【摘要】： 國際機制理論是當今時代國際政治理論界極有影響力和解釋力的理論之一,也是國際政治研究的熱點。國際機制理論是在全球相互依賴不斷加強和國際關系民主化發(fā)展的現實基礎上產生的,國家之間合作與互動的加強,需要維系合作共贏的長效機制,國際社會由無政府狀態(tài)趨向一定的規(guī)范化、機制化的狀態(tài),由自助狀態(tài)轉向借助秩序的狀態(tài)。國際機制已深入到國際社會的各個領域,未來國家將在與國際機制的互動中呈現出互構的關系。 在國際機制與主權國家的互構過程中,國際機制將隨著國際合作的加強,其影響力和控制力也隨之加大,國際機制的本質就是國家之間在互動中形成的一系列規(guī)范和預期的匯集,它所體現的原則、規(guī)范和決策程序使國際社會向有序化發(fā)展,直至形成機制化的國際社會,國家則在機制中生存,但在此過程中,國際機制與主權國家之間會在國家利益、國家主權和權利讓渡方面發(fā)生博弈,國際機制在發(fā)揮增進合作、消除沖突和實現共同利益的功效的同時,對主權國家的行為產生了諸多限制。主權國家根據自身的權力通過國際機制謀求更大的權益,國與國之間在機制的互動中形成全球性的機制模式,國家最終則生存在一定的國際機制模式之中。 當前,國際社會的競爭已轉變?yōu)闄C制的競爭,新的國際機制模式尚在形成的過程之中,國際機制成為各國國際戰(zhàn)略選擇必須考慮的重要國際性因素,中國應適應新的時代潮流,立足國情,基于本國的外交理念和外交哲學,把握國際競爭的戰(zhàn)略制高點,提出符合本國國家利益的國際機制戰(zhàn)略,積極參與國際競爭,實現國際機制的公平與正義。
[Abstract]:The theory of international mechanism is one of the most influential and explanatory theories in the field of international political theory. It is also a hot spot in international political research. The theory of international mechanism has emerged on the basis of the ever-increasing global interdependence and the development of democratization of international relations. The strengthening of cooperation and interaction among countries requires a long-term mechanism for maintaining win-win cooperation. The international community has moved from anarchy to a certain degree of standardization and institutionalization, from a self-help state to a state of order. International mechanisms have penetrated into all fields of the international community. In the future, countries will present a mutual relationship in their interaction with international mechanisms. In the process of mutual construction between international mechanisms and sovereign states, international mechanisms will increase their influence and control with the strengthening of international cooperation. The essence of an international mechanism is a collection of norms and expectations formed in the course of interaction between States. It embodies the principles, norms and decision-making procedures that enable the international community to evolve in an orderly manner until it forms an institutionalized international community. The state survives in the mechanism, but in the process, there will be a game between the international mechanism and the sovereign state in terms of national interests, national sovereignty and transfer of rights, and the international mechanism will play a role in enhancing cooperation. While eliminating conflicts and achieving the benefits of common interests, there are many restrictions on the conduct of sovereign States, which, in accordance with their own powers, seek greater rights and interests through international mechanisms, In the process of interaction between countries, a global model of mechanism is formed, and a certain mode of international mechanism exists in the end. At present, the competition of the international community has been transformed into the competition of the mechanism, and the new model of the international mechanism is still in the process of forming, and the international mechanism has become an important international factor which must be considered in the international strategic choice of each country. China should adapt to the new trend of the times, base itself on the national conditions, grasp the strategic commanding point of international competition based on its own diplomatic concept and diplomatic philosophy, put forward the strategy of international mechanism which is in line with its national interests, and actively participate in international competition. To realize the fairness and justice of the international mechanism.
