【摘要】：當(dāng)前政府績效管理改革中存在的一系列與社會互動有關(guān)的問題。社會資本理論作為當(dāng)代社會科學(xué)研究的一個重要分析工具，被引入到行政管理學(xué)科中并加以利用，使其成為本學(xué)科領(lǐng)域的一種新的研究方法。社會資本存量是構(gòu)成政府績效管理的一項指標(biāo)，對政府績效管理能力的提高具有一定的促進作用。一個地區(qū)甚至一個國家社會資本存量的缺失不僅僅對提高政府效率及民主社會的發(fā)展具有制約作用，，而且對社會經(jīng)濟的發(fā)展也具有一定的阻礙作用。當(dāng)前我國政府績效管理中由于對社會資本存量的積累不足，導(dǎo)致政府職能紊亂、效率低下。然而，社會資本理論中信任、規(guī)范及參與網(wǎng)絡(luò)等表現(xiàn)形式與政府管理績效的價值導(dǎo)向、制度要求及公眾參與等相互聯(lián)系相互影響，因此，通過對當(dāng)前我國政府績效管理實踐中存在的不足分析研究，借助社會資本這個分析工具，從信任——價值導(dǎo)向、規(guī)范——制度化基礎(chǔ)、網(wǎng)絡(luò)——公民參與平臺、社會資本中第三部門——政府績效管理的得力助手等方面論述社會資本視域中政府績效管理的發(fā)展方向。通過研究以期對我國當(dāng)前政府績效管理的發(fā)展提供一個新的借鑒與參考。
[Abstract]:A series of problems related to social interaction exist in the current government performance management reform. As an important analytical tool in contemporary social science research, the theory of social capital has been introduced into the discipline of administration and utilized. The stock of social capital is an indicator of government performance management. The lack of social capital in a region or even a country has not only restricted the efficiency of government and the development of democratic society. It is also a hindrance to the development of social economy. At present, due to the insufficient accumulation of social capital in the performance management of our government, it leads to government function disorder and inefficiency. However, trust in social capital theory, Standardization and participation in the network and other forms of performance and government management performance of the value orientation, system requirements and public participation and other mutual impact, therefore, through the current practice of government performance management deficiencies analysis and research, With the help of social capital as an analytical tool, from the trust-value orientation, the normative-institutional basis, the network-citizen participation platform, The third sector of social capital, the right-hand man of government performance management, discusses the development direction of government performance management in the field of social capital, and provides a new reference for the development of government performance management in China.
