【摘要】：網(wǎng)絡(luò)民粹主義是民粹主義政治思潮在網(wǎng)絡(luò)空間形成與傳播的結(jié)果。與新左派和自由派思潮中激進(jìn)主義的分別結(jié)合,使中國民粹主義在互聯(lián)網(wǎng)時(shí)代呈現(xiàn)為兩種映像：前者以中國現(xiàn)代化過程中出現(xiàn)的矛盾與問題為主要關(guān)注點(diǎn),以捍衛(wèi)社會(huì)主義成果、反對資本主義改革的姿態(tài)出現(xiàn)：后者以宣揚(yáng)西式自由民主及法制人權(quán)為理念,主張通過移植西方多元政治制度來迅速推進(jìn)中國的民主轉(zhuǎn)型。網(wǎng)絡(luò)民粹主義以極端、偏激的話語系統(tǒng)對當(dāng)前中國轉(zhuǎn)型過程中的矛盾與問題進(jìn)行非理性表達(dá),激化了不同階層與群體之間的對立與不信任感,并試圖通過與現(xiàn)實(shí)中群體性事件的結(jié)合來推動(dòng)民粹主義社會(huì)運(yùn)動(dòng)的形成。 盡管網(wǎng)絡(luò)民粹主義在客觀上不利于社會(huì)矛盾的緩和與化解,影響了社會(huì)的和諧構(gòu)建與共識(shí)形成,但由于它內(nèi)含對弱勢群體的關(guān)注,表達(dá)了底層社會(huì)的利益訴求,并反復(fù)出現(xiàn)于特定的社會(huì)轉(zhuǎn)型期,因此我們應(yīng)當(dāng)正視其存在的必然性,并將其看作社會(huì)矛盾與沖突的預(yù)警器,政治民主狀態(tài)的晴雨表。消解網(wǎng)絡(luò)民粹主義的滋生和蔓延,最根本的方法在于在制度創(chuàng)新的過程中不失時(shí)機(jī)地培育公民社會(huì)。一方面,應(yīng)逐步擴(kuò)大公民有序政治參與,暢通利益表達(dá)渠道,通過發(fā)展公民社會(huì)來促進(jìn)民眾的自我學(xué)習(xí)過程,以此克服那種民粹主義價(jià)值與思維方式。另一方面,通過制度創(chuàng)新與法治建設(shè)來實(shí)現(xiàn)公共決策的分配正義,并通過積極引導(dǎo)來使網(wǎng)絡(luò)政治參與進(jìn)入到一個(gè)良性發(fā)展的軌道。
[Abstract]:Internet populism is the result of the formation and spread of populist political thoughts in cyberspace. In the Internet age, populism in China is presented as two images: the former focuses mainly on contradictions and problems in the process of China's modernization in order to safeguard the achievements of socialism. The opposition to capitalist reform has emerged: the latter advocated the rapid transformation of China's democracy through the transplantation of Western pluralistic political systems to promote the democratic transformation of China by promoting Western-style liberal democracy and legal and human rights. Internet populism was extreme. The extreme discourse system expresses irrationally the contradictions and problems in the process of China's transformation, which intensifies the antagonism and distrust between different strata and groups. And attempts to promote the formation of populist social movement through the combination of mass events in reality. Although the network populism is not conducive to the relaxation and resolution of social contradictions objectively, it affects the construction of social harmony and the formation of consensus, but because of its concern for the disadvantaged groups, it expresses the interests of the bottom society. And appears repeatedly in the specific social transition period, therefore we should face up to the inevitability of its existence, and regard it as the early warning device of the social contradiction and conflict, the barometer of the political democracy state, and eliminate the breeding and spreading of the network populism. The most fundamental method is to foster civil society in the process of institutional innovation. On the one hand, we should gradually expand citizens' orderly political participation, unblock channels of interest expression, and promote the self-learning process of the public through the development of civil society. On the other hand, the distribution justice of public decision can be realized through system innovation and the construction of rule of law, and the network political participation will enter into a benign development track through active guidance.
