【摘要】： 美國外交關(guān)系委員會是美國歷史上最悠久、對外交政策最具影響力的思想庫之一。通過對美國外交關(guān)系委員會的研究,我們可以對美國的全球外交政策和戰(zhàn)略理念有更深入的理解,更好地把握其發(fā)展的未來走向。同時,通過對美國外交政策史的細致考察,我們可以發(fā)現(xiàn),自第一次世界大戰(zhàn)結(jié)束之后美國許多重大外交政策的制定和執(zhí)行,無不和外交關(guān)系委員會有著不可忽視的重要聯(lián)系。 本文旨在研究美國外交關(guān)系委員會,闡述它的歷史與現(xiàn)狀,特點和功能,研究它在美國的外交決策和在美國外交政策制定中的地位、作用、原因和影響,探討其影響美國外交決策的方式和手段,闡明其在美國得以經(jīng)久不衰、越來越具有活力并發(fā)揮重要影響力的原因所在,揭示出美國外交關(guān)系委員會作用于美國外交政策的實質(zhì)。 對美國外交關(guān)系委員會的研究屬于跨學(xué)科的外交史研究范圍。本文立足于歷史研究,在從整體上對國內(nèi)外關(guān)于美國外交關(guān)系委員會的認識和研究成果進行整理和分析的過程中,將微觀與宏觀兩個觀察視角相結(jié)合。綜合運用國際政治學(xué)、歷史學(xué)的理論與范式,借鑒統(tǒng)計分析、跨學(xué)科研究、定性與定量分析、歷史分析與文獻分析等研究方法,采用最新研究手段,挖掘現(xiàn)有的網(wǎng)路資源,盡最大可能利用好原始文獻,博采眾家之長,希望能在前輩學(xué)者研究的基礎(chǔ)上找出新的問題,形成自己的新的學(xué)術(shù)觀點和看法。 本文將研究目標定位于美國外交關(guān)系委員會,全文共分以下六個部分,包括緒論、四個章節(jié)、結(jié)語: 第一部分闡述了美國外交關(guān)系委員會研究中的基本問題,一是就美國思想庫與作為其成員之一的美國外交關(guān)系委員會作國內(nèi)外學(xué)術(shù)界的研究現(xiàn)狀闡述分析;二是本文的研究內(nèi)容和研究意義;三是本文研究方法與資料來源;四是本文研究的創(chuàng)新之處和不足之處。 第二部分對美國外交關(guān)系委員會的歷史演變進行概述分析。一是美國外交關(guān)系委員會的成立,它包括外交關(guān)系委員會的雛形、美國外交關(guān)系委員會的正式成立;二是美國外交關(guān)系委員會的歷史變遷,按時間的先后和委員會重大事件的變遷進行史實和學(xué)理上的闡釋。 第三部分探討了美國外交關(guān)系委員會的基本結(jié)構(gòu)與特征,圍繞如下幾個問題展開研究:一是美國外交關(guān)系委員會的框架組織,包括美國外交關(guān)系委員會的人員構(gòu)成和組織結(jié)構(gòu);二是美國外交關(guān)系委員會的資金來源,包括美國東部金融財團與美國外交關(guān)系委員會、美國主要基金會與美國外交關(guān)系委員會;三是《外交季刊》與美國外交關(guān)系委員會,它包括《外交季刊》概況、《外交季刊》對美國外交政策的影響、《外交季刊》與外交關(guān)系委員會的戰(zhàn)略目標。 第四部分對精英政治與美國外交關(guān)系委員會進行全方位解析,一是歷屆美國外交關(guān)系委員會重要成員構(gòu)成及分析,這些重要成員主要包括總統(tǒng)、副總統(tǒng)、國務(wù)卿、國防部長、中情局局長、財政部長、總統(tǒng)國家安全事務(wù)助理等等;二是美國政府高官及重要部門首腦報告及講話中所提及的外交關(guān)系委員會,包括美國總統(tǒng)、副總統(tǒng)在演講、報告、講話中提及的外交關(guān)系委員會;國務(wù)卿、國防部長、中情局局長等部門首腦提及的外交關(guān)系委員會;三是美國外交關(guān)系委員會成員在主要傳媒中的影響力,包括美國外交關(guān)系委員會與主要傳媒、美國外交關(guān)系委員會對主要傳媒的影響力;四是美國外交關(guān)系委員會與精英政治,包括精英人士與美國外交關(guān)系委員會的關(guān)聯(lián)、精英政治對美國外交關(guān)系委員會的影響。 第五部分闡釋了美國外交關(guān)系委員會對美國外交政策制定的影響(案例分析),主要有兩個方面,一是美國卷入東南亞沖突與戰(zhàn)爭,包括美國外交關(guān)系委員會對東南亞戰(zhàn)略地位的認識、美國外交關(guān)系委員會對東南亞問題的持續(xù)研究、美國外交關(guān)系委員會成員與美國政府對東南亞沖突與戰(zhàn)爭的立場;二是中美關(guān)系正�；�,包括中美關(guān)系解凍前美國外交關(guān)系委員會對中國問題的關(guān)注;美國外交關(guān)系委員會對中國問題的研究及運用。 第六部分是全文的結(jié)束語,對美國外交關(guān)系委員會的歷史地位進行評價,并指明研究美國外交關(guān)系委員會對于建設(shè)有中國特色的外交思想庫的現(xiàn)實意義。
[Abstract]:The United States Council on Foreign Relations is one of the oldest in the history of the United States and one of the most influential thoughts in foreign policy. Through the study of the American Foreign Relations Committee, we can better understand the global foreign policy and strategic concept of the United States, and grasp the future trend of its development. At the same time, through the careful examination of the history of American foreign policy, we can find that the establishment and implementation of many major foreign policy in the United States after the end of World War I have an important connection with the Committee on Foreign Relations.
