【摘要】：自古以來,水利灌溉就是種植農(nóng)業(yè)生產(chǎn)的生命線。水利是社會生產(chǎn)力的一個重要組成部分,是衡量農(nóng)業(yè)進(jìn)步和社會進(jìn)步的重要標(biāo)準(zhǔn),同時體現(xiàn)著政府的執(zhí)政能力,國家重視水利,水利則興,水利興則農(nóng)業(yè)興,農(nóng)業(yè)興則社會安定、繁榮,反之則相反。新中國成立后,為了促進(jìn)我國經(jīng)濟(jì)發(fā)展和現(xiàn)代化建設(shè),黨和政府制定了一系列政策推動我國水利建設(shè)事業(yè)的發(fā)展。本文選擇筆者家鄉(xiāng)河西走廊西部的沙漠綠洲敦煌,對其20世紀(jì)50—80年代的農(nóng)田水利建設(shè)進(jìn)行考察和總結(jié)。敦煌位于甘肅省河西走廊西端,是一個主要依靠祁連山融雪灌溉的農(nóng)業(yè)地區(qū),也是河西走廊西部重要的商品糧基地之一。水利是戈壁綠洲的命脈,水利事業(yè)的發(fā)展是敦煌工農(nóng)業(yè)和其他各項建設(shè)事業(yè)持續(xù)、穩(wěn)定發(fā)展的重要保障。本文論述了新中國成立后在黨和政府領(lǐng)導(dǎo)下敦煌農(nóng)田水利建設(shè)的全貌,期間雖然存在許多問題但也取得了很大的成績,特別是當(dāng)時修建的黨河水庫工程沿用至今,對現(xiàn)在敦煌社會的發(fā)展,有著不可估量的意義。本文主要以20世紀(jì)50—80年代敦煌農(nóng)田水利建設(shè)為研究重點,利用盡可能詳細(xì)的文獻(xiàn)資料以及當(dāng)事人的回憶,考察這一時期的農(nóng)田水利建設(shè)情況。首先通過敦煌的自然環(huán)境和近代水利建設(shè)的概況,論述了敦煌進(jìn)行農(nóng)田水利建設(shè)的條件。其次分三個階段展示了20世紀(jì)50—80年代敦煌農(nóng)田水利的建設(shè)歷程,包括初步開展時期、曲折發(fā)展時期以及水利建設(shè)的新階段。其中分析了敦煌典型水利工程——黨河水庫的修建過程、當(dāng)時修建存在的問題和應(yīng)對措施,以及黨河水庫的修建給人民生產(chǎn)生活帶來的巨大變化。最后將農(nóng)田水利建設(shè)過程中取得的成績與經(jīng)驗教訓(xùn)進(jìn)行客觀分析,盡可能完整的揭示這段農(nóng)田水利建設(shè)的歷史,折射出敦煌農(nóng)田水利建設(shè)的深遠(yuǎn)影響。
[Abstract]:Since ancient times, water conservancy irrigation is the lifeline of planting agricultural production. Water conservancy is an important component of social productive forces, an important standard for measuring agricultural progress and social progress, and at the same time reflects the government's governing ability. The state attaches importance to water conservancy, water conservancy is flourishing, and water conservancy makes agriculture prosperous. Agricultural prosperity is social stability, prosperity, vice versa. After the founding of New China, in order to promote the economic development and modernization of our country, the Party and the government formulated a series of policies to promote the development of water conservancy construction in China. This paper selects Dunhuang, a desert oasis in the west of Hexi Corridor, to investigate and summarize the irrigation and water conservancy construction in the 50-80 's of the 20th century. Dunhuang is located at the western end of the Hexi Corridor in Gansu Province. It is an agricultural area mainly irrigated by melting snow in the Qilian Mountains. It is also one of the important commodity grain bases in the western part of the Hexi Corridor. Water conservancy is the lifeblood of Gobi oasis, and the development of water conservancy is an important guarantee for the sustainable and stable development of Dunhuang industry, agriculture and other construction undertakings. This paper discusses the whole picture of the irrigation and water conservancy construction in Dunhuang under the leadership of the Party and the government after the founding of New China. Although there are many problems during the period, great achievements have been made, especially the Danghe Reservoir Project, which was built at that time. It is of inestimable significance to the development of Dunhuang society. This paper focuses on the construction of irrigation and water conservancy in Dunhuang in the 50-80 's of the 20th century, and makes use of the detailed documents as well as the memories of the parties concerned to investigate the construction of irrigation and water conservancy in this period. Firstly, through the natural environment of Dunhuang and the general situation of water conservancy construction in modern times, the paper discusses the conditions of irrigation and water conservancy construction in Dunhuang. Secondly, it shows the construction process of irrigation and water conservancy in Dunhuang in the 50-80 's of the 20th century, including the initial development period, the tortuous development period and the new stage of water conservancy construction. The paper analyzes the construction process of Danghe Reservoir, a typical water conservancy project in Dunhuang, the existing problems and countermeasures at that time, and the great changes brought about by the construction of Danghe Reservoir to people's production and life. Finally, the achievements and lessons gained in the process of irrigation and water conservancy construction are analyzed objectively, and the history of irrigation and water conservancy construction in Dunhuang is revealed as completely as possible, which reflects the far-reaching influence of irrigation and water conservancy construction in Dunhuang.
