【摘要】：建國初期的美國,因其社會(huì)和文化中濃厚的古典氛圍,充分利用了古典世界的民主與共和政治遺產(chǎn)。在制定憲法過程中,代表們就有關(guān)中央政府權(quán)威、參眾兩院的設(shè)置、行政首腦的單人負(fù)責(zé)制以及常備軍的創(chuàng)設(shè)進(jìn)行辯論時(shí),都從正面或者反面參照了古代的先例。在批準(zhǔn)憲法過程中,聯(lián)邦黨人和反聯(lián)邦黨人圍繞著近代國家中共和政體是否可行、議員與選民的關(guān)系、選民的權(quán)利和政府的權(quán)力、常備軍在近代國家的角色等,都借用古典傳統(tǒng)做了深入討論。反聯(lián)邦派的理想,在許多方面復(fù)活了古典共和與民主傳統(tǒng)�？梢哉f,古典傳統(tǒng)在構(gòu)建近代美國的基本政體過程中,確實(shí)發(fā)揮了相當(dāng)重要的作用。但不管是聯(lián)邦黨人還是反聯(lián)邦黨人,都對古代做了創(chuàng)造性的解讀,給古代歷史添加了不少近代的內(nèi)容,也忽略了古代政治中很多非常關(guān)鍵的因素。他們是在近代國家的框架和制度中來利用和改造古代傳統(tǒng),代表制、總統(tǒng)制、獨(dú)立的司法系統(tǒng)和常備軍的創(chuàng)設(shè),典型地反映了近代國家的要求而非古代的傳統(tǒng)。當(dāng)美國政體初步穩(wěn)定下來并表現(xiàn)出活力時(shí),古典傳統(tǒng)就逐漸退居幕后,不復(fù)成為美國政治中的根本因素。潘恩和杰斐遜對古代傳統(tǒng)的拒絕,代表了當(dāng)時(shí)美國相當(dāng)一批政治精英的心態(tài)。
[Abstract]:In the early days of the founding of the people's Republic, the United States made full use of the democratic and Republican legacy of the classical world because of its strong classical atmosphere in society and culture.In the process of making the constitution, delegates debated the authority of the central government, the establishment of the Senate and House of Representatives, the single responsibility system of the executive heads, and the creation of the standing Army, all referring to ancient precedents, both positive and negative.In the process of ratifying the Constitution, the federalists and anti-federalists revolved around the feasibility of the Communist Party and the polity of the modern state, the relationship between parliamentarians and voters, the rights of voters and the power of the government, the role of the standing Army in the modern state, and so on.Both borrowed from the classical tradition to do in-depth discussion.The ideals of anti-federalism revived the classical Republican and democratic traditions in many ways.It can be said that classical tradition did play a very important role in the process of constructing the basic polity of modern America.However, both federalists and anti-federalists have made creative interpretations of ancient times, adding a lot of modern contents to ancient history and neglecting many key factors in ancient politics.They used and reformed the ancient tradition, representative system, presidential system, independent judicial system and the establishment of standing army in the framework and system of modern country, which typically reflected the requirements of modern country rather than the ancient tradition.When the American political system initially stabilized and showed vitality, the classical tradition gradually retreated behind the scenes and was no longer a fundamental factor in American politics.Paine and Jefferson's rejection of ancient traditions represented the mentality of a considerable group of American political elites.
