【摘要】： 左宗棠作為一名晚清軍政重臣、洋務(wù)運(yùn)動(dòng)的領(lǐng)袖人物,也一度兼任過(guò)部分處理涉外事務(wù)的南洋通商大臣,自然對(duì)中國(guó)晚清的內(nèi)政和外交產(chǎn)生了重要影響。他熟諳洋務(wù)、才識(shí)練達(dá),處理對(duì)外交涉事宜不卑不亢,據(jù)理力爭(zhēng),對(duì)關(guān)乎國(guó)家主權(quán)與民族利益的重大問(wèn)題積極向朝廷建言,勇于提出自己的看法和建議。左宗棠的外交思想與實(shí)踐在中國(guó)近代外交史上有著重要的地位。本文在前人研究的基礎(chǔ)上,考察左宗棠的外交思想和實(shí)踐,以期從他的外交成敗中來(lái)窺探中國(guó)外交近代化的演進(jìn)歷程。 本文試圖從四部分對(duì)左宗棠的外交思想與實(shí)踐進(jìn)行探討。 第一部分簡(jiǎn)述了左宗棠外交思想形成的淵源。主要從晚清中外關(guān)系的巨變、早期所受教育及其仕途的坎坷、師友的勸勉與引導(dǎo)及其個(gè)人品性四個(gè)方面進(jìn)行相關(guān)梳理。 第二部分論述了以維護(hù)國(guó)家主權(quán)與民族利益為基調(diào)的左宗棠的外交思想與實(shí)踐。它有五方面主要表現(xiàn)：以武力與談判相結(jié)合方式收復(fù)新疆領(lǐng)土、保衛(wèi)東南海疆；修約、守約以維護(hù)國(guó)家利益；慎辦天津教案反對(duì)列強(qiáng)干涉中國(guó)內(nèi)政；慎用外債；提挈藩屬,屏保邊疆。 第三部分闡述了左宗棠外交思想的立足點(diǎn)：整飭吏治；聘用洋員舉辦船政,加強(qiáng)海防建設(shè)；設(shè)藝局、遣留學(xué)等。通過(guò)這些措施增強(qiáng)了晚清軍政實(shí)力,加強(qiáng)了中外溝通和交流,提升了晚清的外交實(shí)力。 第四部分即結(jié)語(yǔ),主要評(píng)述了左宗棠外交思想與實(shí)踐的特點(diǎn)及其進(jìn)步性與局限性。首先對(duì)其外交活動(dòng)在維護(hù)國(guó)家主權(quán)和民族利益方面作了肯定評(píng)價(jià),推動(dòng)了中國(guó)外交的近代化,然后指出了其外交思想與實(shí)踐的不足之處。
[Abstract]:Zuo Zongtang, as an important military and political official in the late Qing Dynasty, a leading figure of the Westernization Movement, also served as a minister of foreign affairs, which naturally had an important impact on the internal affairs and foreign affairs of China in the late Qing Dynasty.He was well versed in foreign affairs, learned and practiced foreign affairs, dealt with matters of foreign negotiations, argued hard, actively advised the court on major issues related to state sovereignty and national interests, and dared to put forward his own views and suggestions.Zuo Zongtang's diplomatic thought and practice played an important role in China's modern diplomatic history.On the basis of previous studies, this paper examines Zuo Zongtang's diplomatic thought and practice in order to explore the evolution of China's diplomatic modernization from his diplomatic success or failure.This paper attempts to discuss Zuo Zongtang's diplomatic thought and practice from four parts.The first part describes the origin of Zuo Zongtang's diplomatic thought.Mainly from the late Qing Dynasty, the great changes in Sino-foreign relations, the early education and the ups and downs of their official career, the encouragement and guidance of teachers and friends and their personal character were combed.The second part discusses Zuo Zongtang's diplomatic thought and practice based on safeguarding national sovereignty and national interests.It has five main manifestations: recovering the territory of Xinjiang by combining force with negotiation to defend the southeast coast; amending the covenant and keeping it to safeguard the national interests; carefully handling the teaching case of Tianjin against the interference of the great powers in China's internal affairs; using foreign debts prudently; and raising the vassals.Screen saver frontier.The third part expounds the foothold of Zuo Zongtang's diplomatic thought: rectifying the administration of officials, employing foreign personnel to hold ship politics, strengthening the construction of coastal defense, setting up art bureau, sending overseas students and so on.These measures strengthened the military and political strength of the late Qing Dynasty, strengthened the communication and exchanges between China and foreign countries, and enhanced the diplomatic strength of the late Qing Dynasty.The fourth part, the conclusion, mainly comments on the characteristics of Zuo Zongtang's diplomatic thought and practice, its progressiveness and limitation.Firstly, the author makes a positive evaluation on its diplomatic activities in safeguarding national sovereignty and national interests, promotes the modernization of China's diplomacy, and then points out the shortcomings of its diplomatic thought and practice.
