【摘要】：黨的十八大以來的文化體制改革,是改革開放以來特別是黨的十六大以來文化體制改革的繼續(xù)和深化。黨的十八大之前,文化體制改革經(jīng)過了三個(gè)階段,黨的十八大之后,文化體制改革進(jìn)入全面深化改革的新階段。習(xí)近平關(guān)于文化體制改革的重要論述,為全面深化文化體制改革指明了前進(jìn)方向、提供了根本遵循。中央全面深化改革領(lǐng)導(dǎo)小組審議通過的《深化文化體制改革實(shí)施方案》,對(duì)文化體制改革進(jìn)行了頂層設(shè)計(jì)。黨的十八大以來,文化領(lǐng)域逐步確立起具有"四梁八柱"性質(zhì)的一系列體制和機(jī)制,推動(dòng)著社會(huì)主義文化制度更加成熟、更加定型;文化管理體制改革在轉(zhuǎn)變職能、簡(jiǎn)政放權(quán)方面邁出重大步伐;繼續(xù)推進(jìn)國有經(jīng)營性文化事業(yè)單位轉(zhuǎn)企改制,繼續(xù)深化公益性文化事業(yè)單位改革;健全國有文化資產(chǎn)管理體制、健全堅(jiān)持正確輿論導(dǎo)向的體制機(jī)制。
[Abstract]:The cultural system reform since the 18th National Congress of the Party is the continuation and deepening of the cultural system reform since the reform and opening up, especially since the 16th National Congress of the Party. Before the 18th National Congress of the Party, the reform of the cultural system went through three stages, and after the 18th National Congress of the Party, the reform of the cultural system entered a new stage of comprehensive deepening reform. Xi Jinping's important exposition on the reform of the cultural system has pointed out the way forward for deepening the reform of the cultural system in an all-round way and provided the fundamental adherence to it. The Central leading Group for All-round deepening Reform approved the "Plan of implementation for deepening the Reform of the Cultural system", and carried out a top-level design for the reform of the cultural system. Since the 18th National Congress of the Party, a series of systems and mechanisms with the nature of "four beams and eight columns" have been gradually established in the field of culture, which has promoted the socialist cultural system to become more mature and more stereotyped. The reform of the cultural management system has made great strides in transforming its functions and simplifying the power of government, continuing to promote the transformation of state-owned operating cultural institutions into enterprises, and deepening the reform of public welfare cultural institutions. The whole country has a cultural assets management system and a sound system that adheres to the correct guidance of public opinion.
