【摘要】：全國(guó)文化信息資源共享工程自2002年啟動(dòng)以來(lái),在服務(wù)網(wǎng)絡(luò)、數(shù)字資源、技術(shù)平臺(tái)等方面都取得了豐碩成果。數(shù)字資源建設(shè)作為文化共享工程的核心內(nèi)容,經(jīng)過12年的發(fā)展已形成規(guī)模。截止2012年底,文化共享工程資源建設(shè)總量達(dá)到200.29TB,其中國(guó)家中心達(dá)44.21TB,各地達(dá)156.08TB,而該項(xiàng)成果與文化共享工程現(xiàn)有資源建設(shè)模式是分不開的。目前,文化共享工程資源建設(shè)采取從上向下的單向制建設(shè)模式,建設(shè)主體包括：國(guó)家中心、各省級(jí)分中心以及有建設(shè)能力的市縣級(jí)支中心；建設(shè)方式主要有：自主建設(shè)、公開征集、網(wǎng)絡(luò)采集、合作共建、行政調(diào)撥。伴隨著新技術(shù)、新任務(wù)的出現(xiàn)以及人民群眾不斷增長(zhǎng)的物質(zhì)文化需求,現(xiàn)有的共享工程資源建設(shè)模式在實(shí)踐過程中出現(xiàn)諸多問題。為了推進(jìn)文化共享工程長(zhǎng)效持久發(fā)展,人們開始探索共享工程資源建設(shè)的完善模式。 本文通過文獻(xiàn)調(diào)查、實(shí)地走訪、網(wǎng)絡(luò)電話調(diào)查等形式了解和掌握目前全國(guó)文化信息資源共享工程資源建設(shè)模式,運(yùn)用內(nèi)容分析法和對(duì)比分析法揭示現(xiàn)有文化共享工程資源建設(shè)模式的優(yōu)勢(shì)與缺陷之處。在國(guó)內(nèi)外類似公益性項(xiàng)目資源建設(shè)相關(guān)經(jīng)驗(yàn)的啟示下,對(duì)現(xiàn)有的文化共享工程資源建設(shè)模式進(jìn)行完善,并提出相應(yīng)的保障機(jī)制。 文章共分為六部分。第一部分：緒論。包括研究的背景與意義,國(guó)內(nèi)的研究現(xiàn)狀、研究的創(chuàng)新點(diǎn)與難點(diǎn),基本思路與方法。第二部分：文化共享工程概述。簡(jiǎn)要介紹了文化共享工程、文化共享工程取得的成就及其社會(huì)意義。第三部分：文化共享工程資源建設(shè)模式。包括資源建設(shè)對(duì)文化共享工程發(fā)展的意義,現(xiàn)有資源建設(shè)模式,現(xiàn)有資源建設(shè)模式的優(yōu)勢(shì)之處及目前存在的問題等。第四部分：文化共享工程資源建設(shè)可以借鑒的同類經(jīng)驗(yàn)。包括國(guó)內(nèi)類似公益性項(xiàng)目介紹、國(guó)外類似公益性項(xiàng)目介紹以及對(duì)我國(guó)文化共享工程資源建設(shè)模式創(chuàng)新的啟示。第五部分：文化共享工程資源建設(shè)模式的創(chuàng)新及其保障機(jī)制。包括文化共享工程資源建設(shè)模式的創(chuàng)新思路,新模式下國(guó)家中心、省級(jí)分中心、市縣級(jí)支中心以及公眾的職責(zé),云計(jì)算技術(shù)在文化共享工程資源建設(shè)新模式創(chuàng)新中的應(yīng)用、新模式的保障機(jī)制。第六部分：研究總結(jié)和前景展望。
[Abstract]:Since the national cultural information resource sharing project was launched in 2002, it has achieved fruitful results in the aspects of service network, digital resources, technology platform, etc. The construction of digital resources is the core content of the cultural sharing project. By end of 2012, the total construction amount of cultural sharing project resources has reached 200.29TB. among them, the national center reached 44.21TBand the local areas reached 156.08TB.However, this achievement is inseparable from the existing resource construction mode of the cultural sharing project. At present, The construction of cultural sharing project resources adopts a one-way construction model from top to bottom. The main construction subjects include: national center, provincial sub-centers and municipal and county branch centers with the ability to build; Network collection, cooperative construction, administrative allocation. With the emergence of new technologies, new tasks and the growing material and cultural needs of the people, In order to promote the long-term and lasting development of the cultural sharing project, people began to explore the perfect model of the construction of shared engineering resources. In this paper, through literature investigation, field visits, Internet telephone surveys and other forms of understanding and mastering the current national cultural information resources sharing project resources construction model, Using the content analysis method and the contrast analysis method to reveal the advantages and disadvantages of the existing cultural sharing project resource construction mode. Under the enlightenment of the domestic and foreign similar public welfare project resources construction related experience, The existing construction mode of cultural sharing engineering resources is improved, and the corresponding safeguard mechanism is put forward. The article is divided into six parts. Part 5th: innovation of cultural sharing engineering resources construction mode and its guarantee mechanism.
