【摘要】：公民的文化權利是公民的基本人權之一。隨著我國經(jīng)濟社會的快速發(fā)展,政府對公民文化權利也越來越重視。公共文化服務是公共服務的重要內(nèi)容,關系到公民公共文化需求的滿足。在建設文化強國戰(zhàn)略的背景下,我國政府投入了巨大資源,構建龐大的公共文化服務體系,以切實履行公共文化服務職能。文化惠民工程由此應運而生,這種項目制的公共文化服務建設體現(xiàn)了國家主導文化建設的發(fā)展邏輯,滿足民眾基本文化服務需求、維護公民文化權利成為其重要目標。文化惠民工程的項目制運作是一種政府主導的公共文化服務供給模式。中央政府以“項目”為載體實現(xiàn)對地方的專項轉(zhuǎn)移支付,從而實現(xiàn)了公共文化服務建設自上而下的推進,并將國家的意志灌輸?shù)降胤胶突鶎?實現(xiàn)了對國家公共文化服務建設的統(tǒng)籌。文化惠民工程之所以選擇項目制運作有以下幾個原因：首先,以文化需求為導向的政府公共文化服務職能的重塑；其次,分稅制下政府轉(zhuǎn)移支付的文化權利保障項目化。我國財稅體制的改革特別是分稅制的推出,使得中央和地方的財政關系出現(xiàn)了新的變化,中央通過專項轉(zhuǎn)移支付使文化惠民工程得以通過項目制在地方和基層得到廣泛推廣；第三,公共文化建設中項目制動員功能的強化。對地方政府來說,文化建設是一種邊緣化的工作任務,因而其建設動力不足,項目制運作改變了地方政府的消極態(tài)度；第四,公共文化服務項目制的供給功能集中化。文化惠民工程的項目制有利于彌補公共文化供給不足、區(qū)域發(fā)展不平衡等現(xiàn)實難題。論文通過對文化惠民工程的重點項目——鄉(xiāng)鎮(zhèn)綜合文化站的運轉(zhuǎn)過程的實證研究發(fā)現(xiàn),文化惠民工程的項目制特點符合項目制運作的發(fā)展規(guī)律,從項目啟動到項目組織、再到項目執(zhí)行,最后到項目評估階段,體現(xiàn)了其獨特的運作邏輯——貫徹國家意志、確保政府主導、強化官僚管控、彰顯官員政績。這一邏輯也體現(xiàn)了文化惠民工程項目制運作的邏輯沖突：國家主導邏輯與公民自主邏輯的沖突；統(tǒng)一化管理邏輯與多中心治理邏輯的沖突；官僚化邏輯與公共價值邏輯的沖突。這些沖突會深刻影響到文化惠民工程項目的原初目標。換言之,作為項目制的文化惠民工程背離了公共文化服務的服務精神與民本理念。為了讓文化惠民工程發(fā)揮其應有的作用,未來需做出以下變革：構建從政府主導到公民需求導向的公共文化服務供給體系；健全公共文化服務項目制的多元決策參與機制；創(chuàng)新和借鑒現(xiàn)代項目管理機制和方法,以提高項目運作績效。
[Abstract]:The cultural rights of citizens are one of the basic human rights of citizens. With the rapid development of our country's economy and society, the government pays more and more attention to the citizen's cultural rights. Public cultural service is an important content of public service, which is related to the satisfaction of citizens' public cultural needs. In the context of the strategy of building a strong cultural power, our government has invested huge resources and constructed a huge public cultural service system in order to effectively perform the function of public cultural service. The construction of public cultural services under the system of this project embodies the development logic of the state-led cultural construction, satisfies the basic cultural service needs of the public and maintains the cultural rights of citizens. The project system operation of cultural benefit project is a government-led public cultural service supply mode. The central government used "projects" as the carrier to realize the special transfer payment to the local areas, thus realizing the top-down promotion of the construction of public cultural services, and instilling the will of the state into the local and grass-roots level. Realized to the national public cultural service construction as a whole. The reasons for the selection of the project system are as follows: firstly, remolding the government's public cultural service function guided by cultural needs; secondly, the cultural rights protection project of the government transfer payment under the tax system. The reform of the fiscal and taxation system, especially the introduction of the tax distribution system, has brought about a new change in the financial relationship between the central government and the local government. Third, strengthen the function of project system mobilization in the construction of public culture. To the local government, the cultural construction is a kind of marginal work task, therefore its construction motive force is insufficient, the project system operation has changed the local government's negative attitude; fourth, the public cultural service project system supply function centralization. The project system of cultural benefit project is helpful to make up for the shortage of public culture supply and the imbalance of regional development. Through the empirical study on the operation process of the key project of the cultural benefit project, the township comprehensive cultural station, it is found that the characteristics of the project system of the cultural benefit project accord with the development law of the project system operation, from the start of the project to the project organization. Then to the project implementation, finally to the project appraisal stage, has manifested its unique operation logic-carries out the national will, ensures the government to lead, strengthens the bureaucratic control, highlights the official achievement. This logic also reflects the logical conflict between the state-led logic and the citizen autonomy logic, the conflict between the unified management logic and the multi-center governance logic, and the conflict between the bureaucratic logic and the public value logic. These conflicts will have a profound impact on the original goal of the project. In other words, as a project system, the project of cultural benefit project deviates from the service spirit of public cultural service and the concept of people-oriented. In order to make the cultural benefit project play its due role, the following changes should be made in the future: constructing the public cultural service supply system from the government leading to the citizen's demand-oriented, perfecting the pluralistic decision-making participation mechanism of the public cultural service project system; To innovate and learn from the modern project management mechanism and methods in order to improve project performance.
