【摘要】：在我國，作為開展農(nóng)村文化工作的傳統(tǒng)陣地，鄉(xiāng)鎮(zhèn)綜合文化站具有運用文化藝術(shù)手段向廣大基層傳達黨的路線、方針、政策，對社會進行輿論引導(dǎo)，加強社會主義精神文明建設(shè)等職能。它是農(nóng)村社會主義文化建設(shè)的重要窗口，是公共文化服務(wù)體系的重要組成部分，在促進農(nóng)村文化發(fā)展、滿足農(nóng)民群眾精神需求等方面發(fā)揮了重要作用。當(dāng)前，隨著市場經(jīng)濟體制改革不斷深入，鄉(xiāng)鎮(zhèn)綜合文化站的發(fā)展面臨著經(jīng)濟、文化、管理體制等各方面問題，農(nóng)村公共文化的重要陣地正逐漸萎縮。本文以株洲市鄉(xiāng)鎮(zhèn)綜合文化站為研究對象，通過對株洲市鄉(xiāng)鎮(zhèn)綜合文化站的發(fā)展現(xiàn)狀和存在的問題分析，并提出了在新時期的發(fā)展路徑。 論文總共包括六個部分。第一部分為緒論，介紹了本文的選題緣由與研究意義、目前國內(nèi)外該課題的研究現(xiàn)狀、論文研究思路與方法、研究的技術(shù)路線。第二部分介紹了論文涉及的相關(guān)概念和理論。如鄉(xiāng)鎮(zhèn)綜合文化站、公共文化服務(wù)體系、農(nóng)村文化服務(wù)體系、公共選擇理論、新公共服務(wù)理論、公共經(jīng)濟管理理論等。這一部分還介紹了鄉(xiāng)鎮(zhèn)綜合文化站的功能，并概述了其在公益性、管理性、基礎(chǔ)性和綜合性等四個方面的職能定位。第三部分對湖北、江蘇兩省鄉(xiāng)鎮(zhèn)綜合文化站的發(fā)展情況進行了對比分析，并總結(jié)了取得的成績，分析了存在的問題，找出了可行的對策，為積極推進株洲市鄉(xiāng)鎮(zhèn)綜合文化站發(fā)展提供借鑒。第四部分對2006—2011年株洲市鄉(xiāng)鎮(zhèn)綜合文化站建設(shè)的現(xiàn)狀進行分析，找出目前我市鄉(xiāng)鎮(zhèn)綜合文化站發(fā)展所存在的問題，并分析其原因。第五部分探索了株洲市鄉(xiāng)鎮(zhèn)綜合文化站的發(fā)展目標(biāo)和思路。發(fā)展目標(biāo)是把我市鄉(xiāng)鎮(zhèn)綜合文化站建設(shè)成一個集公益服務(wù)、社會管理、基礎(chǔ)文化服務(wù)為一體，，具備網(wǎng)絡(luò)管理中心、輿情監(jiān)測中心、特色信息中心等功能的綜合文化服務(wù)中心，并帶動其他農(nóng)村文化載體發(fā)展，推動株洲市農(nóng)村公共文化服務(wù)體系構(gòu)建。同時，指出了“硬件”與“軟件”建設(shè)同步、“送”文化與“種”文化結(jié)合、減少“私性”文化與“公性”文化差異的發(fā)展思路。最后，這一部分還提出了如何構(gòu)建有利于我市鄉(xiāng)鎮(zhèn)綜合文化站發(fā)展的長效機制。第六部分是全文總結(jié)，總結(jié)了論文已有的成果，提出了尚未解決的問題，并對今后的研究方向進行了展望。
[Abstract]:In China, as a traditional position for carrying out cultural work in rural areas, the township comprehensive cultural stations use cultural and artistic means to convey the Party's line, principles, policies, and public opinion to the general grassroots. Strengthen socialist spiritual civilization construction and other functions. It is an important window of socialist cultural construction in rural areas and an important component of public cultural service system. It plays an important role in promoting the development of rural culture and meeting the spiritual needs of farmers. At present, with the deepening of the reform of the market economy system, the development of the township comprehensive cultural station is facing various problems such as economy, culture, management system and so on, and the important position of rural public culture is gradually shrinking. This paper takes Zhuzhou township comprehensive culture station as the research object, analyzes the present situation and existing problems of Zhuzhou township comprehensive culture station, and puts forward the development path in the new period. The thesis consists of six parts. The first part is the introduction, which introduces the reason and significance of the topic, the current situation of the research at home and abroad, the research ideas and methods, and the technical route of the research. The second part introduces the related concepts and theories. Such as township comprehensive cultural station, public cultural service system, rural cultural service system, public choice theory, new public service theory, public economic management theory and so on. This part also introduces the function of township comprehensive culture station and summarizes its function orientation in four aspects: public welfare, management, foundation and comprehensiveness. In the third part, the author makes a comparative analysis of the development of the township comprehensive cultural stations in Hubei and Jiangsu provinces, summarizes the achievements, analyzes the existing problems, and finds out the feasible countermeasures. To actively promote Zhuzhou township comprehensive cultural station development to provide reference. The fourth part analyzes the current situation of Zhuzhou township comprehensive cultural station construction from 2006 to 2011, finds out the problems existing in the development of Zhuzhou township comprehensive cultural station, and analyzes the reasons. The fifth part explores the development goal and train of thought of Zhuzhou township comprehensive culture station. The development goal is to build a comprehensive cultural service center with the functions of network management center, public opinion monitoring center, characteristic information center and so on. And drive the development of other rural cultural carriers to promote Zhuzhou rural public cultural service system construction. At the same time, the author points out that the construction of "hardware" and "software" is synchronized, the culture of "sending" and "kind" are combined, and the cultural difference between "private" and "public" is reduced. Finally, this part also puts forward how to construct the long-term mechanism that is beneficial to the development of township comprehensive culture station in our city. The sixth part is a summary of the full text, summarizes the existing achievements of the paper, puts forward the unsolved problems, and prospects the future research direction.
