【摘要】：郭寄嶠,民國時期國民黨的高級將領(lǐng),1946年11月被任命為西北軍政長官兼甘肅省主席,開始主政甘肅,是繼朱紹良、谷正倫之后國民黨當局派往西北的又一要員,至1949年6月國民黨大勢已去,郭隨即離蘭赴臺。其在甘肅主政前后共計兩年零八個月。本文試圖立足檔案資料、報紙及其他史料,結(jié)合當時南京國民政府的施政方針和甘肅實際情況,通過對郭寄嶠主政甘肅期間所面臨的重重困難,重點研究郭寄嶠主甘時期制定并實施的諸多政策,如與地方勢力的周旋與博弈,試圖革新政制;為應對財政危機,恢復已停工礦業(yè)生產(chǎn)并削減政府開支;注意衛(wèi)生事業(yè)和教育事業(yè),在此基礎(chǔ)上,探討其施政方針與當時社會時局間的矛盾與聯(lián)系,剖析各類政策的特點與影響。同時,以郭寄嶠入甘主政的背景為切入點,對郭寄嶠在省政府決策過程中發(fā)揮的作用進行探討。然而,由于歷史原因以及郭寄嶠自身原因所限,使郭寄嶠在主政甘肅時期依舊隱藏著許多問題,存在著不少缺陷以及不足,比如黨團之間矛盾摩擦不斷,為國民政府發(fā)動內(nèi)戰(zhàn)的需要,片面著重加強武裝部隊建設(shè),使全省面臨空前嚴重的財政危機和經(jīng)濟危機,以及他試圖發(fā)行“建設(shè)公債”而引發(fā)的“三·二九”學生運動等一系列問題仍有待進一步的探討。基于已有研究的考察,和對最新資料的整理分析,本文認為,郭寄嶠個人研究依舊存在很大空間,而就其主政甘肅期間所制定的政策和措施言之,并沒有使甘肅社會生產(chǎn)力得到應有的發(fā)展,同時也加速國民政府在甘勢力的土崩瓦解,使甘肅的人民力量在中國共產(chǎn)的領(lǐng)導下得到了迅速壯大,為甘肅的勝利解放奠定了堅實的基礎(chǔ)。同時,將郭寄嶠這樣的歷史人物放置諸如甘肅之列的具體地方史中研究,無疑會是一種新的視角。
[Abstract]:Guo Yieqiao, a senior general of the Kuomintang during the Republic of China period, was appointed Northwest military and political Secretary and Chairman of Gansu Province in November 1946. He began to govern Gansu. He was another important member of the Kuomintang authorities sent to the northwest after Zhu Shaoliang and Gu Zhenglun.By June 1949, the KMT had gone, and Guo left Lan for Taiwan.Before and after he took office in Gansu, he was in office for two years and eight months.Based on archival materials, newspapers and other historical materials, combined with the policy policy of the Nanjing National Government at that time and the actual situation in Gansu, this paper attempts to analyze the difficulties that Guo Yieqiao faced during his administration of Gansu.In order to deal with the financial crisis, to restore the production of industrial and mining industries and to cut government expenditure, Guo Yiehe focused on many policies formulated and implemented during his reign, such as the struggle and game with local forces, the attempt to reform the political system, the restoration of industrial and mining production, and the reduction of government expenditure.On the basis of attention to health and education, this paper discusses the contradiction and relation between the policy policy and the social situation at that time, and analyzes the characteristics and influence of all kinds of policies.At the same time, based on the background of Guo's entry into the government of Gansu, this paper probes into the role of Guo Yexiao in the decision-making process of the provincial government.However, due to historical reasons and Guo's own reasons, Guo still had many problems hidden in his administration of Gansu, and there were many defects and deficiencies, such as the constant contradictions and frictions between the party and the leadership.For the needs of the National Government to launch a civil war, the one-sided focus on strengthening the building of the armed forces has made the whole province face an unprecedented financial crisis and economic crisis.A series of questions, such as the student movement of March 29 caused by his attempt to issue "construction bonds", still need to be further explored.Based on the investigation of the existing research and the analysis of the latest data, this paper holds that there is still a lot of room for Guo's personal research, and on the policies and measures made during his administration of Gansu,It did not make the productive forces of Gansu society develop as it should. At the same time, it also accelerated the disintegration of the national government in Gansu, so that the strength of the people of Gansu was rapidly strengthened under the leadership of the Communist Party of China.For the successful liberation of Gansu laid a solid foundation.At the same time, it will undoubtedly be a new perspective to put such historical figures as Guo Yexiao in the specific local history of Gansu.
