【摘要】：公共行政的倫理維度是從倫理的視角來審視公共行政,即對(duì)公共行政的倫理審視。公共行政倫理是公共行政哲學(xué)的一個(gè)重要組成部分,同時(shí)也是公共行政學(xué)中重要的分支學(xué)科。公共行政倫理是社會(huì)倫理在公共行政關(guān)系、公共行政活動(dòng)中的表現(xiàn),是執(zhí)政黨、國(guó)家機(jī)構(gòu)和國(guó)家公務(wù)員在公共行政過程中形成的一種應(yīng)然關(guān)系,與調(diào)節(jié)這種應(yīng)然關(guān)系的倫理規(guī)范,以及執(zhí)政黨和國(guó)家公務(wù)員由于內(nèi)化倫理規(guī)范而形成的倫理品質(zhì)。公共行政倫理的研究已經(jīng)成為各國(guó)公共行政研究的熱點(diǎn),并且公共行政倫理也逐漸成為公共行政的核心問題,不僅在理論上,而且在實(shí)踐上對(duì)探究公共行政都具有重要的指導(dǎo)作用。 本文圍繞公共行政的倫理維度,重點(diǎn)探討了以下幾個(gè)問題：一是從公共行政倫理的涵義、特征、歷史類型以及影響公共行政倫理的因素入手,對(duì)公共行政倫理的一般理論進(jìn)行了全面闡述;二是通過對(duì)權(quán)責(zé)觀、作風(fēng)觀、效率觀構(gòu)建的公共行政倫理理論體系進(jìn)一步定位,對(duì)公共行政倫理的理論進(jìn)行了更深層次的分析;三是以我國(guó)的公共行政倫理建設(shè)為例,闡述了公共行政倫理在實(shí)踐中的應(yīng)用和表現(xiàn),同時(shí)結(jié)合美國(guó)和新加坡東西方兩個(gè)具有代表性的發(fā)達(dá)國(guó)家公共行政倫理建設(shè)的成功經(jīng)驗(yàn),闡述了當(dāng)今公共行政倫理體系的價(jià)值理念：廉潔、法治、服務(wù)。并以這三個(gè)公共行政倫理價(jià)值觀為視角,結(jié)合我國(guó)公共行政倫理在建設(shè)過程中所遇到的難題以及面臨的困境,提出相應(yīng)的解決措施及方案,以此探究一條適合我國(guó)公共行政倫理發(fā)展的途徑。
[Abstract]:The ethical dimension of public administration is to examine public administration from the perspective of ethics, that is, to examine the ethics of public administration, which is an important part of the philosophy of public administration. At the same time, it is also an important branch of public administration. Public administration ethics is the expression of social ethics in public administration relations, public administration activities, and the ruling party. A necessary relationship between state agencies and state civil servants in the process of public administration, and the ethical norms that regulate such relationships, The research of public administration ethics has become the hot spot of public administration research in various countries, and the public administration ethics has gradually become the core issue of public administration. Not only in theory, but also in practice to explore public administration has an important guiding role. Based on the ethical dimension of public administration, this paper focuses on the following issues: first, starting with the meaning, characteristics, historical types and factors that affect the ethics of public administration, this paper focuses on the following issues: first, the meaning, characteristics, historical types and factors affecting the ethics of public administration. The general theory of public administration ethics is expounded in an all-round way. Secondly, the theory of public administration ethics is further analyzed through the further positioning of the theoretical system of public administration ethics, which is constructed from the view of power and responsibility, style of work and efficiency. Thirdly, taking the construction of public administration ethics in our country as an example, this paper expounds the application and performance of public administration ethics in practice, and combines the successful experiences of the two representative developed countries, the United States and Singapore, in the construction of public administration ethics. This paper expounds the values of the ethical system of public administration: honesty, rule of law, service, and from the perspective of these three ethical values of public administration, combined with the difficulties and difficulties encountered in the construction of public administration ethics in China. To explore a suitable way for the development of public administration ethics in China, the corresponding solutions and schemes are put forward.
