歐盟在聯(lián)合國內(nèi)的工作機制初探
[Abstract]:As the two largest multilateral organizations in the world, the European Union and the United Nations have similar guiding principles and purposes. The cooperation between the two sides not only promoted the realization of each other's interests, but also promoted the development of multilateralism in the world. The EU plays an important role within the framework of the United Nations, with member States United and United on most of the issues. As a major interest group in the Western camp, the EU has great influence within the United Nations. The Lisbon Treaty established a three-nation rotation system, and the presidency became the most important role in the EU coordination mechanism during his term of office. It is responsible for coordinating the positions of EU member states and reaching agreement. All EU internal coordination meetings are organized, prepared and presided over by the rotating presidency. A systematic coordination mechanism has also been established within the EU, focusing on the convening of internal coordination meetings, which are mainly divided into two categories: one is an expert-level meeting covering specific areas; One is the meeting at the permanent Representative level / the Deputy permanent Representative level, which deals with the overall affairs of the United Nations. The former is a basic part of the EU coordination meeting, which accounts for more than half of the total coordination meetings. The latter, attended by permanent or alternate permanent representatives, belongs to the high-level meeting and deals with issues in the core areas. In addition, EU institutions also play an important role throughout the coordination process, the most important of which is the permanent Mission of the EU to the United Nations, which is responsible not only for internal liaison, but also for supporting the work of the EU at the United Nations, But also shoulder a certain function of external communication. Although the EU cooperation in the United Nations has made great progress so far, but there are still many deficiencies in the system. In practice, the EU has limited influence on its member states, and its own interests remain the biggest driving force in EU decision-making. Cooperation within the EU still has a long way to go.
