【摘要】： 公共政策是政府對社會(huì)資源進(jìn)行配置的重要手段,它的價(jià)值取向直接關(guān)系到社會(huì)秩序的穩(wěn)定和公共利益的實(shí)現(xiàn)。政府行使公共權(quán)力,是公共利益的代表者,必須按照公共意志開展公共政策活動(dòng)。公共性是公共政策的本質(zhì)屬性,最大限度地保障公共利益、實(shí)現(xiàn)社會(huì)公平正義應(yīng)是公共政策的最終歸宿。可是,我國目前在公共政策制定、執(zhí)行和評估過程中都不同程度地存在公共性流失的問題,不但影響了政府的公信力,更造成了種種社會(huì)不和諧現(xiàn)象。而國內(nèi)外學(xué)者對于公共政策公共性流失的研究較少,并未形成全面系統(tǒng)的解決方案,因此,研究公共政策公共性以及對其流失現(xiàn)狀的治理對于維護(hù)社會(huì)公正、實(shí)現(xiàn)公共利益都有十分重要的理論意義和現(xiàn)實(shí)意義。 本文以公共性作為公共政策的分析工具,對公共政策中公共性流失的問題進(jìn)行了深入探討,將公共政策過程分解為公共政策制定、制定、評估、終結(jié)四個(gè)階段,分析其中公共性流失的現(xiàn)象,并從理論和實(shí)踐兩個(gè)維度分析公共政策公共性流失的原因,認(rèn)為在我國公共政策的文化因素、利益因素、體制因素、主體因素和客體因素的綜合作用下,公共政策的公共性發(fā)生了偏離。在此基礎(chǔ)上,針對所提出的問題,在行政文化、政策價(jià)值標(biāo)準(zhǔn)、政策機(jī)制、政策信息、政策主體以及公眾政策參與的層面上找出治理公共政策公共性流失的對策,從而在公共政策中彰顯公共性,維護(hù)公共利益。
[Abstract]:Public policy is an important means for the government to allocate social resources. Its value orientation is directly related to the stability of social order and the realization of public interests.Government exercising public power is the representative of public interest and must carry out public policy activities according to public will.Publicity is the essential attribute of public policy. It should be the ultimate destination of public policy to protect public interests to the maximum extent and to realize social fairness and justice.However, in the process of public policy formulation, implementation and evaluation, there exists the problem of loss of publicity to varying degrees in our country, which not only affects the credibility of the government, but also causes a variety of social disharmony.However, scholars at home and abroad have done little research on the loss of public policy, and have not formed a comprehensive and systematic solution. Therefore, it is important to study the publicity of public policy and how to manage the current situation of the loss of public policy in order to maintain social justice.The realization of public interest has very important theoretical and practical significance.This paper takes publicity as the analysis tool of public policy, deeply discusses the problem of loss of publicity in public policy, and decomposes the process of public policy into four stages: making, formulating, evaluating and ending public policy.This paper analyzes the phenomenon of loss of publicity, and analyzes the reasons of loss of publicity of public policy from two aspects of theory and practice, and points out that the cultural factor, benefit factor and institutional factor of public policy in our country,The publicity of public policy deviates from the subject factor and object factor.On this basis, in view of the problems raised, in the administrative culture, policy value standard, policy mechanism, policy information, policy subject and the public policy participation level to find out how to control the public loss of public policy.In order to highlight the public in public policy, to protect the public interest.
