【摘要】：南京臨時(shí)政府對省制的籌議,因立意與目的不同,以清帝退位為界,大致可分為兩階段:在前一階段,因?yàn)槭┱艿礁魇〕钢?南京臨時(shí)政府本諸中央集權(quán)主義,試圖厘定省制,劃分其與各省之間權(quán)限;在后一階段,臨時(shí)政府對于省制的籌議,主要為了防范袁世凱形成專制。前一階段的省制籌議,因?yàn)槟媳焙妥h實(shí)現(xiàn)統(tǒng)一而終止。后一階段的省制設(shè)計(jì),則與袁世凱省制主張存在諸多歧異,引發(fā)激烈政爭,并制約了北遷后的臨時(shí)政府對于省制難題的解決。
[Abstract]:The proposal of the Nanjing interim Government for the provincial system was divided into two stages because of its different ideas and aims. It was roughly divided into two stages: in the previous stage, because the administration of the provinces was restricted by various provinces, the provisional government of Nanjing had all the centralism of the central government.This paper tries to define the provincial system and divide the jurisdiction between it and the provinces. In the latter stage, the interim government mainly discusses the provincial system in order to prevent Yuan Shikai from forming autocracy.The previous stage of the provincial system of negotiation, because the North-South peace process to achieve reunification and the end.In the latter stage, there are many differences between the provincial system design and Yuan Shikai's propositions, which lead to fierce political disputes and restrict the solution of the provincial system problem by the interim government after the northward relocation.
