preventive measures, and allow non-governmental intervention to bring more professional power to crisis management.
The new technology of the Internet has built up a new communication platform. The new platform which can speak freely has gradually developed into an important way for the protection of civil rights. In recent years, the widening income gap, the differentiation of social stratum structure and the soaring CPI, such as the heavy whip, are the root of the people. At the same time, there is anger and dare not to say that the people who complain about the people have been emancipated in the Internet world, people's awareness of civil rights is gradually awakened, and the increasing awareness of rights has prompted people to participate in politics through the network and strive for their own political rights, the right to know, the right to express, the right to supervision, and the right to participate. Under the Internet Political Ecology, the new operation mode also provides a reliable guarantee for civil rights.
