打破“文化貧困陷阱”的路徑——基于貧困地區(qū)農(nóng)村公共文化建設(shè)的調(diào)研

【摘要】:針對貧困地區(qū)鄉(xiāng)村社會中存在的"文化貧困陷阱",文章認為促進貧困地區(qū)農(nóng)村公共文化建設(shè),實現(xiàn)城鄉(xiāng)基本公共文化服務(wù)均等化是打破文化貧困陷阱的關(guān)鍵。文章使用大量調(diào)查數(shù)據(jù)對農(nóng)村公共文化建設(shè)進行分析,研究發(fā)現(xiàn):與非貧困農(nóng)村居民相比,貧困農(nóng)村居民不積極主動參加精神文化汲取和健康提升的活動,使得農(nóng)村貧困居民難以擺脫貧困;貧困地區(qū)公共文化基礎(chǔ)設(shè)施和文化活動提供中,政府既是主要的組織者,又是主要的出資者;村莊文化基礎(chǔ)設(shè)施缺乏管護資金;政府出資支持、村集體自行組織的文化活動對村民具有較高的吸引力;文化娛樂類民間組織能在一定程度上解決鄉(xiāng)村公共文化供給不足的問題;互聯(lián)網(wǎng)為農(nóng)村居民提供了更多文化娛樂選擇。基于這些研究,提出促進貧困地區(qū)農(nóng)村公共文化建設(shè)的建議。
[Abstract]:In view of the "cultural poverty trap" in the rural society of poor areas, it is considered that promoting the construction of rural public culture in poor areas and realizing the equalization of basic public cultural services in urban and rural areas is the key to break the cultural poverty trap. Compared with the village residents, the poor rural residents are not actively participating in the activities of spiritual culture absorption and health promotion, which makes it difficult for the rural poor residents to get rid of poverty. In the provision of public cultural infrastructure and cultural activities in the poor areas, the government is the main organizer and the main contributor; the village cultural infrastructure lacks the management and protection funds. With the support of the government, the cultural activities organized by the village collective have high attraction to the villagers, and the cultural and recreational organizations can solve the problem of the insufficient supply of the rural public culture to a certain extent, and the Internet provides more cultural and entertainment choices for the rural residents. Based on these studies, it is proposed to promote the rural public in the poor areas. A proposal for the construction of a common culture.
