【摘要】：建設(shè)社會(huì)主義新農(nóng)村是我國現(xiàn)代化進(jìn)程中的重大歷史任務(wù),“新農(nóng)村”的建設(shè)與實(shí)現(xiàn)社會(huì)和諧、共赴小康息息相關(guān),以“生產(chǎn)發(fā)展、生活寬裕、鄉(xiāng)風(fēng)文明、村容整潔、管理民主”為要求,自“十一五”提出這一時(shí)代發(fā)展決策以來,全國絕大部分地區(qū)的農(nóng)村面貌發(fā)生了翻天覆地的變化,但是在文化層面上的建設(shè)還有待加強(qiáng)。 社會(huì)主義新農(nóng)村建設(shè)總體要求的五個(gè)方面均要實(shí)現(xiàn),就必須協(xié)調(diào)發(fā)展,這就要求農(nóng)村軟實(shí)力：包括農(nóng)村文化環(huán)境、農(nóng)民精神文化素質(zhì)和農(nóng)業(yè)科技水平要隨著農(nóng)村物質(zhì)文明發(fā)展而不斷提高。當(dāng)前,我國農(nóng)村正處于加快推進(jìn)社會(huì)主義新農(nóng)村、全面建設(shè)小康社會(huì)的重要時(shí)期,我國的農(nóng)村社區(qū)文化有了長足發(fā)展,但是還是相對的滯后,同農(nóng)村經(jīng)濟(jì)社會(huì)發(fā)展和農(nóng)民群眾日益增長的精神文化需求還不完全適應(yīng)。許多地區(qū)的農(nóng)民雖然生活水平有了很大的提高,但文化水平普遍較低,思想觀念相對落后,精神文化生活顯得十分貧乏,科學(xué)文化素質(zhì)和思想道德素質(zhì)也有待提高。這樣深層次矛盾存在的情況比較普遍和明顯,也制約著農(nóng)業(yè)和農(nóng)村的發(fā)展。農(nóng)村社區(qū)是城鄉(xiāng)一體化和新農(nóng)村建設(shè)背景下的新型農(nóng)村基層組織和管理體制。作為農(nóng)村社會(huì)管理機(jī)制的基層,農(nóng)村社區(qū)的建設(shè)是新農(nóng)村建設(shè)的基礎(chǔ)平臺。農(nóng)村社區(qū)文化建設(shè)既是農(nóng)村社區(qū)建設(shè)的重要內(nèi)容,又是農(nóng)村社區(qū)社會(huì)管理的重要內(nèi)容。大力發(fā)展農(nóng)村社區(qū)文化建設(shè),為農(nóng)村的經(jīng)濟(jì)社會(huì)發(fā)展提供強(qiáng)大的精神動(dòng)力和思想保證,有利于加快有我國社會(huì)主義新農(nóng)村建設(shè)的步伐。隨著我國新農(nóng)村建設(shè)進(jìn)程地日益加快,新型農(nóng)村社區(qū)文化建設(shè)的重要性和緊迫性日趨明顯。農(nóng)村社區(qū)文化建設(shè)成果的好與壞,水平的高與低,不僅關(guān)系著社區(qū)居民的生活水平,更關(guān)系到社區(qū)乃至整個(gè)社會(huì)的穩(wěn)定與和諧。
[Abstract]:Building a new socialist countryside is an important historical task in the process of modernization of our country. The construction of "new countryside" and the realization of social harmony are closely related to the well-off society. For the requirement of management democracy, since the 11th Five-Year Plan put forward the development decision of this era, the rural appearance of most parts of the country has undergone earth-shaking changes, but the construction on the cultural level has yet to be strengthened. In order to realize the five aspects of the overall requirements for the construction of a new socialist countryside, we must coordinate our development, which requires rural soft power: including the rural cultural environment, The spiritual and cultural quality of farmers and the level of agricultural science and technology should be improved with the development of rural material civilization. At present, China's rural areas are in an important period of accelerating the promotion of a new socialist countryside and building a well-off society in an all-round way. The rural community culture in our country has made considerable progress, but it is still relatively lagging behind. With rural economic and social development and the growing spiritual and cultural needs of farmers are not fully adapted. Although the living standards of farmers in many areas have been greatly improved, the cultural level is generally low, the ideology is relatively backward, the spiritual and cultural life is very poor, the scientific and cultural quality and the ideological and moral quality also need to be improved. Such deep-level contradictions are common and obvious and restrict the development of agriculture and rural areas. Rural community is a new rural grass-roots organization and management system under the background of urban-rural integration and new rural construction. As the basic level of rural social management mechanism, the construction of rural community is the basic platform of new rural construction. The construction of rural community culture is not only the important content of rural community construction, but also the important content of rural community social management. Vigorously developing the cultural construction of rural communities, providing a strong spiritual power and ideological guarantee for the economic and social development of rural areas, is conducive to speeding up the pace of building a new socialist countryside in China. With the development of the new countryside, the importance and urgency of the new rural community culture construction is becoming more and more obvious. The achievements of cultural construction in rural communities are good or bad, and the high and low levels are not only related to the living standards of the community residents, but also to the stability and harmony of the community and the whole society.
