大眾傳媒在公共政策制定中的作用研究

【摘要】:大眾傳媒自誕生之時(shí)就與政治存在著密切的關(guān)系,這種關(guān)系更是滲透在彼此發(fā)展中的每一個(gè)過程。就大眾傳媒自身的特性而言,如何介入政治,特別是介入政府的公共政策制定,并在公共政策制定中對(duì)其產(chǎn)生影響?而政黨又該如何發(fā)揮大眾傳媒所具有的政治功能,合理運(yùn)用大眾傳媒這個(gè)工具來(lái)制定更為科學(xué)的、民主的公共政策?是本研究的動(dòng)因。 政策制定是由諸多環(huán)節(jié)構(gòu)成的動(dòng)態(tài)過程,本文結(jié)合公共政策的制定過程,對(duì)大眾傳媒在公共政策制定中的功能進(jìn)行了分析。在整個(gè)政府政策制定過程中,包括政策問題的確立、政策議程的設(shè)定、政策方案的規(guī)劃和政策的合法化各個(gè)環(huán)節(jié),大眾傳媒都有著積極性的影響。在這一理論支撐的前提下,本文共分五個(gè)部分,第一部分為引言部分,明確了本文的研究背景、研究方法、研究現(xiàn)狀和研究的難點(diǎn)與不足。正文的第一部分是對(duì)本課題主要理論進(jìn)行了梳理,解釋了文章中的核心概念,并對(duì)大眾傳媒與公共政策制定二者之間相互作用的實(shí)現(xiàn)進(jìn)行了簡(jiǎn)述。文章的第二部分,也是本文的核心部分,主要是研究大眾傳媒在這些諸多過程中所起到的功能,即起始階段的發(fā)現(xiàn)問題、制造輿論、規(guī)劃階段的優(yōu)化、合法化階段的宣傳功能。文章的第三部分重點(diǎn)介紹了大眾傳媒在政策制定中的局限。即大眾傳媒在發(fā)揮功能的同時(shí),由于現(xiàn)階段政策制定各方面因素,給大眾傳媒在政策制定中帶來(lái)的局限,即政策制定中公共性的匱乏、商業(yè)化的沖擊以及政治權(quán)利的干預(yù)。文章的第四部分提出了大眾傳媒在政策制定中更好發(fā)揮其功能的改進(jìn)對(duì)策,從更好的保證公共政策制定的公平性。 本文在深入研究國(guó)內(nèi)外學(xué)術(shù)界相關(guān)理論的基礎(chǔ)上,綜合運(yùn)用新聞學(xué)、傳播學(xué)、行政學(xué)、公共管理學(xué)等學(xué)科領(lǐng)域?qū)Υ蟊妭髅皆诠舱咧贫ㄖ械墓δ芗熬窒扌赃M(jìn)行研究,突破了以往單學(xué)科研究的局限,另外,根據(jù)當(dāng)前我國(guó)的發(fā)展形勢(shì),提出了一些新的見解,即政策制定的網(wǎng)絡(luò)化。
[Abstract]:Since its birth, mass media has been closely related to politics, which permeates each other's development process. In terms of the characteristics of the mass media, how to intervene in politics, especially in the government's public policy making, and how to influence it in the public policy formulation? And how should the political party exert the political function of the mass media and make rational use of the mass media as a tool to formulate a more scientific and democratic public policy? Is the motivation of this study. Policy making is a dynamic process composed of many links. This paper analyzes the function of mass media in public policy making by combining the process of public policy making. In the whole process of government policy making, including the establishment of policy issues, the setting of policy agenda, the planning of policy programs and the legalization of policies, the mass media have a positive influence. On the premise of this theoretical support, this paper is divided into five parts, the first part is the introduction part, which clarifies the research background, research methods, research status and difficulties and deficiencies. The first part of the text is to comb the main theory of this topic, explain the core concepts in the article, and the realization of the interaction between mass media and public policy making is briefly described. The second part, which is the core part of this paper, mainly studies the functions of mass media in these processes, that is, the function of discovering problems in the initial stage, creating public opinion, optimizing the planning stage, and publicizing the legalization stage. The third part focuses on the limitations of mass media in policy making. At the same time, because of the various factors in the policy making at the present stage, the mass media has brought the limitations in the policy making, that is, the lack of publicity, the impact of commercialization and the interference of political rights in the policy making. In the fourth part of the article, the author puts forward some countermeasures to improve the function of mass media in policy making, so as to ensure the fairness of public policy making. On the basis of deep research on the relevant theories of academic circles at home and abroad, this paper studies the functions and limitations of mass media in the formulation of public policy by using the fields of journalism, communication, administration, public management and so on. In addition, according to the development situation of our country, some new opinions are put forward, that is, the network of policy making.
