【摘要】：在全球范圍內(nèi),各國普遍面臨著一系列氣候變化、環(huán)境保護和能源安全問題,這很大程度上重塑了各國的能源安全觀。國家的發(fā)展維系、經(jīng)濟的可持續(xù)發(fā)展、環(huán)境保護、人民生活水平提高等方面與國家能源安全有著根本的聯(lián)系。為此,各國一方面在海外進行能源投資與合作以開源,另一方面在國內(nèi)提高能源利用效率以節(jié)流。這些措施引起了能源生產(chǎn)國的不安,甚至排斥和破壞。資源民族主義崛起迫使每個國家重新考慮各自的外交政策及國家能源發(fā)展戰(zhàn)略,需要謹(jǐn)防資源民族主義對國家能源安全的侵害。
[Abstract]:On a global scale, countries are facing a series of climate change, environmental protection and energy security issues, which to a large extent reshape the concept of energy security. The maintenance of national development, the sustainable development of economy, the environmental protection, the improvement of people's living standard and so on have the fundamental relation with the national energy security. Therefore, on the one hand, countries invest and cooperate in overseas energy to open source, on the other hand, they improve the efficiency of energy use in order to cut down on expenditure. These measures have caused unease, even exclusion and destruction by energy producers. The rise of resource nationalism forces every country to reconsider its foreign policy and national energy development strategy, and it is necessary to guard against the encroachment of resource nationalism on national energy security.
