【摘要】：當(dāng)今國際格局正處在一個加快演變的歷史性進程中,世界多極化和經(jīng)濟全球化勢不可擋,發(fā)展中國家崛起已經(jīng)成為既定事實,社會生產(chǎn)力的解放與發(fā)展,在為世界各國發(fā)展帶來勃勃生機的同時也帶來了必須面對和接受的挑戰(zhàn)。我國現(xiàn)處在爬坡過坎的關(guān)鍵時期,面對國際社會發(fā)展新形勢,以習(xí)近平為核心的黨中央帶領(lǐng)全國人民為全面建成小康社會的偉大目標(biāo)、實現(xiàn)“兩個一百年”的奮斗目標(biāo)和中華民族偉大復(fù)興的中國夢揚帆起航,砥礪前行。21世紀(jì)是文化的世紀(jì),文化不僅牽動著國家的發(fā)展,更儼然成為新形勢下國家綜合國力競爭的重要方面,并日益占據(jù)重要地位,而文化話語權(quán)的強弱又直接影響國家文化發(fā)展和文化安全,為此將文化話語權(quán)的建構(gòu)提升到國家日程并置于重要地位是時代的選擇,也是現(xiàn)實的選擇,唯有如此才能應(yīng)對日趨激烈的國際文化競爭,占領(lǐng)文化發(fā)展競爭制高點。文化話語權(quán)是國家在文化領(lǐng)域的說話權(quán)、發(fā)言權(quán),即運用文化話語表達技巧全面準(zhǔn)確的傳播文化理念、維護文化安全,主導(dǎo)文化發(fā)展的話語權(quán)力。本文依據(jù)國際國內(nèi)新形勢,對我國文化話語權(quán)進行系統(tǒng)概述,完成了文化話語權(quán)內(nèi)涵界定,闡述了文化話語權(quán)構(gòu)成要素及其地位與辯證關(guān)系,并在此基礎(chǔ)上概括得出文化話語權(quán)的特征,同時明確指出之所以把文化話語權(quán)的建構(gòu)置于重要地位,是因為文化話語權(quán)對我國文化強國道路、文化安全和文化軟實力的提升具有現(xiàn)時意義。本文以社會歷史發(fā)展為背景,以文化發(fā)展為輔助切入點系統(tǒng)的分析了文化話語權(quán)演變過程。加強中國特色文化話語權(quán)的建構(gòu),形成具有中國風(fēng)格的文化話語,并不是一味盲目的摸索前進,而是必須堅定相應(yīng)的建構(gòu)原則,并在借鑒已有研究成果基礎(chǔ)上,積極研究和探討建構(gòu)具有中國特色文化話語權(quán)的策略,以形成中國特色文化話語力量,不斷提升文化話語吸引力、感染力、威信力和說服力,使我國文化話語的影響力與我國五千年深厚的文化積淀相適應(yīng),與我國負責(zé)任大國的國際地位相適應(yīng),把文化發(fā)展優(yōu)勢轉(zhuǎn)化為與話語優(yōu)勢,以改變國際輿論格局不平衡的總體趨勢,為21世紀(jì)文化競爭贏得話語自主權(quán)和發(fā)言權(quán)。
[Abstract]:At present, the international situation is in a historic process of speeding up the evolution, the multipolarization of the world and economic globalization are unstoppable, the rise of developing countries has become a fait accompli, the emancipation and development of social productive forces, While bringing vitality to the development of all countries in the world, it also brings challenges that must be faced and accepted. Our country is now in a critical period of climbing over the hill. In the face of the new situation of the development of the international community, the party Central Committee with Xi Jinping as the core leads the people throughout the country as the great goal of building a well-off society in an all-round way. Chinese Dream, who realized the goal of "two hundred years" and the great rejuvenation of the Chinese nation, set sail to forge ahead. The 21st century is the century of culture, which not only affects the development of the country, It has become an important aspect of the national comprehensive national power competition under the new situation, and has been playing an increasingly important role, while the strength of the cultural discourse power has a direct impact on the national cultural development and cultural security. Therefore, it is the choice of the times and the reality to raise the construction of the cultural discourse right to the national agenda and put it in an important position. Only in this way can we cope with the increasingly fierce international cultural competition and occupy the commanding point of the cultural development competition. The right of cultural discourse is the right to speak in the field of culture, that is, the right to use cultural discourse expression skills to spread cultural ideas comprehensively and accurately, to maintain cultural security, and to dominate the development of culture. According to the new situation at home and abroad, this paper gives a systematic overview of the cultural discourse right in China, defines the connotation of the cultural discourse right, and expounds the elements of the cultural discourse right and its status and dialectical relationship. On this basis, the author summarizes the characteristics of cultural discourse right, and points out that the reason why the construction of cultural discourse right is placed in an important position is that the cultural discourse right plays an important role in the development of our country's cultural power. The promotion of cultural security and cultural soft power has current significance. Based on the background of social and historical development and cultural development, this paper systematically analyzes the evolution of cultural discourse right. To strengthen the construction of the right to speak with Chinese characteristics and to form the cultural discourse with Chinese style is not to blindly grope ahead, but to firm the corresponding construction principles, and on the basis of drawing lessons from the existing research results, To actively study and explore the strategy of constructing the right of discourse with Chinese characteristics, in order to form the power of cultural discourse with Chinese characteristics, and to continuously enhance the attraction, appeal, prestige and persuasion of cultural discourse. The influence of Chinese cultural discourse is adapted to the profound cultural accumulation of our country for five thousand years, and to the international position of our country as a responsible big country, and the advantage of cultural development is transformed into the advantage of discourse. In order to change the general trend of the imbalance of international public opinion pattern, we can win the discourse autonomy and the right to speak for the cultural competition in the 21 ~ (st) century.
